Board of Pub. Works for authority to obtain delivery of 24,000 gallons of Flux oil for con- struction of Portage Avenue.,, which we understand is an order placed with°your company. The United Stated Highways Council passing on these applications has approved delivery of 24,000 gallons (Account of Illinois Petroleum Products Co.) if this material of the quality or grade ordered . This letter will be your authority to make delivery -on request of customer not to exceed this approved amount, and until further *dvices on notice to the contrary. Gentlemen: I am enclosing herewith copy of letter received from John W. Alvwrd Chief Engineer, U. S. Housing Corporation, cene"erning the sewer on Webster Street the pavement, curbs and gutte-rs an the ,same street, which will be, improved tnd the cost spread in accordance to the -laws- -governing special assessments for local improvements. ` This letter explains itself, and the subject matter. E. 730 Old Colony Bldg., Chicago, Dear Sir - v From yourrepert in the matter of the proposed housing developments in South Bend, Indiana,, it is mq understanding that the City is willing to install all water mains and service connections to the curb at their own expense. Further, it is •my , understanding that a sower is to be constructed under Webster Street between Prairie Avenue and Donald: Street and that the same,will be paved, curbed and guttered The expense of this improvement is to be paid ter f.or by a special assessment assessed against the adjoining property, in accordance with the laws, providing for the loving of such assessment upon both sides of the street equally. This? .pr.spas ition is satisfactory to me and I hereby authorize you -to take the necessary steps to have -the matter acted u'on by the City officials in order.that there may be no delay, .as it is highly 'important that work be started at onge. At the same time, will you raquest them to adopt a resolution or take any. other proper procedure, waiving the City's building and sanitary laws in so far as the construction and maintenance of the Goverment project, wit& allits appur- tenances, .is invilved? E. -. 7�O Old Colony Bldg:, ° Chicago, I11. ° .Chicago, Sir This will acknowledge receipt of our letter e f October l9th. , enclosing a aopy*of letter of October 15th. from John Alverd Chief Engineer relative to the United Staos Housing Project in this City. I draw your attention tothe language in the 3rd. Line of Mr. Alvord's letter as follows: It is my understanding tha,tithe City is willing to install all water mains, add service connections to the curb at their own expense. Under ordinance of the City, the City has a form to let contract under proper advertising 0 for the installing of all service connections on proposed improve- 6 menus, but the .4butting property owners have the right to install these under private contract, but in the event that the same are not instilled under private contract,' the City can then install the service connections and charge the same againtt the abutting property owner. ° ° I herewith I'enc lore you the form of resolution used by the City in this matter, and will you -take this matter up with Mr. Alvord and let us have an. immediate reply. The -St ' reet Commissioner instructed to make the necessary repairs and refil alleytanthe mount of $250.00 and keep_a special payroll of same. ° President.
