Board met in regular session at 7:15 P.M. All members present.
Hearing given on resolution for sidewalk on Benton Court from
Milton Street to the first alley nort of Milton Street, under -Improvement
Resolution No. ° 581. In the City of South Bend, Indiana.
Vpon said hearing remonstrators appearod but no written remonstrance
was filed. The Property owners who appeared objected to having this improvement
put in at the presnat time, also parties petitioning board for the same. The
Board after due consideration decided to rescind all action an said resolution.
Hearing given on assessment roll and final estimate for Pipe sewer
on St. Vin ent°Street from Eddy Street to Notre°Dame Avenue, under Improvement
Resolution No. ° 571. In the City of South Bend; Indiana.
In the abovematter no remonstrators appeared and no written
remonstrance was filed. The Board -therefore find that the property in said
a
roil filed July 23rd.,1918 is benefitted in the, amount of assessments as shown
on said rolla, ° and the Board further find that the assessment roll filed July 23rd,
1918 and the final estimate allowed July 23rd.,1918 should be and the same are
hereby in all things ratified, confirmed and approved.
Hearing had on assessment roll and final estimate for Grade, curb
and walk on High Street from Bowman Street to Ewing Avenue, under Improvement
Resolution No, 532. In the City of South Bend, Indiana.
In the above matter no -remonstrators appeared and no written
remonstrance wasf iled. The'Board therefore find that the property assessed
in said roll filed July 23rd.,1918 is banefitted in the amount of assessments
as shown on said rolls, and the Board further find tht the assessment roll filed
July 23rd.,1918 and the final estimate allowed July 23rd.,1918 should be and the
• same are hereby in all things ratified, confirmed and approved.

.Asphalt pavement improvement on Jefferson Boulevard -from Michigan Street to -
west end of Bridge ver St. Joseph River, under Improvement Resolution No. 564.

In the above matter a number of interested property owners appeared
in regard to the amounts of,their,assessments, but no written remonstrance was
filed. The Board thereforr find thFat the --property assessed in said roll
filed July 23rd ,1918° is benef itted in the amount of assessments as shown on said
rolls, and the Board further find that the assessment roll filed July 23rd.,1918
and - the final estimate allowed July 23rd.,1918 should be and the same are thereby
in all things rt _a_if ied�_,, conf irmed and approved. -1 - The Beard ordered that then
City, Controller by notified to with -hold out of funds owing said c ontractor , the
sum of $100.00 uAtil further orders of the Board to correct condition of alley
east of St. Joseph Street.
Complaint about water tap projecting out of sidewalk in front of
Peck property on Jefferson Blvd. Same referred to the Street Commissioner for
Invest igat ion.
Deferred hearing had on Improvement Resolution No. - 579 for the Pavement
on Portage Avenue from 1st. alley north of Kinyon Street to North, City Limits, In the
C ityof South Bond, Indiana.
ypoh said hearing a number of interested property owners appeared, but
no wr ittew remflnstrance, wets filed. And the Board being fully advised in the -premises
decides that the benefits to the property liable to be assessed for said improvements
are equal to -the estimated cast.. of the same, as reported by the City Civil Engineer, and
thereupon takea final action on said resolution with the following modification: -
This resolution c onf irmed and mod if ied by e l iminat ing the pavement an a Eight and one half
(4) foot strip in the center of the street to be used by the Chicago, South Bend & Northern
Ind iana Railway .Company for an extension of its tracks as per the terms of a contract
to be signed and file the City of South Bend by the above company prior to the
letting of any contract for the above improvement. A ,retaining curb four (4") inches
wide to be placed on either side of the Eight and one half (4) ft. strip of pavement
hereby eliminated, and said strip to be paved with six (6" ) inches of gravely and the
above resolution is hereby in all things ratified, c onf irmed and approved as modified.
Resolved further, that notices be published on the 8th., day of August
1918 and on the 15th. , day of August 1918 in a newspaper of general circulation in
said city, stating that this Board v11ll receive bids for the construction of said
improvement up to 10:00 A.M. on the 23rd. day of August 1918 The'Board beserves the
might to reject any and all bids,
Dr. F. P. Eastman interested property owner in the above improvement
appeared before the Board and stated he was against -said improvement going in unless
everything was put in previous to Pavement especially the Street Car. Mr. R. R.
Smith, General Manager -of the Chicago, South Bend & Northern Indiana, Railway Company
met with the. Board, and stated .that it would be impossible to obtain any steel rail
at thi" ime, even if an extension of the Portage Avenue line would be extended. Mr. -
Smith stated that the Street Car Company did not want to stand in the way of any public
improvement, but as soon as the war is over the Street Cyr Company will be willing to
extend their car line on Portage Avenue for the length of whatever extend the pavement
will be laid. Mr. Smith also stated that he would be willing to enter into a contract
that his company w it i lay rails as Portage Avenue -within`- tiro years after the war if the
price of steel is lower than it is at the present time. The Board instructed Mr. R.R.
Smith to have. said contract prepared and present same .to them before a contract is let
on Portage Avenge pavement improvement , which he agreed to do,
