HomeMy WebLinkAbout01-03-19 SBACC Meeting MinutesSouth Bend Animal Care and Control Commission Regular Meeting Minutes January 3, 2019 1837 Hours County City Building 13`h Floor 227 West Jefferson Blvd South Bend, IN 46601 Animal Control Commission Members Present: Filed in Clerk's Office FEB 22 2019 KAREEMAN FC- ER CITY CLERK, SOUTH BEND, IN Becky Kaiser, Pam Wesolowski, Lynne Losecco, Dr. Mariah Covey, and Barb Leavell City Staff Present: Jenn Gobel-SBACC Shelter Manager, Tom Panowicz- Attorney for SBACC, Tracy Skibbins-Director of Code Enforcement, Jamie Morgan -Mayor's Office, and Dani Campbell Weiss -Commission Attorney The meeting was called to order by Becky Kaiser at 1837 hours. 2. Minutes from December 2018 were read. A. Motion to accept minutes made by Lynne Losecco, seconded by Dr. Mariah Covey. 3. Hearing minutes from December 2018 were read. A. Motion to accept minutes made by Dr. Mariah Covey and seconded by Barb Leavell. 4. Hearing Officer's Findings were read and signed from December 2018. A. Motion to accept findings made by Becky Kaiser and seconded by Dr. Mariah Covey. B. Update from the hearing Ms. Johnson has come in to license her dogs and she's in compliance. C. The address that was needed has been given to South Bend Animal Control. 5. Nominations and voting for officers for the 2019 South Bend Animal Control Board went as follows: A. Chair is Dr. Mariah Covey, motion made by Barb Leavell seconded by Becky Kaiser. B. Vice Chair is Becky Kaiser, motion made by Lynne Losecco seconded by Barb Leavell. C. Secretary is Barb Leavell, motion made by Lynne Losecco seconded by Dr. Mariah Covey. 6. South Bend Animal Control year end 2018 shelter numbers were presented by Jen Gobel. 7. South Bend Animal Control December's monthly shelter numbers were presented by Jen Gobel. A. December had been a record number of Citations, AWA's and violations. B. Jen spoke of possibly having Saturday hours once a month or quarterly. 8. Old business was discussed. A. Several changes to the new ordinance, Chapter 5, Articles 1-6 from the December 2018 meeting. 9. New Business was discussed. A. Discussion of the new ordinance, Chapter 5, Articles 7-11 were discussed and possible changes were made. 10. Discussion of next hearing and meeting. A. Dates for a possible hearing were discussed, it will be either January 24 or January 31. B. Next board meeting is scheduled for February 7, 2019 at 1830 hours. 1 l . Privilege of the floor was given. A. Resident Tina Donica asked several questions regarding the new ordinance. Motion to adjourn made by Barb Leavell Seconded by Lynne Losecco Meeting ended at 2154 hours.
