The school zone flashers are a necessary means to help protect children, teachers and other individuals from high -volume vehicular traffic and is a continuation of a multi -phased effort to provide school -related pedestrian safety. The VS Team is led by professionals who understand the purpose of this project is to improve pedestrian safety near schools across the City. When school is in session, accurate and clear school zone communication is critical in keeping pedestrians, bicyclists, and drivers safe. With new technologies, school zone flasher systems have become much more convenient to install, maintain and manage. Advancement in recent years have included: ►► LED Beacons - increase visibility, provide longer lasting "bulbs" and reduce power demand ►► Internal Cell Modems - maintain constant communication with a central system and local school ►► Battery and Solar Monitoring - provides status and health of batteries and solar panels to allow for proactive repair and replacement ►► Email and TextAlerts - provides the end user with real- time information on power, beacon or battery failure ►► Remote Updates - cloud based systems allow for remote updates with new features and functionality ►► Radar Speed Data - optional, providing reports from radar devices mounted to school speed zone sign Technology is constantly changing which will only enhance the reliability and end user interface of school zone flashers. The effectiveness of these devices is proven through multiple studies conducted by government organizations that have been found to reduce drivers' speed more than 5 to 7 mph on roads with speed limits of 30 to 40 mph when flashers were present versus school zone signs alone. City of South Bend Project Manager(s) conducted a thorough needs assessment in determining the 39 highest priority school locations of the 109 schools city-wide. The needs assessment identified road functional classification, posted speed limit and installation of existing school zone flashing beacons for all bordering streets of the school. This analysis provided an objective decision making matrix to maximize the available $750,000 construction funding. The project will result in installation of 150 solar powered school zone speed flashers at specified locations, increasing the safety of students, staff, other pedestrians, as well as motorists on the nearby streets. In the rare event where a solar powered flasher is not feasible, Project Manager Mark Herald, PE and his staff will coordinate with City and NIPSCO officials in determine the best access to electric power. Mark and his team are well versed in design and inspection of these types of pedestrian safety improvement projects as he has completed similar projects for the City of Fort Wayne, City of Indianapolis, City of Bloomington and other communities across Indiana. PROJECT UNDERSTANDING & APPROACH • 2 CITY OF SOUTH BEND V School Zone Flashing Beacons at 39 Schools Safety Improvements (Des. 1801240) F , !!i Mark's experience on pedestrian safety projects allows him to be proactive in addressing key design features and coordination requirements to avoid conflicts in the field during construction. This was evident on the two Safe Routes to Schools projects he completed for the City of South Bend (Perley Fine Arts Academy and Lincoln Elementary School). In addition to following the INDOT project development process, key areas of consideration for school zone speed limit flashers is design and specification of critical system components, coordination with school officials to determine the placement of the signs as well as programming of the flasher schedule. The lights are generally activated for two hours around the opening and closing of school, which will allow motorist to drive through school zones at normal speeds for most of the day. They will be tailored to individual schools to account for different starting and ending times. They will also be programmed for holidays, spring and fall breaks and summer vacation. Education and training of personnel in each school for remote programming of the modems will be required during the construction phase to minimize calls to the City for errant flasher schedules. The flashers may be established on the roadway that intersects with the school's main entrances/exits, or on intersecting roadways in the immediate vicinity of the school, if it is determined that a "special warning to motorists" is necessary because of the presence of children traveling to or from school on that intersecting road. Per The Manual on Uniform Traffic Control Devices (MUTCD), placement of school zone flasher assemblies must be at least 200 feet in advance of the school grounds, a school crossing, or other school - related activities. In addition, the location of the beginning and end of a school speed limit should be based on engineering judgement rather than the exact location of the school property line. Our extensive experience with school zone flashers will guarantee that placement of the flashers will take into consideration individual property characteristics, sight lines and visibility and solar panel effectiveness to maximize the benefit of each installation. Locations of the school zone flasher assemblies may be adjusted from these guidelines where necessary for line of sight issues and to ensure minimal impact to adjacent property owners (placement of flashers near property lines versus