A RESOLUTION AFFIRMING THE COMMISSION'S
INTENTION TO INTEGRATE THE TARGETED JOBS
PROGRAM INTO THE TAX ABATEMENT PROCESS
WHEREAS, the primary purpose of economic development activities
undertaken by the City of South Bend through this Department is job
creation and specifically the creation of job opportunities for econ-
omically and socially disadvantaged persons; and
WHEREAS, the granting of tax abatement for the furthering of
economic development is beneficial to the grantee as well as the grant -
or; and
WHEREAS, the Targeted Jobs Program was established by the Com-
mission for the purpose of linking publically assisted economic devel-
opment activites and programs to job opportunities for economically
and socially disadvantaged persons; and
WHEREAS, the Commission has determined that Tax Abatement is
an appropriate economic development program to which linkages to
the Targeted Jobs Program should be made.
NOW, THEREFORE be it resolved, that the Commission directs the
staff of the Department, through the Executive Director, to negotiate
with property owners in Urban Development Areas for the purpose of tar-
geting job opportunities through the Department's Targeted Jobs Coordin-
ator to economically and socially disadvantaged persons.
