2018 Annual Report of the Public Works & Property Vacation
Committee
Dear Common Councilmembers:
As Chairperson of the Public Works & Property Vacation Committee, I am filing this report
pursuant to § 2 -10(i) of the South Bend Municipal Code. It highlights some of the Committee's
activities involving zoning and special exception requests affecting the land use decisions in the
City of South Bend.
Duties: As noted in the South Bend Municipal Code,the Public Works & Property
Vacation Committee is charged with the following duties:
"Overseeing the various activities performed by the Building Department, the
Department of Public Works and related public works and property vacation
issues.

Members: There were four(4) Council Members this year serving on the Committee,
namely:
1. Councilmember John Voorde, Chairperson
2. Councilmember Randy Kelly,Vice- Chairperson replaced by Sharon L.
McBride
3. Councilmember Jo M. Broden, Member
4. Councilmember Gavin Ferlic, Member
Meetings: As of the date of this Annual Report, the Public Works & Property Vacation
Committee met nine(9)times this year. The majority of the Committee meetings focused
on several requests for alley vacations and updates on various construction projects

throughout the City. The following is a brief summary of some of the items referred to
this Committee for an advisory review and recommendation:
• 5 Corners, LLC
• Menard, Inc.
• Ordinance Establishing Responsible Bidding Practices and Submission
Requirements on Public Works Projects
• Gas tax Funds, Highway Funds for Paving, Curbs and Sidewalks Update
• Amendment adding Article 14 to Chapter 14 to address Special Events in the
Public Right of Way
For 2019, the Public Works & Property Vacation Committee intends to focus on several
priorities, including: the continuation of Smart Street implementation, neighborhood sidewalks
and curbs, and Public Works infrastructure upgrades.
