1. Contractor has not, nor has any other member, representative, or agent of the firm,
company, corporation or partnership represented by him, entered into any combination, collusion
or agreement with any person relative to the price to be bid by anyone at such letting nor to
prevent any person from bidding nor to induce anyone to refrain from bidding, and that this bid
is made without reference to any other bid and without any agreement, understanding or
combination with any other person in reference to such bidding. Contractor further says that no
person or persons, firms, or corporation has, have or will receive directly or indirectly, any
rebate, fee, gift, commission or thing of value on account of such sale; and
2. Contractor certifies by submission of this proposal that neither contractor nor any of its
principals are presently debarred, suspended, proposed for debarment, declared ineligible, or
voluntarily excluded from participation in this transaction by any Federal department or agency;

investment activities in Iran.
a. For purposes of this Certification, "Iran" means the government of Iran and any agency or
instrumentality of Iran, or as otherwise defined at Ind. Code § 5-22-16.5-5, as amended from
time -to -time.
b. As provided by Ind. Code § 5-22-16.5-8, as amended from time -to -time, a Contractor is
engaged in investment activities in Iran if either:
i. Contractor, its successor or its affiliate, provides goods or services of twenty million
dollars ($20,000,000) or more in value in the energy sector of Iran; or
ii. Contractor, its successor or its affiliate, is a financial institution that extends twenty
million dollars ($20,000,000) or more in credit to another person for forty-five (45)
days or more, if that person will (i) use the credit to provides goods and services in

the energy sector in Iran; and (ii) at the time the financial institution extends credit, is
a person identified on list published by the Indiana Department of Administration.
4. Contractor does not knowingly employ or contract with an unauthorized alien, nor retain
any employee or contract with a person that the Contractor subsequently learns is an
unauthorized alien. Contractor agrees that he/she/it shall enroll in and verify the work eligibility
status of all of Contractor's newly hired employees through the E-Verify Program as defined by
I.C. 22-5-1.7-3. Contractor's documentation of enrollment and participation in the E-Verify
Program is included and attached as part of this bid/quote; and
5. Contractor shall require his/her/its subcontractors performing work under this public
contract to certify that the subcontractors do not knowingly employ or contract with an
unauthorized alien, nor retain any employee or contract with a person that the subcontractor
subsequently learns is an unauthorized alien, and that the subcontractor has enrolled in and is
participating in the E-Verify Program. The Contractor agrees to maintain this certification
throughout the term of the contract with the City of South Bend, and understands that the City
may terminate the contract for default if the Contractor fails to cure a breach of this provision no
later than thirty (30) days after being notified by the City.
6. Persons, partnerships, corporations, associations, or joint venturers awarded a contract by
the City of South Bend through its agencies, boards, or commissions shall not discriminate
against any employee or applicant for employment in the performance of a City contract with
respect to hire, tenure, terms, conditions, or privileges of employment, or any matter directly or
indirectly related to employment because of race, sex, religion, color, national origin, ancestry,
age, gender expression, gender identity, sexual orientation or disability that does not affect that
person's ability to perform the work.
In awarding contracts for the purchase of work, labor, services, supplies, equipment, materials,
or any combination of the foregoing including, but not limited to, public works contracts
awarded under public bidding laws or other contracts in which public bids are not required by
law, the City, its agencies, boards, or commissions may consider the Contractor's good faith
efforts to obtain participation by those Contractors certified by the State of Indiana as a Minority
Business ("MBE") or as a Women's Business Enterprise ("WBE") as a factor in determining
the lowest, responsible, responsive bidder.
In no event shall persons or entities seeking the award of a City contract be required to award a
subcontract to an MBE/WBE; however, it may not unlawfully discriminate against said
WBE/MBE. A finding of a discriminatory practice by the City's MBE/WBE Utilization Board
shall prohibit that person or entity from being awarded a City contract for a period of one (1)
year from the date of such determination, and such determination may also be grounds for
terminating the contact for which the discriminatory practice or noncompliance pertains.
7. The undersigned contractor agrees that the following nondiscrimination commitment
shall be made a part of any contract which it may henceforth enter into with the City of South
Bend, Indiana or any of its agencies, boards or commissions.

