MaJ,~' ORDINANCE NO. ~ ~ 7 ~ - ~ AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA APPROPRIATING $60,000 OF FUNDS RECEIVED FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) WITHIN HUMAN RIGHTS FUND #258 FOR EDUCATION AND OUTREACH EXPENDITURES STATEMENT OF PURPOSE AND INTENT The South Bend Human Rights Commission has received grant funds from the U.S. Department of Housing and Urban Development (HUD) for special projects and programs developed by the South Bend Human Rights Commission, as stated below. This Ordinance authorizes the South Bend Human Rights Commission to use the HUD funds for their designated purpose of continuing an educational program to increase the knowledge of the City's minority communities concerning their rights, and to increase overall awareness and respect for diversity within entire City. The purpose is to also perform an audit of the City's housing market and to further educate the housing industry in terms of discrimination laws. This appropriation will pay the cost of the education and outreach campaign through Patia Translations; will allow for completion of the Human Rights Commission's contract with Fair Housing Center of Southwestern Michigan and to pay for the production of a video on Fair Housing for the Human Rights Commission as well as a vigorous marketing campaign with Burkhart Advertising, INC. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana as follows: Section I. The sum of $60,000.00 is ordered appropriated from the set and aside from within Human Rights Federal Fund #258 for the following purposes: $ 4,000 - Patia Translations educational outreach campaign; $ 6,000 -Video Production. $10,000 -Radio and Newspaper pamphlets and brochure $20,000 -Fair Housing Center of Southwest Michigan contract balance; $20,000 -Marketing -Burkhart Advertising, INC. Section II. Jefferson Blvd. South Bend, IN 46601 Dear President Pfeifer: Attached is a proposed ordinance appropriating $60,000 bythe South Bend Human Rights Commission of funds received from the Department of Housing and Urban Development. (258) The purpose for the request is to pay for expenses relating to the South Bend Education and Outreach Programs and a housing testing program. The South Bend Human Rights Commission would like permission from the Council to spend these funds for purposes stated in the proposed ordinance. I will be present at the appropriate Council Committee Meeting and at the Public Hearing to speak on this ordinance. Thank you for your favorable consideration in this matter.
