Due to unforseetl field conditions, remove concrete rubble„ broken brick and ocher building demolition debris that was discovered during the
building foundation excavation, On south half of building, replace with compacted aggregate fill material. On north side of building where
auncompacted fill was encountered, rccompact soils. Change the foundation forming system from "earth -formed" to "regular -formed" due to
the sloughing of the sides of the foundation excavations as per the attached The Robert Henry Corporation letter, the Weaver Consultants
Croup Soil Observations report, and Don Ritschard's email regarding VPA Unit Prices all dated November 15, 2018.
The original Contract Sum was $ 330 174.00
The net change by previously authorized Change Orders $ 18 780.00
The Contract Sum prior to this Change Order was 348 954.00
The Contract Sum will be increased by this Change Order in the amount of 38 936.00
The new Contract Sum including this Change Order will be 387,890.00
The Contract Time will be unchanged by Zero (0) days.
The new date of Substantial Completion will be 3/25/19

RE: VPA Maintenance Storage Building — Proposal for Replacement of Unsuitable Soils
Gentlemen,
The building foundation excavation started on November 131 and concrete rubble, broken brick and other
building demolition debris were discovered in the building area. Weaver Consultants Group was asked to
inspect and provide their findings. Under their direction, the extent of the debris and condition of the soils in
the building area were determined. The attached letter from Weaver Consultants summarizes the site
conditions and their recommendations. In accordance with these recommendations, we propose to replace
the unsuitable soils including the buried 6" concrete slab in the approximate south half of the building and
the two (2) south overhead door aprons with compacted aggregate fill material; and to change the foundation
forming system from "earth -formed" to "regular -formed" due to the sloughing of the sides of the excavations
during the compacting process of the new aggregate fill material in the south half of the building and the in -
place but loose soils in the north half of the building. The costs to perform this work are as follows:
Remove concrete rubble and other unsuitable materials: 337 CY @ $19.94/CY = .................. $ 6,720.00.
Furnish, place and compact suitable fill: 337 CY @ $29.34/CY =...................................... $ 9,888.00.
Break and remove buried 6" thick concrete slab under building: 187 SY @ $16.37/SY = .......... $ 3,061.00.
Furnish, place and compact suitable fill: 50 CY @ $29.34/CY =....................................... $ 1,467.00.
Labor for forming only of footings and grade beams: 2,040 SF @ $7.255/SF = ..................... $14,800.00.

As requested, we have visited the reference project on November 13 and 14, 2018 to observe the
soil conditions for the new VPA Storage Building. We have observed buried rubble and
unsuitable organic soil on the approximate south '/2 of the propose building area and relatively
clean suitable granular fill on the approximate north %2 of the proposed building area. We also
understand there is an existing concrete floor slab approximately 3 ft below the proposed floor
slab in some areas. "Test pits performed on November 14"' indicated the relatively clean granular
fill on the north half of the building extended to an approximate depth of 4 ft below the proposed
finish subgrade. Measurements with a static cone penetrometer at various elevations in the north
'/2 of the proposed building area indicate the fill and the natural soil conditions are suitable for
structural support pending additional compaction.
We understand the foundations are design for support of foundations using a 2,000 psf bearing
capacity. No deep soil boring were performed for the project, however based on previous
geotechnical explorations in the area and our observation of the natural granular soil conditions it
is our opinion the designed 2,000 psf bearing capacity is a reasonable assumption pending
additional compaction.
Based on our observations it is our opinion all rubble fill and unsuitable organic rubble fill
should be removed from within the proposed building area and replaced with suitable compacted
engineered fill. The buried concrete floor slab can remain in place provided it is flat and is
relatively in -tacked. However, all load bearing foundations should be placed beneath the existing
floor slab on suitable compacted subgrade soils.
Provided all load bearing foundations are placed on suitable compacted fill or compacted natural
soil conditions, it is our opinion the design bearing capacity of 2,000 psf is appropriate. We
recommend the subgrade soils and suitable fill material be compacted to 98% of a standard
proctor ASTM D698.
We understand the foundations were scheduled to be trenched using the existing soil as forms.

at the foundation subgrades trenched foundations are not feasible due to potential sloughing of
the granular soil during compaction. We understand the foundations will now be formed with
wood forms.
