Grant Street, City of South Bend - APC# 2458-07 Dear Council Members: I hereby Certify that the above referenced ordinance of West Side Democratic & Civic Club, Inc. was legally advertised on Thursday, January 3, 2008 and that the Area Plan Commission at its public hearing on Tuesday, January 15, 2008 took the following action: Upon a motion by John McNamara, being seconded by Phil Sutton and unanimously carried, the proposed ordinance of the West Side Democratic & Civic Club, Inc. to zone from MU Mixed Use District to SF2 Single Family and Two Family District, property located at 701 S. Grant Street, City of South Bend is sent to the Common Council with a favorable recommendation. The site is surrounded by SF2 Single Family and Two Family District zoning. The proposed use is compatible with the adjacent land uses. The site, which is currently a vacant lot, is being developed as infill housing for a Habitat For Humanity project. The addition of a new home will develop an under utilized parcel and should have a positive effect on the surrounding properties. The deliberations of the Area Plan Commission and points considered in arriving at the above decision are shown in the minutes of the public hearing, and will be forwarded to you at a later date to be made a part of this report. Grant Street Jurisdiction: City of South Bend Requested Action: The petitioner is requesting a zone change from MU Mixed Use District to SF2 Single Family and Two Family District to allow the construction of one single-family residence. Land Uses and Zoning: On site: The site is currently a vacant lot zoned SF2 Single Family and Two Family District. North: To the north are single family homes zoned SF2 Single Family and Two Family District. East: To the east are single family homes zoned SF2 Single Family and Two Family District. South: To the south are single family homes zoned SF2 Single Family and Two Family District. West: To the west are single family homes zoned SF2 Single Family and Two Family District. District uses and development standards: The "SF2" Single Family Residential District is established to protect, promote and maintain the development of single family dwellings and two family dwellings in the urban core of the City of South Bend as well as to provide for limited public and institutional uses that are compatible with an urban residential neighborhood. Site plan description: No site plan is required for rezoning to SF2 Single Family and Two Family District. Traffic and transportation considerations: Ford Street and Grand Street are both two lanes streets. Utilities: The site will be serviced by municipal sewer and water. 5 Criteria (per IC 36-7-4-603): 1. Comprehensive Plan: Policy Plan: City of South Bend -City Plan, November 2006 Residential Policy H 4.1 Support the efforts of community organizations in developing infill housing. The rezoning is consistent with the Comprehensive Plan's residential policy. The rezoning is consistent with the Future Land Use Map 2. Current conditions and character: The site is currently a vacant lot. 3. Most desirable use: The most desirable use for the site would be residential. 4. Conservation of property values: The surrounding property values may be positively affected by the rezoning. 5. Responsible development and growth: It is responsible development and growth to allow infill development on vacant property. Recommendation: Based on information available prior to the public hearing, the staff recommends that this petition be sent to the Common Council with a favorable recommendation. - Analysis: The site is surrounded by SF2 Single Family and Two Family District zoning. The proposed use is compatible with the adjacent land uses. The site, which is currently a vacant lot, is being developed as infill housing for a Habitat For Humanity project.