Contractor agrees not to discriminate against or intimidate any employee or applicant for
employment in the performance of this contract with privileges of employment, or any matter
directly or indirectly related to employment, because of race, religion, color, sex, gender

this provision may be regarded as material breach of contract.
I, the undersigned bidder or agent as contractor on a public works project, understand my
statutory obligations to the use of steel products or foundry) products made in the United States
(I.C. 5-16-8-1). I hereby certify that I and all subcontractors employed by me for this project will
use steel products or foundry products made in the United States on this project if awarded. I
understand I have an affirmative duty to notify the City in my bid that my proposal does not
include the use of steel products or foundry products made in the United States. I understand it is
my sole obligation and responsibility to provide a justification to the City, subject to review and
approval, why the cost of United States made steel or foundry products is unreasonable. Prior to
award and upon submission of bid which does not use steel products or foundry products made
in the United States, the City, through its director of public works, shall make a determination if
the price of United States made steel or foundry is unreasonable. I understand that violations
hereunder may result in forfeiture of contractual payments.

The Signature Graphics headquarters and production facility is located in Porter, Indiana. Our
organization was conceived 31 years ago and built around the following assumptions:

Although a dedicated Sales Representative, Customer Service Representative, in-house Designer and
Installation Coordinator is assigned to the South Bend Police Department graphics program, Signature
Graphics employs 110 full-time employees who make up our design, production, finishing, customer
service, installation, warehousing, accounting and shipping departments dedicated to the service of our
customers.

Discovery
• Scope — Signature Graphics employs a consultative approach at the beginning of each project to
understand the expectations of each individual project, exploring and building a plan around the
South Bend Police Department's need both during and after a factory order cycle, vehicle on -
road lifetimes and end -of -lease costs.
• Brand Guidelines — Signature Graphics confirms and maintains that all graphic elements within
the project are met and adhered to for each branding program including logo lockups, color,
placement, aesthetics and on -road brand awareness.
• Expectations — Signature Graphics explores and builds a plan based upon the City of South
Bend's timing expectations from branding adherence, OEM order to delivery timelines, vendor
chain requirements, in -field repair/replacement requirements and ease of removal at lease
termination or end -of -vehicle -lifetime.
Fleet Design
• Vehicle Specifications —Signature Graphics confirms each vehicle make and model included in
an order cycle.
• Design Creation — Signature Graphics provides individual layouts for each vehicle make and
model, configuration and branding scheme, making all necessary revisions in conjunction with
the SBPD Design Team.
• Design Approval —All individual design layouts are presented for review and signed approval
prior to implementation of any final design.
• Design Finalization — Upon approval of final two-dimensional designs, Signature Graphics
provides layouts to necessary vendor chain partners or OEMs for installer reference.
Pre -Production Engineering
• Material Determination — Signature Graphics considers vinyl material specifications based upon
brand requirements, intended life -expectancy of the graphics and removability at the term of
vehicle lease or end -of -vehicle -lifetime.
Production Process Determination — Signature Graphics can provide both large -format screen -print and
digital production processes utilizing state-of-the-art technology. We also employ $1,000,000 per
month die -cutting capabilities supported by a cad -cam cutting capacity of equal monthly value.
Cost Estimates —Signature Graphics presents the best cost value based upon material, print process,
economies of scale and service levels for Metro Bus's approval prior to the pre -production and
manufacturing phase.
Color matches — Signature Graphics provides for review and approval each screen -print PMS color per
South Bend Police Department brand guidelines, as well as digital vinyl color proofs, if necessary. Each
screen -print color match and/or digital proof must be presented to SBPD, signed as approved by the
appropriate personnel and returned to Signature Graphics. These signed colors and proofs are kept on
file for reference at the beginning of each production run, thereby ensuring consistency of brand from
production run to production run.
Engineered graphic components - Signature Graphics reviews each individual graphic component, based
on final design layouts, against an actual vehicle in the correct make and model configuration. This
ensures that there is accurate translation from a two-dimensional design layout to actual vehicle
installation.
• Full-size line art graphic representation is drawn and taped or reviewed on an actual vehicle for
confirmation of final fit and placement ensuring that brand is not compromised by door handles,
hinges, gas caps, body lines, trim, molding or OEM placards.
Final line art representations are presented for review and approval prior to the manufacture of
any finished graphics. This artwork is kept on file for reference and ensures consistency of the
final product from production run to production run.
• Final Approval — Upon receipt of signed color matches/proofs, line artwork and pricing contract
with terms, Signature Graphics will begin final production of graphics.
Production
Final Kit lists and part numbers — Signature Graphics develops final kit lists, assigning a final part
number to each graphic element approved during the process above. Each graphic element is stamped
with its individual part number and production date for ease of identification by our warehousing and
shipping staff, inventory management at the installation site and installer identification.
• Final kit list nomenclature is shared with South Bend PD.
• Final kit list information is included on placement layouts for installers including individual part
number call outs
Production Planning — Each production order is reviewed for accuracy, making sure all graphic elements
match artwork, color material and print process specifications prior to entering the manufacturing
process.
• All raw Materials are ordered
• Production capacity and timing is reviewed and communicated back.
Production Timelines - Typical production lead times, including Production Planning process is four
weeks from date of receipt of a complete, final approved sales order, color matches and pre -production
line art.

