2018 Annual Report of the Community Investment Committee
Dear Common Councilmembers:
Pursuant to the requirements of§2 -10(i) of the South Bend Municipal Code, I am filing this
Annual Report as the Chairperson of the Council's Community Investment Committee.
Duties: The Community Investment Committee "oversees the various activities of the
Department of Community Investment. It reviews all real, personal and residential tax
abatement requests."
Members: There were four(4) Council Members and one(1) Citizen Member this year
serving on the Committee, namely:
1. Councilmember Gavin Ferlic, Chairperson
2. Councilmember Regina Williams-Preston,Vice-Chairperson
3. Councilmember Oliver Davis, Member
4. Councilmember Sharon L. McBride,Member
5.Thomas Villing, Citizen Member
Meetings: Sixteen(14) public meetings were held this year. All Committee minutes and
notices have been posted on the Common Council's website.
The City of South Bend provides several opportunities and resources for residents and businesses
to relocate or expand within the City limits. The Business Toolkit depicted above provides a
summary of such programs and services. The majority of the committee meetings were
scheduled for the purpose of holding public hearings on special land use exceptions, tax
abatement petition requests, and to provide an advisory recommendation back to the South Bend
Common Council. The following list indicates some of the locations of new developments,
expansions of existing properties, and the variety of developments that are taking place in South
Bend this year:
