Board met in regular session at .10: 00 A.M. All mmmbers present.
Mayor F. R. Carson met with the Board and took up the matter of plating
lights on Division Street near the City Limits, also the matter of placing sidewalk
on one side of Michigan Street from Donmeye r Avenue out south. The Board agreed to make
a trip of invest igat ion Wednesday July 17th. ,1918 at night to investigate the placing
of the necessary lights on D iw is ion Street.
Mr. J. K. Gray, Superintendent of the Chicago, Lake Share & South Bend
Pa ilway Company met with the Board as requested and the muter of repairing the
places suggested by the Street Commissioner on La Salle Avenue at intersection of
La Porte Avenue, Scott Street, Taylor Street and Lincoln Way West, these places being
at their r$ght of way, also the removing of gravel between the rails on _ this company's
private property at the corner of L& Salle Avenue ,nd La Porte Avenue and crushed stone
to be filled in from. the top of the ties to top of rail, to prevent further washing
of sand and gravel into the sewer. • Mr. Gray agreed with the Board to takethis
matter up with the Officals of the road at Michigan City and notify the Board by letter
their action in regard to same.
Mt. E. Miller appeared before the Board in regard to hav ing some cinders
placed on Calvdr.rt Street near school house The Board instructed Mr. D. C. Layton,
St. Com. to place the necessary amount of cinders on said street:
A committee from the River Park C iv is Club met with the Board and"I
requested that the Board put in double inverted gas lights or 150 c.. p. gas lights on
Mishawaka Avenue. The Board advised said committee that they would make a trip of
invest igat ion of the lights now there Wednesday exerting July 17th. ,1918'.
The Board unanimously agreed that a notice be sent to Fred Corporaa
that he should fix up the c and it ion in the alley east of 11th. , Street and the sidewalk
an Eleventh Street as per terms of his contract dated September l7tb ,1917. The same to
be fixed within thirty days from date of notice or the City would have same taken care —
of at his expense.
A bid from the Williston Construction Company for asphalt at_14.9D per
ton was opened and read and the same referred to the Street Commissioner.
_ It was unanimously dec ided by'the Board that the contract for Trunk
'sewer system in Marquette Park Addition, be awarded to Geogge Harrop at the prices
received in bid .filed with the Board -Tuesday July 9th. ,1918 at 10: 00 A.M.
'fhe Board - approved Excavation bond for the sum of One Thousand Dillars
of H G. Christman Co.*
Communication received from the South Bend News -Times, stating that be
more free newspapers would be furnished. Same read and placed on file.
Petition received for a water main on South Carroll Street from Mil ton
Street to Dayton Street. Same referred to the Water Department.
The Street Commissioner recommended to the Board the they purchase .
50 tens of sheet asphalt at $14.50 per ton from the Williston Construction-Ce. The Beard
approved of the same, and the Clerk was instructed to notify said company , of the Order.
Communication received from J. K. Gray, Supt. of the Chicago, Lake Shore
and South Bend Railway Company relative to large pile #f brick out in the street along
the tracks of this Company at the oorner of College and Orange Street, stating that there
was no brick there. Same referred to the Street Commissioner for investigation.

COMMUNICATION AND PROPOSITION.
TO THE CITY OF 86VTH BEND
Through its Board of Public Works; .
The Beyer Floral Company will sell to the City of South Bend for
dumping ground subject to the providions hereinafter made the following described
tract.
Beginning at a point in the south line of Mishawaka Avenue forty
(40) feet east of the east 1 ins - of Eddy Street, thence south to a point approx-
imately'.one hundred (100) foot distant from the St..Joseph River, and.which said
poio,t . is the top of the , old river bank, . thence southeasterly with the topof said
river°bank, as indicated by the rodlineon the blue print submitted herewith.