Fulfillment
Stocking Terms — Signature Graphics offers multiple term agreements:
• Paid Stocking Terms — All graphics are produced and held in our warehouse as paid inventory.
All graphics are invoiced at the completion of the manufacturing process. Release of inventory
will incur a handling fee and shipping cost only. Material is held in paid stock for a period of 12
months at which time Signature Graphics reserves the right to review distribution of remaining
inventory.
• Bulk Shipping — All graphics are produced, shipped and invoiced immediately upon completion
of the manufacturing process. There is no warehousing stock available.
• Personalized graphics — Signature graphics will organize, cut, sort and package per vehicle
graphic elements that are unique to each vehicle such as unit numbers, license numbers, etc.
• Shipping Terms — All graphics are shipped F.O.B. Porter, IN. A $10.00 release charge is incurred
per unique shipment.
Release of Inventory —Signature Graphics can receive, process and invoice for purchase orders from the
South Bend Police Department.
• Releases can be received via Online Ordering, email, or fax.
• Release of material from warehoused stock is processed for shipment within three days from
date of purchase order/request receipt.
• UPS or FeclEx tracking information can be automatically transmitted via email upon shipment of
warehouse releases from stock.
• LTL and combined tracking information can be made available through a pre -planned reporting
structure or upon request.
Inventory maintenance
• Warehousing Capability - Signature Graphics has a 15,000 square foot, environmentally -
controlled warehouse storing anywhere from $12-15 million worth of finished customer graphic
inventory.
• Storage - Graphics are stored flat in a temperature -controlled environment to avoid damage and
moisture and humidity effects.
• Inventory management - Inventory levels, including is reported on a monthly basis.
• Restocking - Inventory levels that fall below a minimum stocking level are communicated and
restock orders presented for approval prior to any production restock order.

Challenge:
Dallas Area Rapid Transit is a transit agency serving the Dallas -Fort Worth metropolitan area of Texas. It
operates buses, light rail, commuter rail, and high -occupancy vehicle lanes in Dallas and twelve of its
suburbs. They recently unveiled a new line of electric buses and need to brand additional vehicle
acquisitions.
Action:
Signature Graphics, Inc. produced and activated DART's new rebrand designs to their transportation
acquisitions. Utilizing our Signature Certified Installation network, our installers expertly applied DART's
branding to their new vehicles so they could have a successful launch.
Result:
Signature Graphics' assistance allowed Dallas Area Rapid Transit to launch their new line of 100%
electric buses on time and on budget. The colors were manufactured to brand guideline specifications
to ensure optimum brand awareness and recognition. Signature Graphics continues to support DART in
ongoing fleet maintenance whenever a new transportation vehicle is acquired.

