Subject: New sidewalks along Hill St. to complement current CSO work.

The East Bank Phase 3 Sewer Separation project is currently underway. This phase is expected to
take several months to implement and impacts both commercial and residential areas in the East
Bank Village. One impacted area is Hill St. between LaSalle and Colfax where the Commission also
owns an approximately 0.5 acre lot.
The CSO work will focus primarily on the East side of Hill Street and include the removal of asphalt
and sidewalks to install new sewer pipes. New curbs and sidewalks will be installed on the East side
of the Street. Staff believes this is a good opportunity to repair the sidewalk and treelawn area on
the West side of the street along the Commission owned property. Staff further recommends that a
small portion of sidewalk and treelawn by Access Imprinted Sportswear also be replaced on the
west side of the street. See attachment A for details.
The sidewalks on the west side along the Commission property are in dilapidated condition, posing
as trip hazards to neighbors. A relatively small investment can help clean up and support the work
of existing residential and commercial properties.
Staff recommends repair of the sidewalk and treelawn area on the West side of Hill St. between
LaSalle and Colfax. The work will involve the following:
1. Sidewalk removal and replacement
2. Removal and replacement of driveway approach
3. Removal and replacement of trees
4. Treelawn
Please note that special instructions have been given to the contractor regarding tree removal on
Hill Street. Two trees on Commission property at Hill & Colfax will be impacted by this project. No
other trees will be removed. The contractor will add 4 total trees in the treelawn area.
The cost of the above services has been estimated to be $11,600.00 which includes a 10%
contingency. Therefore staff requests approval of the use of the South Bend Central Development
Area TIF in an amount not to exceed $11,600.
