Committee Members Present: Oliver Davis, Dr. Fred Ferlic, Dr. David Varner Gavin Ferlic Other Councilmember's Present: Tim Scott, Henry Davis, Valerie Schey, Karen White Derek Dieter Other's Present: Paul Phair, Mike Divita, Larry Magliozzi, Kathy Cekanski - Farrand, Kevin Allen Agenda: Bill No. 12 -42 — Fiscal Plan Annexation Bill No. 8 -12 — Rezone 17210 Douglas The two bills up for consideration are both for property located at 17210 Douglas Road, one an annexation, the other a zoning. Committee Chairperson Oliver Davis said both bills would be combined for purposes of a public hearing. First for discussion was Bill NO. 12 -42. This is the fiscal plan required by the State of the City to assure a full range of city services can be funded by the City over a 3 year time span after annexation. Mike Divita, an Economic Development Staff Planner outlined the fiscal feasibility plan offering sign -offs of approval by each relevant department head. Paul Phair from the Holladay Corp., the petitioner /developer was present to answer any questions. Larry Magliozzi from the Area Plan Commission explained the subsequent zoning petition proceeding along with annexation. Larry said the .75 acre parcel on Douglas Road was already surrounded on 3 sides by properties already in the city, all zoned Community Business. This is the same zoning Holladay was seeking in Bill NO. 08 -12. Council President Derek Dieter went on record opposing any annexations without re- configuring police patrol beats he feels are already overstretched. He argues response times to emergency calls for service are compromised as it is. No one from the public was present to comment. Councilmember's Gavin Ferlic and David Varner offered motion to send the bills to full Council favorably. The majority of the committee agreed. There being no further business to come before the Council at this time, Chairperson Oliver Davis adjourned the meeting at 4:50 p.m.
