The City of South Bend would like to improve the safety of thirty-nine schools through the installation of school zone
flashing beacons. The installation of flashing beacons for school zones is a cost effective and efficient tool for improving
the safety for students, parents, and school personnel entering and exiting the schools. A&F Engineering recognizes the
importance of both pedestrian and vehicle safety surrounding schools, particularly during school start and end times.
A&F is familiar with the processes involved in both the design and installation of school zone flashing beacons through
our experience with flasher design projects in communities such as Fishers, IN and Carmel, IN.
A&F will meet with the City to finalize the scope of the project and identify
any specific areas of concerns with the project. Our team will perform a
thorough field inventory of the schools within the scope to assess the best
locations for the flashers. Locations will be selected per the
recommendations of the MUTCD, but will possibly be modified slightly
working within the parameters of the MUTCD in order to coordinate with
the power company (if the City chooses to use electric power) or based
on surrounding trees and building locations to the south (if the City
chooses to use solar power).
As observed in our preliminary visit to some of the area schools on
Monday, January 14, 2019, A&F observed that there is at least one
school zone flashing beacon in place near the Thomas Jefferson
Traditional School located along the ramp from E. Mishawaka Avenue to
S. Eddy Street. This flasher as seen here is solar -powered. When using
solar power for flashers, as in this case, the solar panel must always face
the south. By facing the panels to the south, the panel is able to utilize
the most sunlight possible during the winter season and maintain
functionality. This is also why, if the City chooses to continue to utilize
solar power, the locations used for the school flashing beacons will have
to consider possible interference from the south in the form of trees or tall
buildings.
As a cost -savings method, A&F would suggest to not perform a topographical survey for this project. Our team would utilize GIS
data and wheel measurements performed in the field to verify locations, as well as, work with the utilities companies in the area to
verify that adequate geometry is available to place the foundations for the school zone flashing beacons in a manner that doesn't
impact existing utilities.
It is important to start the environmental process as soon as the initial layout has been identified as this will be the longest part of this
project. Our environmental team will coordinate red flag analyses with INDOT and other interested parties to look for historical and
archeological concerns. We will work within the environmental document to either mitigate the concerns or modify the initial location
of the school zone flashing beacon.

LOCATION SELECTION
As discussed already there are a few things that must be considered when deciding the best placement for school zone
flashing beacons. Those include:
1. MUTCD Standards
2. Power Source — electric vs. solar
3. Environmental Document findings
4. Visibility
5. School Zone Boundaries
A&F will also be conscientious of the homes in the area when placing the flashers in order to minimize light pollution
from the flashers impacting residents in their homes.
RIGHT OF WAY OPTIONS
As stated previously, A&F recommends and intends to
use GIS information as a cost savings method for
survey, but we would also use this method for right of
way verification as well. By utilizing GIS data and
placing the flashers without performing a full title
research, both time and money can be saved by the
City. A&F will coordinate with the City during the
initial scoping meeting and throughout the project to
ensure that not only is cost and efficiency considered,
but what will best serve the community and improve
safety near the community's schools. Further, if there
are property owners that the City is aware that would
be sensitive to having a flasher added to the vicinity of
their property line, we would work with the City staff
on how best to handle this situation,

One or Two? As with the flasher observed in the field on our site visit, most communities that we have worked with
prefer their flashers to utilize two indications that flash alternatively when functioning. However, INDOTs Standard
Specification only dictates for there to be one indication. A&F will create a unique specification for the school zone
flashing beacons within the scope of this project to utilize the two indication system. Two indications have been
preferred by other communities because they are more visible and useful in alerting oncoming traffic that they are
entering a school zone.
Manual or Radio? School zone flashing beacons are typically turned off during the summer/extended breaks when
school is not in session. There are two options for doing this. In some communities it is simpler for someone to
manually go into the field and turn on or off the flashers at each location. However, in areas where there are a lot of
flashers, many communities have found it more beneficial to use a radio program to control when the flashers are
programmed on or off. A&F will coordinate with the City of South Bend to ensure that the best solution for the their
community is completed within the scope of this project.
Timing. Based on South Bend's ordinance for school zone flashing beacons, it will be possible to set the flashers to
work all day or just during the beginning of the school day and the ending of the school day. We have worked with
communities that run them from 7:OOAM to 7:OOPM, 7:OOAM to 4:30PM, and even 7:OOAM to 9:30AM and 2:OOPM to
4:30PM with no flashing between 9:30AM and 2:OOPM. Based on the City's ordinance regarding school zone flashers
and the City's needs, the flashers installed for this project will function at times to best serve the community. We will
also work with the City to help ensure that the signs messaging is consistent with what is written in the ordinance.

