RESOLUTION NO. 665
A RESOLUTION OF THE SOUTH BE14D REDEVELOPMENT COMMISSION
ENCOURAGING THE COMMON COUNCIL TO DESIGNATE A PORTION OF
PHASE III OF THE AIRPORT INDUSTRIAL PARK AS A TAX ABATE -
NENT IP9PACT AREA.
WHEREAS, the South Bend Redevelopment Commission recognizes that there
are certain areas within the City which are blighted and non - productive with re-
gard to their contribution to this community's tax base and employment opportun-
ities; and
WHEREAS, the Redevelopment Commission and the South Bend Common Council
have pledged to consider the granting of tax abatement to any property owners in
these areas proposing a development which meets the goals and objectives of the
Council and Commission, provided that the Council and Commission shall not favor-
ably consider projects which do not contribute to the public utility or public
benefit of the area; and
WHEREAS, the Redevelopment Commission has heard substantial evidence in-
dicating that the Airport Industrial Park Phase III has experienced a decrease in
growth to an extent which cannot be corrected by regulatory processes or the ordinary
operations of private enterprise without the assistance of its being designated a
tax abatement impact area to encourage and facilitate its development; and
WHEREAS, the economic development of the City of South Bend, through the
creation of employment opportunities and other positive benefits to the economy of
this area, will be benefited by such improvements;
NOW, THEREFORE, BE IT RESOLVED by the South Bend Redevelopment Commission:
SECTION I. That the Commission finds that all property in Phase III of
the Airport I— nduustrial Park owned by Industrial Foundation, Inc. of South Bend,
Indiana as of this date ( "Phase III - Industrial Foundation Property "), a map and
legal description of which are attached as Exhibits A and B and are incorporated
fully herein, has experienced under utilization, cessation of growth, and a lack of
employment growth and productivity with regard to its contribution to this community's
tax base and employment opportunities.
SECTION II. The Redevelopment Commission pledges to consider the granting
of tax abatement to any property owners within "Phase III - Industrial Foundation
Property" who propose a development which meets the goals and objectives of the Com-
mission and Common Council, but the Commission shall not favorably consider any pro-
jects which do not contribute to the public utility or public benefit of the area.

SECTION, III. Any petition for tax abatement filed y such owners
shall be rev�err`v 6y the Redevelopment Commission in conformity with statutes and
ordinances in effect at the time of filing.
SECTION IV. That the Redevelopment Commission encourages the South Bend
Common Council to declare "Phase III - Industrial Foundation Property" a tax abate-
ment impact area.
SECTION V. That a copy of this Resolution be forwarded to the Common Council
to indicate the Commission's support of its declaration.
Adopted at the regular meeting of the South Bend Redevelopment Commission
on October 22, 1982 in the Office of the Commission, 1200 County -City Building, 227
West Jefferson Boulevard, South Bend, Indiana.

All of the property owned by Industrial Foundation, Inc. of South Bend,
Indiana as of this date within Phase III of the Airport Industrial Park, which
Phase III is described as follows:
Phase III
Beginning at the intersection of Bendix Drive and Lathrop
Street; thence west along Lathrop Street to a point 490
feet west of Foundation Drive; thence north, and parallel
to Foundation Drive, to a point approximately 796 feet north
of Boland Drive; thence east to a point approximately 498
feet east of Foundation Drive; thence south to Boland Drive;
thence east along Boland Drive to a point approximately 990
feet west of Bendix Drive; thence south approximately 1,346
feet; thence east to Bendix Drive; thence south along Bendix
Drive approximately 225 feet; thence west approximately 170
feet; thence south approximately 264 feet; thence east to
Bendix Drive; thence south along Bendix Drive to Lathrop
Street and the point of beginning.
