Mager J. H. Mellott of Anderson, Indiana ,` met with the Board in
regard to garbage contract which he signed December 10th.,1917 with the Board and which
is new before the Commion Council for rat if ieat ion. Also, Mr. E. ' A. Burrows General
Manager_ of the United D1spesal & Recovery Company was presont before the Board and
submitted propos It ion on garbage disposal in this City as follows which was . read
and placed on file, the Board informed Mr. Burrows same would bay, given their consideration.

Honorable Members of the Board of Public Works,
City of South. Bend, Ihd Tana.
Gentlemen:
We hereby c onf irm the iditer l s verbal statement made to the City Council
last evening, to the effect that in you should decide not to enter into contract for
garbage disposal according to the present specifications, we will agree to make you any
one of the' following propositions.
PROPOSITION 1.
We will build a complete garbage reduction plant at the present- inc inerator
site, utilize all material now on hand to the greatest possible extent, for the sum of
Seventy Five Thousand ($750000.00) Dollars, payable as may be later agreed.
This plant to be completed within ninety (90) days from date of cametaAng
our operations, and to have a capacity of 25 tons of raw garbage per 24 hours, and to
consist of three units of standard ?Kutztown reducers which are similar to the well known
Cobwell system. .

We will furthermore, contract to operate this plant furnishing all labor
superintendence and supplies for a ;period of three years, receiving as our compensation
for such operation all finished garbage -tankage produced by the proposed plan�and ten
(10) percent of any grease which may be abstracted.
This proposition is based on an average input of iaw garbage of 20 tons per
day, and our compensation to be increased in case the quantity of garbage is reduce d.
PROPOSITION 2.
If the City will° furnish a- convenient and suitable tract of lend, with railroad
fae ilitiess and equiped the same with fencing, minter shelters, water supply system*
f eedAng platforms etc . , in accordance with our instruct ions and will deliver all garbage
produced by the Cit�yof South Bend to this tract , we will stock the same with hogta,
-rufficimt_ to consume all garbage so delivered, we not to be required to furnish more than'
*2226) 7kogs at any one time.
We will feed and care for the ,hogs and will pay the city for the use of
the feeding tract and for delivering the garbage, a sum equivilent to Forty ( 40)
per cent Of the net increase in the weight of lams all the garbage at the aforesaid
feeding tract multiplied by the net zprice sold at per ton.

PROPOSITION NO. 3.
On the same basis of proposition No. 29 with the exception that we will
furnish, feeding tract and equipt same at our cun cost and expense, the city to deliver
its garbage however, as before, we will pay the City the sum of Fifteen (15) per cent
in place of Forty (40) percent as per proposition No. 2.
In case of proposition No. 2 , we will guarantee that the paymentZmade to the
Cityfor the first two years of operation hereunder will net be lose then. $L�50d

Under proposition No. 3, we will guarantee that the sum to be paid to the City
will not be lose than $1,00 per tan. og garbage delivered to the plant.
In any event we will , in the interim between the time when ,actual reduction
