Our team provides the City of South Bend with an in-depth knowledge of
school zone flasher, signage improvement, and pedestrian safety projects.
Project Manager, Jill Palmer, PE, has 19 years of technical and managerial
experience on these types of projects. Jill and her team have worked on, or
are currently working on multiple school zone flasher projects for various
communities across Indiana.

Jill has 19 years of technical and managerial experience on a wide range of
transportation engineering and planning projects. Her experience in traffic
engineering includes traffic impact studies, traffic signal warrant studies, speed
studies, traffic data collection and traffic forecasting. Safety analysis and remediation
is another area of her expertise. In addition, she has been involved with public transit
planning and amenity design.

School Flashers
City of Indianapolis Department of Public Works - Indianapolis, IN
Project Manager for this effort to upgrade school speed zone and crosswalk signs to improve compli-
ance by drivers and safety for students. Previously, Indianapolis school zone speed limits were in effect
from 7:00 am to 4:30 pm, school days. The upgraded signs are in effect"when flashing" and include two
amber flashing beacons per assembly. New crosswalk signs were installed along with Rectangular Rapid
Flashing Beacons (RRFB), which are activated by the pedestrian. Phase 1 included — 200 sign assemblies
at 75 schools constructed in 2016. The second phase included — 260 sign assemblies at 95 schools and
was also constructed in 2016. The third phase includes — 135 flashers at 40 schools and was constructed
in 2017. Phase 3 also included upgraded communications hardware in the speed flashers for all three
phases. Shrewsberry was responsible for researching and programming flashers for the 2016-2017 and
2018-2019 school years.
Bloomington School Zone Flashers
City of Bloomington - Bloomington, IN
The City of Bloomington received HSIP funding for the improvement of school zones and school
related pedestrian crossings throughout the City of Bloomington. This project seeks to replace static
signs with flashing beacons to improve driver awareness of school zones, as well as add and update
various static signs near the school zones to meet current Indiana Manual on Uniform Traffic Control
Devices (IMUTCD) standards. These signs will primarily focus on school zones and pedestrian crossings. In
addition, this project will upgrade pedestrian crossings within the vicinity of the school zones. Jill is the
Project Manager responsible for the engineering and design work for this project. The estimated letting
for this project is December 11, 2019 and it has an estimated construction cost of $500,000.
Pedestrian Signal Head Replacement
City of Indianapolis Department of Public Works - Indianapolis, IN
Project manager responsible for the funding application and thedesign and implementation for this
project to replace all remaining standard pedestrian heads with LED countdown -style heads. Over 400
intersections and over 2,300 heads were included in the project, for a projected construction cost of $1.5
million. The project was constructed in 2016.
School Zone Study
Huntington County - Huntington County, IN
Project Manager responsible for developing a study to address the county's concerns regarding safety in
school zones. The County schools are in rural areas without posted speeds, and the County had no school
zone speed ordinance. Jill collected speed data, which provided background data for setting speed
ordinances and recommended speed limits and school zone speed limits. In addition, since the existing
signage was not in compliance with changes in the Indiana MUTCD, plan sheets were created showing
the location of existing and recommended school zone signage.
Shrewsberry has been awarded similar projects in Avon, Greenwood and Franklin and will
commence design work in 2019.

the City of Greenwood. At these RRFB locations pedestrian crossing improvements Mark will be responsible for

Erin has been an INDOT-certified CE and NEPA Document Preparer for six and a half years, completing CE
documents for a wide variety of projects, from trails and sidewalks to historic bridge replacements and new
roadways. Section 4(f) of the U.S. Department of Transportation Act is a complicated policy with multiple
exemptions and criteria that must be applied to a project to verify 4(f) involvement. Erin holds a Bachelor of
Science degree in Public Affairs with a concentration in Environmental Management and a Master Degree
in Public Affairs degree, both from Indiana University, thus putting her ahead of the field in interpreting and
implementing NEPA and Section 4(f) requirements. Her education in the environmental policy field and her
experience working for 10 years in local government has set her up to be an exceptional NEPA document
writer and has helped her guide clients through the complex federal and state regulations involved in the
overall NEPA document preparation process.

