Street Commissioner instructed to see why 100 C. P. light ordered in
at the corner of Victoria Street and Miami Street was -Wet- in and report to the Board.
The Beard ordered that the Indiana & Michigan Ekeetr is Company be
not if ied to install the following lights:-
80 C. P. light at -the corner of Werwinski Street and Brookfield. St.
80 C. P. lights at the c ornerof Brookfield Street and Huron Street.
Are light at the corner of 1enwood Avenue and Hue::y Street.
80 C. B. Light at the corner of Blaine Avenue and Van Buren Street.
60 C. P.. Light at the corner of 1st alley south of Lincoln Way West
on Blaine Avenue.
W. A. Henry .given. temporary appointment to fill vacancy of Chas. E.
Starr, City Electrician under leave of absence in United States Goverament service.
Appointmentconfirmed at same salary, effective October 24th.,1918, Clerk to fix
up appointment and bond.
Thomas Williams aind Edward Atler, with Architect Vernon Maurer
appeared before the Board in regard to.the use of the space under the Cilfax Avenue
Bridge for storage of County road equipment. The Board visited and examined thespace
and -agreed with the County Commissioners wouId remo#ai�and pay the costs of the Fire
Hydrant in the center of space, permission would be given for the use of the space
between the 2 and.3 spaces. Water Department to be ordered to remove the fire
hydrant and send statemeM to County Commissioners. Conupiss inners alsoagreed that
in event City &A any legal trouble rekative to the permission given from
adjoining property owners, county would vacate space.
Edward Atler, Thomas Williams and Architect Vernon C. Maurer appeared
before. the Board and ;the matter of grade at the City Limits on Portage Avenue was
discussed. They agreed to lower the Portage Avenue grade to conform to the level
of the Portage. Avenue; pavement, and they C ity agreed to instaA a 15 "inch v itr if ied
pipe water drain from the last manhole ox Portage Avenue to the City limits. The City
to pay the cost and the County Commissioners grafttfd'lipermission to connect same,
to intercept water coming down Portage Avenue,
The•Biard ordered that the City Engineer order J. Luther to .install
a forty` (40' ) fnot' of 15"* inch pipe, ' under' supery is iin of the City Engineer on afore
street. -

Dear Sir : -
From your report in the matter of the proposed housing developement in South
Bend, Indiana, it is my understanding that the City is willing to install all water
mains and service connections to the curb at their own expense . Further , it, is my
understanding that a sewer is to be -constructed under Webster Street between Prairie
Avenue and Donald Street and that the same will be paved, curbed and guttered. The
expense .of this improvement is to be paid for by a special assessment assessed against
the adjoining property, in accordance with the law, provided for the lev ing of such
assessment upon both sides of the street equally,
This propos it ion - is-sai[isfactory to me and I hereby author ize you to take
the necessary steps to have the.mptter acted upon by the city officials in order that
there 'may be- -zLo delay., as it is highly important that work be started at once.
At the some time, will 'you request them to adopt.a resolution or take
any other proper procedure, `wa iv ing the C ity''s building and sanitary laws in so far
as the construction and maintenance of the Gou.ernment project, with all its appurtenances,

Acknowledging .receipt of yours of the 23rd. inst. voncerning house
water service for the South Bend Project, I beg to state that at the time Mr. Alvord's
letter was written I was under the impression that the City of South Bend insisted on
making the connections between the water main and curb poxes but in view of the facts
as stated in your letter, the Housing Corporation would -rather install these services
under their general contract as this has been their practice in the past.