directly in front of residences or immediately adjacent to driveways). As such, we are already well aware of some of the challenges faced during flasher installations and will "hit the ground running" immediately upon NTP. Our knowledge of these items will ensure that this project is completed as efficiently and cost-effectively as possible. A strong project manager must have the technical expertise to deliver the project, but must also understand the community for which the project is being delivered, and; have strong relationships with resource agencies, MPO and INDOT that have input in a federally -funded project. Mark Herald, PE meets all the above criteria. He has a proven track -record of successfully delivering projects on time and within budget. On a project of this type, in a built-up environment, a well -thought-out project communication plan is a necessity. This plan will ensure that the City receives information to be disseminated to stakeholders, schools, property owners and the community at large in a timely manner. This project will take place in the vicinity of schools, parks and other public facilities; therefore VS will ensure that proper temporary lane closures are in place. This includes advance warning signs and requirements for flaggers during installations on 2-lane roadways and advance warning signs in combination with a flashing arrow board on any 4-lane streets. Additionally, VS will ensure, through special provisions, that the Contractor is aware of school start and dismissal times so that safety and site security checks can be completed prior to peak pedestrian and vehicular times. Although installation of school zone flashers is not a complex operation, safety of pedestrians and motorists in high volume traffic areas around the schools will not be taken for granted as all applicable maintenance of traffic standards will be designed. I':��nlll S1G1"14 °u Il Illµl°III Ui 1! Developing a well thought out design schedule, and maintaining that schedule is key to the successful delivery of any project. This is key for a federal -aid project where various components (other than design) drive the schedule of the project. In the case of the school zone flasher and RRFB installation projects, one must account for the environmental process, utility coordination process and, if required, land acquisition. We understand this project has FY 2020 which requires the latest bid letting to be in March 2020. Given our experience with school zone flasher design and in particular the environmental requirements, we will coordinate early and plan accordingly to meet all requisite funding milestones. We will facilitate discussions with MPO/INDOT and regulatory agencies to keep this project on track. Mark has visited several of the school locations and has reviewed the location map provided by the City to become personally familiar with potential installation locations. Although a full topographic survey will not be required, VS survey and right-of-way staff will review property records to ensure that valid right of way is available. t.l a II1,II' 'Y 04, Il"I' IID1II1,1iA'"II IPO1'1111 The VS Team is highly experienced in INDOT's "new paradigm" for utility coordination, having served as utility coordinator for major INDOT and LPA projects including segments of the 1-69 Extension from Indianapolis to Evansville, $13.2M Dupont Road widening and reconstruction in Fort Wayne and many others across Indiana. VS understands that the intent is not to relocate utilities as part of the school zone flasher installation project. The VS Team includes certified INDOT utility coordinator, Ben Bruss. Ben's experience with 3D utility modeling and "in -contract" utility relocation procedures will make the utility coordination and relocation process as seamless as possible while protecting the City's interests and keeping the project on schedule. We will work with all utilities to ensure that avoidance is practiced as much as possible. Although typically a concrete foundation is used as a base for school zone flasher installations, we have utilized an auger type base to reduce the footprint to avoid utility conflicts. PROJECT UNDERSTANDING & APPROACH a 4 School Zone Flashing Beacons at 39 Schools Safety Improvements (Des. 1801240) at The VS Team understands that environmental analysis is on the "critical path" to moving this project through the design phase and into construction. Having completed the environmental work for previous infrastructure projects, our understanding of the environmental process and relationships with environmental review agencies is second -to -none. We will leverage these relationships early -on, to avoid costly environmental "discoveries" during design and construction. Based upon preliminary analysis completed by Alan Ball (VS Environmental Specialist), we expect that a Programmatic Categorical Exclusion will be required due to the minimal disturbance required for installation of the speed zone flashers. A project qualifies for a Programmatic CE when the following criteria are met: 1. There is no right-of-way acquisition, either temporary or permanent 2. The project falls within the guidelines of the MPPA 3. No wetland or waterways are impacted 4. No permits are required There are other stipulations too, but the above 4 are most often the ones that keep projects within the Programmatic CE category. One area of concern for the pedestrian safety