JOSEPH RENGEL, P.E., PTOE
PROJECT MANAGER
As Vice President of the Road Division at A&F Engineering, Joe's responsibilities include the oversight, design, and
inspection of roadway and traffic control projects within the right-of-way. Joe is a versatile leader with the skills to
manage in-house teams, coordinate sub -consultants, stay on top of project details and communications, and ensure the
project plan meets all expectations for the City of South Bend and stakeholders. Joe's competence and experience
allow him to be equally comfortable talking specs with team engineers, right-of-way with members of the community,
and dollars and cents with the City's team.
Joe has over 20 years of experience with the design and coordination of projects involving roadway and traffic control
design, including a number of flasher designs. Clients can rely on Joe's ability to manage large and variant teams and
deftly handle issues large and small that matter to stakeholders. From the client team, to the multi -disciplinary project
team to utilities and members of the community, Joe takes special care and attention to ensure all parties are kept up-
to-date with organized, transparent information that facilitates more efficient decision -making and problem -solving. Joe
graduated from the University of Notre Dame with a Bachelor of Science degree in civil engineering. He is a licensed
Professional Engineer in the State of Indiana.
MICHAEL FINGER, .
LEAD DESIGN ENGINEER
Mike's responsibilities include the design of complex roadway projects and the oversight and review of roadway design projects managed by junior
staff. Mike's engineering and design work is award -winning and recognized among the best in the state. His experience spans three decades and
includes project management, design, and inspection positions for INDOT, Johnson County, as well as A&F Engineering. His past field experience
allows him to incorporate practical constructability issues into his designs to minimize conflicts and delays during the construction phase. His design
experience spans a variety of complex road design projects, including,rural, urban, reconstruction, intersection improvement, and interstate projects.
One impressive example of Mike's expertise and efficiency was his management of the design for improvements to 1-74 and US 231. Mike ensured
the project met INDOT's ambitious timetable and the final tracings package was submitted just one month after the survey commenced. Mike
graduated from Valparaiso University with a Bachelor of Science degree in civil engineering. He is a licensed Professional Engineer in the State of
Indiana
DESIGN ENGINEER
As a design engineer, Steven has experience leading the development of final plans, specifications, estimates, and bid documents for roadway
construction and civil infrastructure improvements. He has worked on projects involving roundabout construction, intersection improvements, roadway
rehabilitations and reconstructions, right-of-way permit plans, and traffic, lighting, and signing design. Steven has a bachelor of science degree in civil
engineering from Purdue University and is a licensed Professional Engineer in the State of Indiana. Steven has also completed INDOT's Utility
Coordination Certification.
MEGAN NELSON, RE.
DESIGN ENGINEER
Megan has experience in data collection, roadway design, and traffic
signal projects for local governments. Her relevant project work at
A&F includes structure data collection, design of roadway resurfacing,
signal design, and inspection of current pavement quality for INDOT.
Megan's recent project at US 231 and SR 150 in Loogootee, Indiana
focused her efforts on upgrading a super -elevated intersection to
facilitate better truck movement. Megan holds a bachelor of science
degree in civil engineering from Michigan Technological University
and is a licensed Professional Engineer in the State of Indiana.
E.I.BONNIE KING,
DESIGN ENGINEER
Bonnie has experience in both data collection and design of roadway
projects for local governments. Her relevant project work at A&F
includes structure data collection, design of roadway resurfacing,
and inspection of current pavement quality for INDOT. Bonnie's
recently designed a new drive way for the Klipsch music center to
become the fourth leg of a key intersection at 146t' Street and
Bergen Road. Bonnie holds a Bachelors degree in civil engineering
from Trine University and is a licensed Engineer Intern in the State
of Indiana.

For this project, A&F Engineering is prequalified to perform the tasks 8.1 non-complex roadway design and 13.1 construction inspection. A&F will
also complete the school zone flashing beacon design and any utility coordination required. Our trusted subconsultants below will perform 5.2
environmental document preparation — CE, 6.1 topographical survey data collection, and 11.1 right of way plan development, as noted. Through

Client: City of Indianapolis
AT A GLANCE:

Designed to manage pedestrian traffic, particularly for
Lilly corporate campus
One of the traffic signal features of the CityWay project was the design and installation of the city's first HAWK (High -Intensity Activated
crossWalK) beacon to let pedestrians safely cross four lanes of traffic on Delaware Street, mid -block. The project was coordinated
closely with both the City and Eli Lilly and Company, since their employees make up the majority of pedestrian traffic during business
hours. A&F also coordinated with IPL to power the new signal. The HAWK signal, which brings cars to a gradual stop at the crosswalk
only when a pedestrian needs to use it, was an innovative solution to keeping traffic moving in a busy corridor, while also making the
area safer and friendlier to pedestrians. The HAWK signal is highly useful in managing peak pedestrian usage times, especially for Lilly
employees using the area at the start and end of workdays.
Project: School Zone Flashers
Client: City of Fishers

A&F Engineering designed the school flashers for the Fishers
and Hamilton Southeastern School Districts in Fishers, Indiana.
This project consisted of determining thirty-nine (39) flasher
locations for twenty-two (22) schools by coordinating between the
INDOT standard location, existing property lines, and the power
supply locations. The City of Fishers chose to utilize electric
power for their school zone flashers so coordinating with the
power companies for locations was necessary. A&F conducted
field investigations to identify conflicting geometry and utility
locations, and our team worked with Duke Energy and the City of
Fishers to determine the optimum locations for the flashers. We
then prepared exact locations for an updated City ordinance.

The City of Indianapolis currently has over 1,400 pedestrian
indications within its Central Business District. Prior to 2011, fewer
than 500 of these indications were countdown -style. With the
already high levels of pedestrian traffic in the area expected to
grow with completion of the Cultural Trail, the City applied for and
received HSIP funding to upgrade many of these signals and
improve pedestrian safety.
Adding to the project's urgency, the City wished to have all of the
upgrades complete in time to welcome guests for the 2012 Super
Bowl. To expedite the installation, A&F performed all of the design
services, including coordination of the approval of the
environmental documentation, coordination of the right-of-way
certification, and amendment of the TIP/STIP.
