Utilizing over 33 years of LPA/INDOT construction inspection experience and our past experience with the City of South Bend on the Olive / Sample Project, the LFA team stands behind its proven project approach that focuses on client satisfaction, proactive inspection, and outward communication. LEA is ready to assist the City of South Bend in successfully realizing its vision for this project. Capacity to Perform Work — With an anticipated August 2019 Letting Date, LEA is fully aware of the project schedule and our inspection team is ready to start upon being selected. LEA has significant capacity due to many completed or nearly completed projects. We would like nothing more than to continue providing the City of South Bend our same level of service that has become expected from our team. Construction Manzger — With over 32 years of experience, our overall con- struction manager, Don Dietz, has successfully managed many LPA and IN - DOT Projects across northern Indiana including Road Rehabilitation Projects in St. Joseph County and the INDOT LaPorte District. The LFA inspection team is INDOT and SiteManager trained and knows what the City of South Bend expects from their construction managers and construction project deliv- erables. Project Approach — Our Team's depth of experience with both the City of South Bend and INDOT will allow us to be an extension of the City of South Bend's Board of Public Works Staff. Special attention will be given to the project schedule and communication to provide the best project at this highly visible location. POT" UNDERSTANDING The Bendix Drive Reconstruction Project is funded with Federal dollars and a local 20% match with the purpose of reducing overall pavement width, correcting geometric con- ditions at Nimtz Parkway, addressing drainage and providing safe pedestrian access. The project has a projected construction estimate of $4,300,000 with an anticipated August 2019 let- ting date and a completion date of November 2020. Through a meeting with the City on December 3rd, a site visit and review of the most recently available plans, LFA has a clear under- standing of the critical project elements that will allow us to achieve a successful construction project for the City of South Bend, residents, surrounding industries, and traveling public. The major project elements include construction of a 3-lane concrete section with 11-ft travel lanes and a 12-ft center left turn lane, concrete curb, 8-ft concrete multi -use path, and storm sewer improvements. Additional project elements in- clude adjustments to existing signals, road approach improve- ments, and pavement markings. UTILITY COORDINATION There are several utilities within the project limits. These ex- isting utilities include AEP overhead electric poles, AT&T fiber and telephone, NIPSCO gas, MetroNet, Century Link, Comcast, and City Water and Sanitary. Utility relocation is common in roadway reconstruction projects. The chosen design solution has reduced these impacts to the north-sIre- location running 12-inch NIPSCO gas mai throughout project limits. As discussed with the City, an early or frontloaded utility relo- cation phase is not currently pro- grammed for the project but is being considered to ensure the utility schedule does not delay the project. Therefore, actively managing the gas main relocation once the project is let will be a critical component for successful completion. Verification of the relocated gas main and timelines for completion of relocation will be points of emphasis during the early stages of the project. -e- g- !ct Bendix Drive Industries and Traveling Public MAINTENANCE OF TRAFFIC As discussed with the City, the project will be constructed in two halves with one-way traffic and an official detour. This will facilitate an expedited interval of construction, thereby allow- ing for a timely completion of the project to minimize impacts to the traveling public and industry that is present in this sec- tion of roadway. This approach also helps reduce disruption for residential, commercial, and industrial access to Bendix Drive. Coordination will be paramount during any closure and/or significant traffic restriction of this roadway due to the large amount of traffic that utilizes Bendix Drive. As mentioned previously, signal head adjustments are anticipated at 3 loca- tions; Boland Drive, Nimtz Parkway, and Sugar Maple Lane. These adjustments will require additional coordination to ensure proper traffic flow. LFA will work with the City and contractor to provide accurate dates of lane closures informa- tion and signal impacts as well as providing information on the signed detour route as a proactive communication tactic. LFA will identify these items at the Pre -Construction Meeting to ensure proper access is maintained to ease concerns. COST SAVINGS AND CONTAINMENT In any project there are risk points that can impact project budget. As mentioned above, utility relocation delays that im- pact construction activities can be a major source of budget impact. LFA is adept at maintaining open communication and foreseeing issues with these relocation activities. Applying this proactive approach reduces impacts to the project schedule by providing timely solutions. Another common area of overrun on reconstruction projects is subgrade preparation. As with many projects in our area, soil composition can vary greatly throughout a project and is of- ten difficult to identify during the geotechnical portion of the design process. Paying close attention to the soil composition during construction and knowing when to engage the geotech- nical consultant is important to control overruns on this item. The final component of cost savings can be realized through active management of the project. By actively engaging the contractor on work flow and anticipated upcoming work, Mr. Dietz successfully managed the Olive Street / Sample Street Project while only utilizing 85% of the construction inspection budget. We expect to employ the same management style to best benefit this project and the City of South Bend. Our approach to construction inspection often results in cost savings to the client on the constructed project and the inspec- tion budget. An example of this is the Olive Street / Sample Street Project managed by Mr. Dietz that resulted in a savings of $400,000 in construction costs while utilizing just over 85% of the construction inspection fee. This is often achieved by engaging in the following areas and proposing ways to bring added value. COMMUNICATION LEKs goal is to keep the City of South Bend's Public Works staff well-informed of project progress. However, communica- tion is not limited to the owner. LFA has found regular and routine progress meetings to be a very effective method of en- suring a clear understanding of expectations. City staff will be updated regularly as to the status of all construction activities. Communication also includes maintaining a level of proj- ect awareness with the public and appropriate entities prior