thence south to the St, Joseph River, thence down -stream with the St. Joseph River
to the Sample Street Brid§e or -the street leading from theesst end thereoF, thence
northeasterly•with the southerly line of said street to, the intersection Formed by
said southerly line of said street to theintersection formed by said southerly
line of said street with the east line of Eddy Street extended, thence north on
the east Line of Eddy Street to the intersect ion formed by the east line of said
Eddy Street and the southerly line of Mishawaka Avenue, thence southeasterly
on the southerly line of Mishawaka Avenue to the place of beginning, comprising
bout fourteen (14) Beres sf land.
Said proposition is . mado upon the express c and it ion that wkhen
the City of South Bend wishes to use a strip of land one hundred (100), feet wI&
"along the St. Joseph River for boulevard purposes so much ground will be set aside
for a boulevard , also said prdp®sition is made on the further provision that when
.this said land shall be filled to a level not exceeding the heights of Mishawaka
Avenue, said property shall be graded and used by the City of South Bend for park
,)urposes.
The price at which the Beyer Floral Company will sell said land
is twenty -taro thousand five hundred ($22, 500. 00) dollars of which sale price the
Beyer Floral ' Company will donate to the City of South Bend the sum of seventy -
five hundred ($7500.00) Dellars, providing the said City will pay to the Beyer
Floral.Company.fifteen thousand ($15,000.00) Dollars and specify its acceptance
of said proposition for a dumping ground and ultimately to be used for park pur-
poses. In other words, the donation of seventy -five hundred 47,500.00) dollars
made by the Beyer Floral Company is for the purpose of smotablishin& a city park on
said tract. The Beyer Floral Company does not suggest-tiepagAngr of paying the
purchase price at this time as it is believed that suitable terms can be arran$ed
between the parties hereto.

Owing to the present sliffUnitelabor conditions, I have been unable
to complete the contract between the Cit.0 and myself for cement walk and curb
on the north side of Lincoln Way West from Olive Street to Fremont Street.
I trust you will realise m;t present position and will grant me an
extension of fifteen days to complete this work.

SIDEWALK IMP OVEMENTRESOLUTION NO, 581.
Resolved by the' Board of Public Works of the City of South Bend, St. Joseph
County, State -of Indiana, That it deemed and desired necessary to improve Bentdn Court
from Milton Avenue to the first alley north of Milton Court as f ollews, to -wit:, -
By grading said Benton Court from property line to property line to the
.established. grad-e_,: ALnd zurb ing the roadway with cement curb on both sides of said Court,
All as is more -partidiilakly shown, and all in accordance with plans, profiles, detail
drawings and spec if icat ions on file in the office of the Department of Public Works of the
City of South Bend, Indiana, in accordance with the prof ile , detail drawings, and
specifications on file in the Office of the -department of Public Works of the City of
South Bend, and such improvement is now -ordered.
The cost of said improvement, inc lud ing the cost of street and alley
intersections, shall be assessed upon the real estate abutting on Bentda Court, all
according to the method and manner provided for in an Act of the General Assembly of
the stite of Indiana, entitled " An Act Concerning Municipal Corporations, " approved
March q,1905, �-_nd in pursuance * ith and pursuant to the prov is ions, of all &mandatory
and suppl,enetal acts thereto, passed by the General assembly of the State of Indiana.
Assessments, if deferred,.amto,be aid in ten equal annual installments, with interest
at the rate of S ix, per. cent. per. annum. o , Ao bond or bonds shall be issued to the Contractor,
in payment of such work, unless the property pay owners pay said assessment before
said bond or bonds are issued. Under noc ircumstances shall the City of South Bend, be,
or be held responsible for any sum of sums, due from said property owner or owners for said
vwork or for the collection of the same, or for the payment of any bond, bonds, cwrti-
f icate or certificates, issued to said contract in payment for such work, except for
such moneys as shall have been actually received by the City from the assessments for such
improvemant, or such moneys as said City is by said above entitled Act required to pay.
All proceedings had, and work done in the making of said improvement, assessment of
property, collection of assessments . and issuance of 'bonds therefor, shall be as provided
for in said above _ entitled Act and amendments thereto.
Notice of this resolution shall be published on the 19th.9 day of July
1918 and on the 26th., day of July 1918 in the South Bond Daily Tribune. This Board will
give a hearing on this resolution at its office in the City Hall on the nth., day of
August 1918 at 7:15 P.M.

Gentlemen: -
Last Sunday while making a trip around the parks with the Board of Park
Commissioners, Mayor Carson recommerded that the Board of Public Works should start
proceedings to open High St., from Dubail Avenue to Dayton Street and requested me to
take this matter up with you.
In order to open thi street it will,be necessary to condemn property now occupied
by the greenhouse of the South -Bend -Floral Co.
Awaiting further instructions from your Bard before preparing a resolution,