Senior Account Representative — Rich Hardin
Rich Hardin has lived and worked in the NW Indiana region for a number of years. He will be the main
point of contact, providing oversight and guidance, working closely with all internal departments to
meet and exceed expectations regarding the implementation of your fleet graphic program.
Customer Service Support — Courtney Braun
Courtney Braun is responsible for all day-to-day processing of production orders, material shipments,
quotes, field replacements and daily flow of these processes internally. She is also responsible for daily
email and phone communication and provides internal support directly to Rich Hardin.
In-house Design Support — Carrie Flores
Carrie has been with Signature Graphics for twenty years as part of the in-house design team, providing
new design concepts as well as the adaptation of fleet brand guidelines to fleet vehicle specifications.
Carrie's knowledge to vehicle specification details and her strict adherence to brand guidelines is
invaluable to the success of the design implementation.
Field Installation Support — Crystal Richard
Crystal has been with Signature Graphics for 12 years serving as coordinator within the Field Installation
Department. Crystal is responsible for the quoting of field labor, scheduling of field installation
appointments, coordination between installers and location contacts and installation project status
updates.
Service Hours
Signature Graphics, Inc. operates all design, manufacturing, and fulfillment out of our Porter, IN facility.
Additionally, we have 23 regional sales offices, staffed by Signature employees in support of our client
programs. Our Porter, IN facility is open from 6:00 am to 7:00 pm, CST. Our regional offices are
accessible, via phone, email, or fax, 24/7.

Signature Graphics has the most successful and extensive experience in planning, managing and
executing large and small national fleet branding projects in our industry. Signature Graphics has
developed and implemented a nationwide network of certified installation sub -contractors who are
qualified by Signature Graphics to meet and exceed workmanship, warrantability, accountability,
experience and expertise.
Signature Graphics employs a dedicated Installation Department, managing the field installation process
for efficiency, productivity and verifiable results. Field installation can present a myriad of challenges as
it relates to driver schedules, avoidance of downtime, weather, vehicle conditions and other factors that
can prohibit timely completion, but no one in the industry can match the track record, installer network,
and experience of Signature Graphics.
Field Labor Quotes
• Standard turn times for field labor quotes is three days from receipt of request. Field labor
quotes are based upon installation location, quantity of vehicles per trip, square footage of
material being removed and/or installed per vehicle, type of material being removed/installed
and inside facility availability.
• Exceptions to a three-day turn time will be communicated to all affected parties.
Field Labor Implementation
• Standard field labor completion for individual field installations, upon receipt of cost approval,
all necessary contact information and graphics availability is ten business days to two weeks.
o Upon receipt of approval, Signature Graphics' Installation Department Coordinator will
make an initial call to the location contact, introducing the project and gathering
necessary details about the installation.
o Signature Graphics' Installation Coordinator will manage the schedules of the
installation sub -contractor and the location, receiving confirmation from both parties of
an agreed -upon date, confirming graphics receipt, cleanliness of vehicle(s), and inside
space availability, if necessary.
o Signature Graphics' Installation Coordinator will confirm the appointment with the
location contact 24 hours prior to the scheduled installation date.
o Signature Graphics' Installation Coordinator will confirm the satisfactory complete of
the installation 24 hours after the scheduled installation date.
o Upon satisfactory completion, Signature Graphics will update the status as complete
and generate an invoice for payment.
Escalation of Field Installation concerns
• In the event of questions or concerns by the installer sub -contractor or the location contact
during the installation process, a phone call will be directed to the Signature Graphics'
Installation Coordinator.
• If the concern cannot be addressed by the Installation Coordinator, it will be escalated to
Courtney Braun in Customer Service and ultimately to Rich Hardin the Sales Representative,
Sub -Contractor Network
• Signature Graphics has developed a qualified, experienced network of Certified Installation Sub-
contractors across the United States and Canada.
• All installation sub -contractors are required to verify their experience, hold required liability
insurance and sign a contract with Signature Graphics before they can be scheduled for an
installation project.
• All installation sub -contractors are an extension of Signature Graphics and are held accountable
to the same Signature Graphics expectations.
Warranty
Signature Graphics, Inc. warrants the workmanship of the installation services we provide for the period
as the warranty of 3M materials. As an MCS Certified 3M Provider along with our G7 Print Certification,
we have the strongest and financially most meaningful warranty in the business. Our parent company,
Omnicom, is a 16 billion -dollar publicly traded company. We, exclusively, have the financial backing to
provide a real warranty. Generally, the printed 3M film will have a 5-year MCS warranty.