PROJECT UNDERSTANDING
In 2018, the City of South Bend successfully applied for funding for
the design of school zone flashing beacons at 39 different schools.
The purpose of these beacons is to improve safety in school zones
by better alerting motorists to reduced school zone speed limits.
Improved compliance by motorists results in improved safety for all
roadway users during school arrival and departure periods.
Shrewsberry is the most experienced consulting engineer in Indiana
for this type of work. Drawing on our past project experience, we know
that a review of the city's ordinance on school zones will need to be
performed. A school zone ordinance should define the school zone
area, specify school speed limits, and support limiting the school zone
speed to arrival and dismissal periods. Shrewsberry can help to modify
an existing ordinance, or write a new ordinance, for these purposes.
Once installed, Shrewsberry will help the city establish a plan for what
agency, department, or personnel will be responsible for maintaining
the calendars and schedules for the school flashers. Shrewsberry
currently provides this service for the City of Indianapolis, where the
variety of school systems and schedules makes for a formidable task.
Due to the nature of the project, there are limited right of way and
environmental concerns. Paired with Shrewsberry's experience on
these types of projects, this can mean a condensed design process and
construction as soon as funding is available. Shrewsberry's experience
will also provide detailed plan sets and construction estimates that
should yield construction bids within the project budget.
As the leading consultant on school zone flasher projects in Indiana,
Shrewsberry has developed a streamlined process using the following
seven steps (see Figure 1).

learned from those past projects to successfully
4eliver this project for the City of South Bend.
Defining the School Zone:
Shrewsberry's traffic engineers will review the City of South Bend's municipal
code and Safe Routes to School Study for existing school zone ordinances/
requirements. 5hrewsberry can assist in drafting an ordinance that allows for
engineering judgement in setting a school zone.This allows for things like
lengthening the school zones when located near a major intersection or to
avoid placing flashers in front of residential properties.
Determine Priority Locations for Flashers vs. Regular Signs:
Some schools may not require flashers or dedicated school zones. For
example, Darden Elementary School is located in a residential neighborhood
where posted speed limits are already at, or below, 25 MPH. Instead of school
zone flashers, static signs can be used to define the school zone. Additionally,
Wilson Elementary School has a frontage along State Route 2 which lacks
pedestrian facilities. This school may receive different treatment than a school
with pedestrian activity. Shrewsberry can work with the city to determine
where cases such as these apply, and possibly save the city money in design
and construction costs.
Environmental Requirements:
Green 3, LLC will research and evaluate the existing conditions of the project
area using online research early in project development to determine the
level of effort required to achieve federal and state environmental and historic
resource compliance. By identifying sites of concern early in the process, Green
3 staff will help the design team and the City to determine the best locations
for school zone flashers that will have the least amount of impacts to resources
while still meeting the goals of the City to improve pedestrian safety around
school zones. With historians and ecologists on staff, Green 3 can complete
all environmental and historical services in-house, thus streamlining the
environmental and historical review process.
Power Source:
Flashing beacons can be solar powered or hard wired. A clear view from the
flasher to the south and west horizons are required for optimal solar charging.
The weather and duration of the flash time also factor into the performance of
solar charging. Allowing for both types of power sources in a bid can help to
save the city money in construction costs.
Programming of Calendars:
Multiple options are available for how to program each school's calendar
into the applicable school flasher. Consideration should be given to the
need to reprogram each school flasher each year. Shrewsberry has in-depth
knowledge of available programming products, programming software, and
materials to provide the best product for the City of South Bend.
Spare Parts:
The City of Indianapolis chose to include a spare parts package in their bid.
While spare parts are not eligible for federal funding, including these items in a
competitive bid process may result in lower costs for a maintenance stockpile.

