South Bend, Indiana, Gentlemen: -- I have examined the contract, plans, and specifications in the matter of the improvement of Eddy Street and Mihhawaka Avenue by the White Construction Company, and / it is my opinion does not provide for and require the laying of a mortar cushion V under the brick pavement, along the ,tracks ,of ,the Street raa,il"'Way tracks. On the con- trary the same ,seems ,to contemplate the use of sand cushion. Yours very truly. EFS /DA E. P. SEEBIRT.