to closures or other construction activities which may result in disturbance of the normal traffic operations in the area. When appropriate, LFA's project supervisor will reach out to local res- idents, and business owners / operators to explain pending con- struction events and allow for ample time to alter schedules or operations as the situation might dictate. The LFA inspection team is committed to ensuring that sufficient and safe access is provided. PROACTIVE PROET INSPECTION We challenge our staff to be problem solvers, to look forward anticipating and identifying potential issues. Individual mem- bers of LFNs construction inspection team can draw upon the collective experience of our entire inspection team should is- sues arise that require specialized attention. Our experience al- lows us to identify issues early, enabling multiple possible solu- tions to be explored with the most fitting being presented to City staff for consideration and evaluation. This cross -sharing of experience provides a proactive approach to resolving con- struction issues resulting in savings of both time and expense. CLIENT -CENTERED SERVICE Following through with communication and proactive in- spection components culminates in client -centered service. As a provider of construction inspection services to a variety of entities, LFA is keenly aware that each client is different. LFA operates with the philosophy of making certain the cli- ent's needs and wishes are paramount whatever the focus may be. For example, minimizing construction costs through alter- native means and methods, promoting a high level of project awareness through community meetings and kitchen table discussions with stakeholders, or working alongside the clients own inspection staff throughout the course of a project to pro- vide training in construction management software to lessen their dependence on future consultant inspections. With an average of nearly 30 years of experience per construc- tion inspector, our staff addresses all project issues utilizing a well-rounded experience -based approach. The previous experience LFA personnel has with INDOT and LPA projects results in improved understanding of IN - DOT expectations, leading to reduced occurrences of submit- tal errors and mis-communications, which ultimately result in savings of both time and cost. The LFA team has experienced design professionals available to provide design manual interpretations and applications that may present themselves during construction. Utilizing these professionals will ultimately reduce the time required to re- spond to design -related questions that may arise. LFA has multiple sets of all required field testing equipment and light weight deflectometers necessary to sample and test materials in accordance with INDOT specifications and pro- cedures. Our equipment is calibrated annually, or as necessary, to maintain a ready condition for immediate use in accordance with project assignments. The INDOT General Instructions to Field Employees and Manual for Frequency of Sampling and Testing will be strictly followed. No. 14006M Olive Street / Sample Street Overpass Intersection Reconstruction Project City of South Bend, Indiana Leading a team of LFA, Lochmueller, and McCormick Engineering staff, Don Dietz provided Construction Observation and Inspection services for the Olive Street / Sample Street Overpass Intersection Reconstruction Project. The project was a combined effort between St. Joseph County and the City of South Bend. This multi -jurisdictional project included bridge rehabilitation on both Olive Street and Sample Street bridges over the Norfolk Southern and Grand Truck Western Railroad (Canadian National), requiring significant coordination. Additional work included reconstruction of 3,660 ft of Olive Street and 2,750 ft of Sample Street to improve drainage, install lighting, and improve pedestrian movement. j A roundabout was also constructed at the intersection of Olive Street and Sample Street. Significant effort was required to coordinate utility relocations for MetroNet, AEP, NIPSCO, and Comcast. Additionally, LFA coordinated water utility work with the City of South Bend during the street reconstruction and roundabout construction process. Beyond the coordination challenges on the project, Don worked with the County to determine a better temporary barrier rail system on the bridge that resulted in less long term maintenance concerns on the bridge deck. One of the most critical items of this project was Maintenance of Traffic and impacts on local residents, businesses, and industry. Don proactively addressed these concerns through direct contact with the impacted parties. This project was completed in 2017. No. 1400634 Miami Road from Kern Road to Jackson Road Added Travel Lanes - City of South Bend, Indiana LFA provided construction inspection services for the reconstruction and widening of Miami Road between Jackson Road and Kern Road including significant utility relocations, new storm sewer construction, curb and gutters, sidewalks, drives, traffic signal installation, QA/QC PCCP paving and coordination of local detour and maintenance of traffic operations with South Bend Community School Corporation. Project issues included extensive utility conflicts and resident access coordination. LFA ensured coordination with local residents for proper advanced notification of alternate routing of access for homeowners, LFA provided complete construction inspection services in accordance with INDOT criteria and played a key role in all on -going construction engineering decisions. Construction documentation was completed using INDOT's SiteManager software. Diamond Avenue Reconstruction Project South Bend, Indiana The Diamond Avenue Reconstruction project consisted of a full reconstruction of Diamond Avenue pavement, storm drainage, construction of a roundabout, and installation of a pedestrian / bike path near the Notre Dame Campus. LFA was intricately involved in coordination of the Maintenance of Traffic for Notre Dame football weekends. LFA also managed and responded to public comments and responses during construction. N South Main Street to South Lafayette Boulevard Connector - City of South Bend, Indiana LFA studied the Erskine Development Area to determine a Preferred Alternative providing a connecting link between South Main Street to Ireland Road. The project involved traffic volume projections, signalized intersection engineering analysis, and co- ordination of redevelopment scenarios. The plans included arte- rial and collector streets, Right -of -Way design, utility design and coordination, street lighting, and four signalized intersections. Major design elements included interconnected storm sewers with detention and retention basins, balanced with horizontal and vertical constraints. This project entailed different types of property acquisition on 40 separate parcels, ranging, in owner- ship and use from private residential to commercial/retail to in- dustrial to City -owned.
