N WAK RESOLUTION NO. 688 RECORDER RESOLUTION OF THE CITY OF SOUTH BEND ST. JOSEPH Co. REDEVELOPMENT COMMISSION RATIFYING AND INDIANA CONFIRMING RESOLUTION NO. 682 WITH RESPECT T�kZ 0 FORREC0 i- THE MONROE- SAMPLE DEVELOPMENT AREA, REDECLAR THE MONROE SAMPLE DEVELOPMENT AREA TO BE BLIGHTED AND APPROVING A DEVELOPMENT PLAN. WHEREAS, the City of South Bend Department of Redevelopment has, pursuant to the Redevelopment of Cities and Towns Act of 1953, as amended (the "Act "), conducted surveys and investigations and has thoroughly studied that area in the City of South Bend, County of St. Joseph, State of Indiana, hereby designated as the Monroe - Sample Development Area which is more particularly described by a line drawn as follows: A parcel of land being a part of the City of South Bend, Portage Township, St. Joseph County, Indiana, and being more particularly described as follows, viz: IL Beginning at the intersection of the centerlines of Michigan Street and Monroe Street in said City; thence East, along said Monroe Street Centerline, to the centerline of Lincoln Way East; thence Southeasterly along said centerline to its intersection with the centerline of State Road 23; thence Southwesterly and Westerly along said centerline (being, in part, also known as the centerline of Sample Street) to its intersection with the centerline of Michigan Street; thence North along said centerline to the place of beginning. WHEREAS, upon such surveys, investigations and studies being made, it has been found by the City of South Bend Redevelopment Commission that the above described area has become blighted to an extent that such blighted conditions cannot be corrected by regulatory process or by the ordinary operations of private enterprise without resort to the provisions of the Act, and it has been further found that the public health and welfare would be benefitted by acquisition in and redevelopment of such area under the provisions of the Act; and WHEREAS, the Commissioners have caused to be prepared maps and plats showing the boundaries of such blighted area, the location of the various parcels of properties, streets and alleys and other features affecting the acquisition, clearance, replatting, replanning, rezoning and redevelopment of such area, and indicating the parcels of property to be included or excluded in the acquisition and portions of the area to be acquired which are to be devoted to streets, alleys, levees, sewerage, parks, playground and other public purposes under the redevelopment plan; and WHEREAS, the Development Resolution No. 633, adopted on Resolution No. 635, adopted on the following: (1) Resolution No. 636 adopted Resolution No. 641 adopted Plan, adopted by Declaratory February 2, 1981, and confirmed by March 20 1981, has been amended by on April 16, 1981 and confirmed by on June 12, 1981; and ! - ;• �s 8401023 (2) Resolution No. 648 adopted on November 24, 1981 and confi by Resolution No. 651 adopted on February 5, 1982; and WHEREAS, the Commissioners did, on June 27, 1983, adopt CUW Declaratory Resolution No. 682, redeclaring, among other things, the Monroe - Sample Development Area to be blighted and amending the Development Plan by adding a parcel to the acquisition list and making certain changes to fulfill the purpose of the Design Review Committee; and WHEREAS, as required by law, the St. Joseph County Area Plan Commission and the South Bend Common Council have considered and approved said Resolution No. 682 and the Development Plan, and, subsequently the Commissioners did, on August 26, 1983, hold a public hearing for the purpose of presenting said Resolution No. 682 and to hear and consider remonstrances concerning said resolution;and WHEREAS, said Redevelopment of Cities and Towns Act of 1953, as amended, requires that the Commissioners, after such hearing and consideration, shall take final action determining the public utility and benefit of the project, either confirming, modifying, or rescinding Resolution No. 682. WHEREAS, the Commmissioners desire to confirm said Resolution No. 682 without modification. NOW, THEREFORE, BE IT RESOLVED by the Commissioners of City of South Bend Department of Redevelopment that it will public utility and benefit to proceed with the plan of redevelopment as set forth in Resolution No. 682 referred to the WHEREAS clauses above, and that said Resolution No. 682 hereby approved, ratified and confirmed. Jay N mtz, resident Redbve1oi6ment Commission the be of in is 4( . it �m 84010"1) FINDING OF FACTS MONROE- SAMPLE DEVELOPMENT AREA August 26, 1983 The South Bend Redevelopment Commission has conducted a study of the Monroe - Sample Development Area ( "Area "). Based upon that study and following the other procedures required by I.C. 36 -7 -14 (the "Act ") including public hearing, the Redevelopment Commission hereby finds that the area has become blighted to such an extent that such conditions cannot be corrected by the regulatory process or by ordinary operations of private enterprise without resort to the provision of the Act and that the public health and welfare will be beneftied by the acquisition and redevelopment of the area under the provision of the Act. This finding is based on the following information: 1. Between 1970 and 1980 the population of the Area has declined 550, from 1522 to 689. 2. Between 1970 and 1980 the number of dwelling units has declined 35%, from 631 to 414, and the number of households has declined 420, from 536 to 311. 3. The vacancy rate in the Area has increased from 15% vacant in 1970 to 22% vacant in 1980, an increase of 46%. The South Bend Redevelopment Commission finds that it will be of public benefit to the public health and welfare to redevelop the Monroe - Sample Development Area.
