Representatives of the Brick Layers and Plasters Union No. 101 appeased before the Board and p iksented objections to non union labor being Used in the alteration of the police department, and requested that the Board consider this matter when letting City work. No. action taken. Mr. Ed. Joyce appeared before tho- Board in regard to petition filed fa for pipe sewer on St. Vincent Street between Eddy Street and Notre Dame Avenue. The Board adopted resolution on same and ordered set for hearing. The following report was filed by the City Engineer: March 13,1918. Board of Public Works, South Bend, Indiana. Gentlemen:- In regard to the petition for pipe sewer on St. Vincent Street from Eddy Street to Notre Dame Avenue, I_ wish to report that I have made an investi- aa,t ion of conditions in the streets and recommend that the petition be granted. The petitioners are the only resident property owner's: on the street and etch has a new house costing over five thousand dollars, and at the present time are using cesspools. Respectfully submitted, FREDERICK, J. ANDERSON, City Engineer, Mr. D. C. Layton, Street Commissioner ordered by the Board to purchase equipment for hand flusher for use in the Street Department. ✓ Bids for lumber for the street repair department received, opened and read as follows: - Bid of Sanders and Egbert Company. 30,000 feet of White oak lumber at per thousand feet....045.00 Bid of Cyrus C.' Schafer Lumber Company. 030.00 feet of white oak lumber f. o. b. car South Bend at.$38.00 Bid of John I. Shafer Hardwood Lbr. Co. 30,000 Feet mixed oak lumber at..........................$40.00 delivered to city Yazd including the hauling. This is with the understanding thaat.the quantity of •cock called for in the order shall not be increased more than 20%, except by mutual agreement later, though you may be assured that we will have ,pleasure , in masking any desired increase without change of price, if the change in valasemeaanwhile is not too great; The Board awarded the contract the lumber to.the John I. Shafer Hardwood Co. on the above bid. . It was resolved by the Board that bids be advertised for the .-grade zitd curb and walk improvement on Lincoln Way West from Oliver Street to Fremont Street, same to be advertised for on the 2b*h.,,day of March 1918 and on the 28th., day of March 1918 in the South Bend Daily..Tribune, stating time f or , rece iv ing b ids .. be April Mhi,,1918 at 10: 00 A.M. The Board reserves the r igght to reject any and all bids. fklfe- V Petition filed for the repairing of South Michigan Street Macadam pavement between Ewing Avenue and Fairmount Avenue. The same was referred to the Street Commissioner for a report. l� Petition received from property owners residing on Dayton Street requesting a pavement on Dayton.Street from Michigan Street to Miami Street. Same read and! referred to the City Engineer for a report. e i/ The Board approved the following accupancy bonds. l/ Renewal certificate of Kuehnand Jordon occupancy Bond. H. C. P+eay.er ecckpsney bond. 25 City Engineer reported as follows on Sorin Street pipe sewer 0 Board of Public Works. South Bend, Indiana. ' Gentlemen: At the time of the hearing Jan. 23, s&n the assessment roll of toe Sor in. Street sewer the Board of Public Works ordered the Comptroller to withold $100.00 fromthe amount due Messrs. Hoban & Roach until the street had thawod sufficiently to permit of the back fill being made properly. y The Contractors have taken care of this work, ` nd I therefore recommend that they be allowsd the money . st ill due them. Pole and Wire Inspector reported on complaint, about pole in rear of entrance to lot at rear° of 224 North St. Louis Blvd. and recommended that the South Bend Home Tel. Company be notified to resettt this pole to the south about fifteen. feet as it now stands and interferes with a driveway. Renewal certificate for Thomas Me Grath bond f orthe year" 1918 was approved by the Board. Board of Pub l is Works, South Bend, Indiana, Gentlemen: Replying to your. letter of -March llth., with!reference to lighting system on East Jefferson Blvd. we are submitting blue print'D-17-103 showing the arrangement which, we would propose for 5-Might cluster posts. You will noto that after these are putt in that you can displace three are lmmpa. The price for: the 5-Might clusters woul-d`.be the acme that you are now paying for them in the rest of `the downtowndistrict. Will you kindly let us know at your earliest conveneinces whether you will adopt these so that we can get started anthe installation before the pavement is put in. We are also submitting our print D--17-102, showing the points at which the single light posts will be put in on. the La -Salle Avenue race bridge. J% LOCATL SEWER IiTROVEMENT RESOLUTION NO. 571. ° Resolved by the Board of Public Works of the City of South Bend, County of St. Joseph, State of Indiana., That • the construction of a local sewer, intended and adaptef,for local use by the property holders whose property abuts thereon, and not intendned oradopted for receiving sewerage fromeol.lateral drains be and the same is hereby ordered in and along St. Vincent Street from Eddy Street' to as, point 120 feet east of the east line of Notre Dame Avenue as follows, to -wit Beginning at the intersection of the center line of Eddy Street and St. Vicent Street; thence west along the center line of St. Win -cent Street to a point 120 feet east of the east line of Notre Dame Avenue with a12 inch vitrified pipe sewer. Together with the necessary manholes, sttrm water inlets, conduits, flush tanks,. and house connections to the curb line along the line of said improve- ment; all as is more particularly shown and all in accordance with the profiles, plebs, detail drawings end specifications on file ih the Office of the Department of Public Works of the City of South Bend, Indiana, and .said sewer, With all its appurtenances shall be constructed in accordance with the profiles and specificat1a now on file in the office: of the Department of Public Works of said. City. The cost of said improvement shall be e:pport ioned against and paid by the, property holders whose property abuts thereon, and upon the City of South Bend if the City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, entitled " An Act Concerning Municipal Csppora,t ions, " approved March 6,1905. Assessments, if de- ferred, are to be paid in ten equal annual installments, with interest at the rate of six per cent per annum. A bond or bonds shall be Issued to the contractor in.. payment for such work, unless.the property owners; pay said assessments before said bond or bonds are issued. Under no circumstances sha". l the City of South Bend be or be held :responsible for any sum or sums due from said property owner or owners for such work, or for the collection of same,, or for the payment of any bond, or bands, certificate or certificates, issued to said contractor in payment for s3uh such work, except for such -moneys as shall have actually been received by the City, 'from the assessments fo-r such improve-ent, or such moneya as said City is by said above entitled Act required to pay, All proceedings: had, -and work done in the making of said .improvement, assessment of property, collections o_f assessments And Issuance of bolds therefor, shall be as provided for in said above, entitled Act.
