STATES ENVIRONMENTAL PROTECTION AGENCY BROWNFIELD GRANT FUNDS WITHIN FUND 209, FOR THE PURPOSE OF CONDUCTING BROWNFIELD ASSESSMENT AND CLEANUP ACTIVITIES Statement of Purpose and Intent: This Council approved a Resolution on November 24, 2003 authorizing the Mayor to submit an application to the United States Environmental Protection Agency for a Revolving Loan Fund Grant, an Assessment Grant and three Remediation Grants. The Mayor has been notified that three Grants have been awarded to the City of South Bend, including a $200,000 Brownfield Cleanup Grant, a $250,000 Brownfield Revolving Loan Fund Grant, and a $200,000 Brownfield Assessment Grant. It is necessary to appropriate such funds for the purpose of conducting environmental cleanup and assessment activities on Brownfield properties in the city. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of Six Hundred Fifty Thousand Dollars ($650,000.00), from three United States Environmental Protection Agency Brownfield Grants is hereby appropriated and set aside within Fund 209 for use in conducting environmental cleanup and assessment activities on Brownfield properties in the city. SECTION II. This Ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor. KENDALL EXECUTIVE DIRECTOR March 7, 2005 South Bend Common Council 4th Floor, County City Building 227 West Jefferson South Bend, IN 46601 Dear Common Council Members: Enclosed is an Ordinance appropriating $650,000 front three grants awarded to the City of South Bend by the United States Environmental Protection Agency. These funds will be used to cleanup a chlorinated solvent source area at the former Oliver Plow Works site, conduct environmental site assessments at properties throughout the city, and establish a brownfield cleanup revolving loan fund for brownfield remediation citywide. These grants were awarded on September 23~d and 24th, 2004. I respectfully request your approval of this Ordinance.
