MHZM2MM3MMEE= Gl1M WV OOD ROAD RECONSTRUCTION RUCTION SUCCESS STORY ORY Proactive management and issue mitigation related to tasks in the critical path is essential to completing projects on schedule. For the Gumwood Road project, utility relocations were the critical path element. When utilities relocations starting taking more than the allocated time early in the process, Dale and Myron worked to find solutions prior to the letting of Phase 2. Working with St. Joseph County to issue a change order for the tree clearing, they were able to complete utility relocation in Phase 1, which eliminated potential delays to construction. Dale and Myron provided careful project management, fluidly re -ordering tasks to make sure utility relocation work did not delay the project. The project started as a result of the Hoosier Heartland iustrial Corridor Improvement project, which changed access to 300 S and CR 325 W where Indiana's largest Ethanol Plant is sated. The drainage along CR 300 S and CR 325 W outlets to roadside ditches that drain to a new detention basin at the southeast corner of CR 300 S and CR 325 W. The basin has a release rate that drains into a ditch along CR 325 W. Currently your project is on an August 2019 letting. The last quarterly sent into MACOG shows a letting date of March 2020. Our team is prepared to be on your project for either letting date. The County's bridge project includes the rehabilitation of the southbound bridge. This will need to be constructed during phase 1 of your project so the southbound bridge can be open and used during your phase 2. PROFESSIONAL, PCTF L, & HONEST Public opinion is important on a construction project. This project directly impacts the public, making it important to build strong relationships. These relationships will ensure the public is knowledgeable of the schedule, enabling them to understand the impact to their businesses and neighborhoods. Further, our team will ensure that the public retains a favorable view of the project and the City, even after construction. Dale and Myron understand issues dealing with personal property and livelihoods are very personal and emotional matters. STAYING ON TACK ® MAINTAINING THE SCHEDULE ITI TI POTENTIAL ISSUES » Anticipate potential delays & offer solutions to mitigate impacts » Remain ready & willing to address any & all issues quickly & efficiently » Have the right staff available to provide the right solution the first time Our proposed RPRs have worked for INDOT (Myron) and contractors (Dale) giving them the ability to look ahead, ensuring materials are ordered in advance to keep the project moving forward without delays. rN4°°IE CITY'CITY'S UIINNPE"'TI NNE 13UDGE°"r uIIm a°°ili[,W III CIS 4 DS PHASE: 2 IN CASS COUNTY TY' The existing poor soils types on CR 400 S led to an expensive special subgrade treatment as part of the pavement design. This treatment include #2 stone enveloped in a special fabric. Placement of this material posed several issues since there was only one access point between the ends of this mile long reconstruction project. The construction method required heavy equipment to access the newly placed stone in order to continue placement of the materials. During the placement of the first 11000 feet, the heavy loads caused the treatment to fail with mud pumping up through the fabric and stone. Before this situation got out of hand, Myron shut down the project and worked with the geotechnical engineer, INDOT soils, and the designer to come up with an alternative subgrade treatment that worked as well or even better. The solution required the contractor to remove the placed special subgrade, bring the roadway earth back onto the site, and double treat the soil with cement. This process delayed the project for three months; however, the project still finished on schedule and under budget. This was due to Myron's persistence to find a solution that would work and meet the project schedule and budget. T YC ;ENHAM BRIDGE REHABILITATION IN S7r. JOSE! H COUNTY' Susan and Dale provided an alternative on a change order for the Twyckenham Drive Bridge over the St. Joseph River that saved St. Joseph County over $100,000. Our RPRs understand the City's expectations for construction inspection services, so Bendix Drive is built in accordance with contract documents and utilizing quality materials, and top-level workmanship. We understand the value of public involvement, maintaining excellent communication, looking ahead to uncover issues, and providing expedient solutions. RESIDENT MEETING & NOTIFICATION Prior to construction, we will inform the residents of the start date, schedule, and contact information. Our team understands the impact projects have on the public and ensures the utmost respect is given to the property owners. Our RPRs have learned the value and benefit of keeping all stakeholders informed. We proactively send out updates and letters informing all involved parties of the project status, schedule, and upcoming changes. Property owners appreciate knowing what to expect. COMMUNICATION THROUGHOUT THE PROJECT Communicating serves to maintain schedule, anticipate and foresee obstacles, address concerns, and provide timely updates to stakeholders. Key targets for successful and comprehensive communication include: THE PUBLIC » Inform schools, businesses, & property owners » Neighborhood letters & media releases THE PROJECT » Personal communication with property owners » Bi-weekly progress meetings » Finalize utility coordination items PLANS T WORK Our experience has shown us that a complete understanding of the contract documents dPlivPrs the best possible project. We accomplish this by completing the following reviews prior to construction: Compare plan documents, special provisions vs. item list, & plans vs. field conditions » Review project commitments » Check quantity calculations vs. pay item list » Understand ROW documents, specifically cost -to -cure items to avoid misunderstandings » Know utility agreements vs. special provision time -line requirements » Understand permits & environmental requirements Our construction inspection activities include oversight of construction to monitor compliance with plans, specifications, and tracking quantities to verify and prepare the contractor pay estimate. Our inspection team will verify materials meet required specifications, and monitor traffic control activities so access is clearly identified and maintained. Our RPRs will set the pre - construction meeting and confirm completion dates, milestones, and reporting methods required by INDOT LaPorte District and Federal Highway. In addition, the following items will be completed: » Expedite resolution of potential issues or problems » Monitor closely the contractor schedule » Verify utility relocations, drive coordination, & monitor schedule » Ensure subcontractor approvals » Identify all paperwork required to meet LaPorte District requirements » Confirm sampling & testing requirements » Understand all unique requirements » Track documents through SiteManager » Complete the final construction record in accordance with INDOT requirements & within INDOT's required timeline of 45 days after contractor's last day of work Standard RFP Form Ver. 8-22-18 (Rev. 06/27/18) Des. #: 1400634 Affirmative Action Certification (AAC) for Disadvantaged Business Enterprises (DBE) I hereby certify that my company intends to affirmatively seek out and consider Disadvantaged Business Enterprises (DBEs) certified by the State of Indiana's DBE Program and the Kentucky Transportation Cabinet (KYTC) DBE Program to participate as part of this proposal.
