City Engineer 3113 Riverside Drive South Bend, IN 46628 Subject: Bid Review and Certification Letter / Airport Annexation Area Sanitary Sewer Extension/#117-108 Dear Mr. Klosinski, We have reviewed the bid documents submitted by four Contractors — Woodruff & Sons, HRP Construction Inc., Indiana Earth and Selge Construction Company to City. All the three Contractors with the exception of Woodruff & Sons provided the appropriate documents required by the City. Woodruff & Sons submitted the original bid form instead of the revised bid form provided in Addendum No. 1. As a result, we have treated Woodruff s submission as having a serious flaw and considered it as unresponsive. Amongst the other three bidders, HRP Construction, Inc. provided the lowest, responsive and responsible bid and we recommend City to award the project to HRP.