The City of Indianapolis pursued multiple opportunities to improve safety for children traveling to
school. This particular project, funded in part by Highway Safety Improvement Plan (HSIP) funds,
replaced static signs with flashing beacons to improve driver awareness of school zones. Speed and
crossing signs were upgraded as part of this project.
Before, school zones in Indianapolis had a reduced speed limit from 7:00 am to 4:30 pm on school days.
With multiple school districts, some year-round schools, charter and private schools, it was difficult for
drivers to keep track of school days. Drivers needed to be more alert during arrival and dismissal periods
By changing the speed reduction from times of day to "when flashing" the condition was more clearly
defined, with hopes to improve driver compliance in the reduced speed.
Uncontrolled crosswalks are those in the middle of the block or at an intersection where drivers don't
have a stop sign or signal. Uncontrolled crosswalks in school zones are typically marked by signs and
pavement markings, and possibly and adult crossing guard. As part of the safety improvement project,
rectangular rapid flashing beacon (RRFB) assemblies were installed at uncontrolled crosswalks. These
flashing lights are activated by a pedestrian push button and are accompanied by the typical crosswalk
signage. Because the lights flash only when a pedestrian is planning to cross, they more easily capture
drivers'attention. One study showed 72-96% of drivers stopped or yielded to pedestrians where RRFBs
were installed, compared to 0-26% prior to installation.
Shrewsberry completed the HSIP funding applications and design for all phases of the project. Phases
I and II were constructed in 2016, while Phase III was constructed in 2017, and included new flashers as
well as hardware upgrades to the Phase I and II flashers. Combined, approximately 76 RRFB assemblies
and over 500 speed zone assemblies were installed.

The City of Bloomington has received funding for the improvement of school zones and school related
pedestrian crossings throughout the City of Bloomington. This project is funded by the Highway Safety
Improvement Plan (HSIP) funds, and primarily seeks to replace static signs with flashing beacons to
improve driver awareness of school zones.
The City of Bloomington has updated their City Ordinance to require flashing beacons to be placed
in advance of crosswalks where children are expected to cross public streets on their way to or from
schools. Current signage in Bloomington required drivers to reduce speed "When Children Are Present!
The construction of the flashers and clearly defined school zones will help to eliminate driver confusion
as to when the reduced speed condition is school zones is required. The overall goal is to improve driver
compliance in the reduction of travel speed during the times of day when it is most needed.
This project will also add and update various static signs in the vicinity of the school zones to meet
current Indiana Manual on Uniform Traffic Control Devices (IMUTCD) standards. These signs will primarily
focus on school zones and pedestrian crossings.
Shrewsberry has been retained by the City of Bloomington to perform the engineering and design
work for this project.The estimated letting for this project is December 11, 2019 and it has an estimated

Project Description
The Town of Browns burg, Indiana undertook this project to improve pedestrian crossings and facilities at
intersections located in school zones.These improvements will create a safer, more walkable, accessible,
and pedestrian -friendly Town of Brownsburg.
The pedestrian improvements included upgraded school speed zone signage from static signs to
flashing beacons, the installation of high visibility/long wearing crosswalk markings, the installation
of rectangular rapid flashing beacons (RRFB) at uncontrolled crossings, the installation of additional
street lighting, and the construction of curb ramps compliant with American with Disabilities Act (ADA)
requirements. One intersection will be modified to allow for a pedestrian refuge island, while a bump -
out will be constructed at another location to reduce the crossing length for pedestrians.
Shrewsberry is also guiding this project through all stages of the INDOT/LPA design process. This
includes managing a team of consultants that are providing the environmental documentation, survey,
and right-of-way engineering and purchasing.

Project Description
DLZ was retained by St. Joseph County to provide project management, construction inspection, and
administration services for the replacement of over 2,500 warning signs in St. Joseph and Marshall
Counties.
This project included the sign and post replacement of warning signs throughout both counties
and within the jurisdictional limits of multiple cities and towns, including City of South Bend, City of
Mishawaka, and City of Plymouth. Coordination with each city and town was necessary so any signs
recently installed by a local agency outside of the contract weren't unnecessarily replaced.
As -built information for each sign was collected using an iPad to produce GIS coordinates for each sign.
This allowed location information for each sign to uploaded in to the St. Joe County and City of South
Bend GIS systems for immediate inclusion into their sign inventories.
