Background and Purpose The Wastewater Treatment Plant Secondary Treatment Improvements project is nearly complete. Once the project is complete, Public Works seeks to Stress Test the WWTP to better assess the hydraulic capacities and process improvements of the project. This Stress Test aligns with recommendations made during the Long Term Control Plan Re -Evaluation. The City will engage Arcadis U.S. to review the hydraulic improvements in comparison to the 2013 Facilities Plan to assist the City in determining both interim and long term planning for future flow conditions at the WWTP as required by the Consent Decree. This Stress Testing effort will focus on current conditions (48 MGD permitted, 77 MGD Peak), potential peak capacity (greater than 77 MGD) pending required disinfection upgrades, and 100 MGD through Secondary Treatment (future flow condition, Consent Decree). The review the WWTP hydraulics and biological processes after the recent upgrades is an important step in the understanding the impact of the improvements as it relates to the City's ability to more effectively treat wastewater. The improvements have already provided positive results with process improvements and the reduction of electrical costs. This evaluation will help the City develop its next phase in Capital Planning to meet Long Term Control Plan and Consent Decree goals. Amendment No.1 Arcadis will provide pilot testing (laboratory and full scale) of the Wastewater Treatment Plant Disinfection Facilities to determine the impact of reduced chlorine contact time and its effectiveness for killing microorganisms. Procedures and scope are defined in the attached Amendment No. 1. Arcadis will also provide cost estimation for select Facilities Plan projects necessary for hydraulic and process improvements as they relate to the Long Term Control Plan WWTP Upgrades. The funding sources for this study have been appropriated in the 2017 Wastewater Engineering Account (641-0630-793-31-02). [Arcadis], having its principal place of business at 630 Plaza Drive, Highlands Ranch, Colorado 80129 and having an office at 150 West Market Street, Suite 728, Indianapolis, Indiana 46204. Under the Agreement, Arcadis provides certain professional engineering services related to performing stress testing of the WWTP and develop optimization strategies to determine reliable peak flow capacity at the South Bend WWTP. Client and ARCADIS now desire to amend the Agreement to include the amended Services as described below. In consideration of the mutual promises in the Agreement, Client and Arcadis agree to amend the Agreement as the following: Schedule A-1, Scope of Amended Services. Schedule B-1, Compensation for Amended Services,. Other Provisions. Except as amended herein, all other provisions, terms and conditions in the Agreement shall remain in full force and effect. Execution Authority. This Amendment to the Agreement is a valid and authorized undertaking of Client and Arcadis. AMENDMENT No. 1 Schedule A-1 Scope of Amended Services and Related Matters ENGINEERING SERVICES BY ARCADIS Disinfection Pilot Testing: Arcadis will perform a disinfection pilot test to determine the effectiveness of using 10 to 15 minutes of chlorine contact time in the existing chlorine contact tanks to achieve current microorganism kill permit limits. One full scale and one small scale pilot test will be performed during typical dry weather flows, and one full scale and one small scale pilot test will be performed during typical wet weather flows. Arcadis will work closely with the City to coordinate the time and date of the pilot tests. Arcadis will develop a pilot testing protocol and review with City staff in a meeting via conference call and update the protocol to incorporate the City's input. Arcadis will provide the colorimeter, jar testing apparatus, sodium hypochlorite, sodium bisfulite, and other equipment necessary to perform the small scale pilot tests. Arcadis will summarize the results of the pilot testing in a brief memorandum. The goals of the disinfection pilot testing are: • Perform one full scale pilot test in the existing chlorine contact tanks using dry weather secondary effluent. • Perform one small scale desktop pilot test in the lab using dry weather secondary treatment effluent. • Perform one full scale pilot test in the existing chlorine contact tanks using wet weather secondary effluent. • Perform one small scale desktop pilot test in the lab using wet weather secondary treatment effluent. • Evaluate the effectiveness of less than 15 minutes of contact time in terms of (i) microorganism kill and (ii) chlorine concentration. Document the results for potential future use in discussions with IDEM. Meetings and Site Visits: Arcadis will participate in a meeting via conference call to coordinate the pilot test procedures with plant staff, as noted above. Pilot tests will be performed on site and will require two additional site visits. The full scale pilot test and the small scale pilot test during dry weather will be performed during an additional site visit. The full scale pilot test and the small scale pilot test during wet weather will be performed during an additional site visit. The pilot tests are scheduled to be performed during January or February 2019, before the 2019 disinfection season begins. Should the pilot test schedule extend beyond the anticipated date, additional visits may be necessary through a future amendment. Remaining WWTP Needs Costs. Develop costs for the remaining WWTP plant needs not already completed including Final Clarifier Nos. 1-3, aeration tank air piping replacement, and DAF replacement. Summarize needs in a table. INFORMATION PROVIDED BY CLIENT Client will provide the following information and assistance during the assignment: 1. Assistance to obtain the secondary treatment effluent sample for the small scale pilot test. 2. Coordinate dry weather and wet weather events and timing of pilot testing. 3. Isolate one chlorine contact tank for the full scale pilot tests and vary the chlorine dose. 4. Analyze E. coli samples (estimated total number of samples: 36). 5.
