Authorities are requested to take the m tter up with the Federal Management of the
road directly interested and secure the concurrence of the railroad adminstrat'ion in
advance,
SECOND-- In the event this is not done, the Director General will reserve
the right to doe ide whether or not he will participate- in the payment.

It is not the attidude of the Director General to oppose con-
struction of this characteer which is mer itor ious and essential. The Director
General feels, however, that in the present stress as to the essential labor and
material supply all work of this kind which can be postponed without injury should
not be undertaken, and the rdilr oad - should not be expected to part is ipate in the
payment unless the expenditure is indispensable.