installations within the City is that there are numerous historic resources identified on the Indiana State Historic Architectural and Archaeological Research Database. LegendSI National Register Sites,. Historic Districts �G N '9d J r" V� l b Some of these structures (about 50) and districts (10) are already included in the National Register of Historic Places (N RH P). A graphical representation is provided below. These locations may impact the school zone flasher installations near Good Shepard Montessori School (7), Jefferson Intermediate Center (12), Madison Primary Center (16), St. Anthony de Padua (28), St. Joseph Grade School (29), and Veritas Academy (38). In addition to the resources already on the NRHP, there are over 150 structures with an "Outstanding" rating scattered around South Bend. Outstanding resources are eligible for inclusion in the NRHP, but have not yet been nominated or accepted into the NRHP. There are another 200 or more "Notable" historic resources mapped within the project area. Notable resources may or may not be individually eligible for inclusion in the NRHP. Each Notable resource would need to be evaluated to determine its eligibility. Each school location will need to be evaluated to determine potential for impacts to historic resources. The placement of the school zone flashers will be such as to avoid any impacts to NRHP eligible properties, thus avoiding full Section 106 consultation. The goal is to keep this project within the guidelines of the MPPA, and thus a Programmatic CE. PROJECT UNDERSTANDING & APPROACH * 5 CITY OF SOUTH BENDV... Project Supervisor Nikki Graham, El will review the design plans and work with the contractor to make certain the following items are properly addressed: ►► School zone flasher assemblies are placed no less than 200 feet in advance of the nearest school property line or school crossing. ►► Locations of the school zone flasher assemblies will be adjusted as necessary for line of sight issues in the field and to ensure minimal impact to adjacent property owners (placement of flashers near property lines versus directly in front of residences or immediately adjacent to driveways). ►► Any concerns of residents near flasher installations are properly addressed prior to foundations being set. N Modems are installed on all new setups as desired by the City of South Bend to allow for remote programming of time sets for flashers. ►► Flasher timing programs are installed with beacons operating properly during appropriate time periods determined by each individual school. ►► Each school zone flasher assembly includes two beacons that are properly aligned with direction of travel. In the event that any concerns arise with the items above, VS inspection staff will notify all applicable parties immediately. VS will work with City Officials, INDOT Staff and the Contractor to resolve potential issues before they have a chance to impact construction schedules. 5 1 A N U[ 64 ) IU II3 Iki��� R 5 The most important stakeholders are the school communities that the school zone flasher systems will help protect. VS inspection staff will maintain constant communication between all parties to ensure that: Contractor is aware of upcoming school schedules, including off days and special events. ►► School Officials are aware of upcoming construction sequencing, including sidewalk and lane closures as warranted. ►► School Officials are aware of how many Construction personnel will be on -site during a given day and where they will be working. Communication between the Project Supervisor, contractor, school officials and the public will be vital to this project. Constant communication between the Project Supervisor and City staff will serve to improve the public's knowledge of the construction activity. The primary method of communicating the construction activities will be through regular progress meetings between the project supervisor, contractor and City staff. These progress meetings will allow the contractor to state the construction schedule, address any recent concerns, and to give input where needed. Progress meetings also allow City officials to give their input based on their intimate knowledge and local experience. As Survey Department Manager, Matt manages field survey crews and in-house survey technicians. Additionally, Matt has prepared ALTA/ACSM land title surveys, survey recording plats, assisted with FEMA flood elevation certificates as well as surveyors location reports, construction surveying calculations, and numerous topographic surveys. VS design staff worked with the City to solicit public input on the project, including a public information meeting with all stakeholders. The project included PROWAG compliant pedestrian and bicycle crossings, new curb & gutter, new sidewalk, upgraded pavement markings, and installation of Rectangular Rapid Flashing Beacons (RRFB) with push buttons to provide safer crossings for pedestrians and bicyclists. The intersections also included separate push buttons adjacent to the roadway so that bicyclists could trigger the RRFB without encroaching on the sidewalk. The 4th Street and Rogers Street intersection was also updated to narrow the lanes and reduce the crossing distance. The Allen Street and Walnut Street intersection had push buttons installed in the median to provide a 2 stage crossing to improve pedestrian safety while only impacting one direction of traffic.
