McBride Committee Members Absent: None Other Council Present: Karen White, Tim Scott, Oliver Davis Other Council Absent: Jake Teshka, Regina Williams-Preston Others Present: Bianca Tirado, Graham Sparks, Bob Palmer, Gabriel Murei Presenters: Mike Danch, Aaron Perri Agenda: Bill No. 57-18- Alley Vacation- First/West Alley from Lawrence Street to North/South Alley between Corby Street and Howard Street Bill No. 58-18-Alley Vacation- Sampson Street between Randolph St. and East/West Alley Committee Chair John Voorde called to order the Public Works and Property Vacation Committee meeting at 4:33 p.m. He introduced members of the Committee and proceeded to give the floor to the presenters. Bill No. 57-18-Alley Vacation- First/West Al1eN from Lawrence Street to North/South Alley between Corby Street and Howard Street Mike Danch, Danch, Harner & Associates with offices located at 1643 Commerce Drive, South Bend, IN, stated, This is an east/west alley between Corby and Howard Street. We are asking it to be vacated. It is close to the same project we did townhomes on. It is just to the north of that but we would like to do some additional residential development and in order to do that I'm asking to vacate that east/west alley. It is one hundred and fifty-eight(158)feet long. That is all we are trying to do so we can redistribute the property. Committee Chair Voorde opened the floor to questions from Committee and Council Members. Committee Chair Voorde asked, And the Board of Public Works approved this? Mr. Danch replied, Yeah, the Board of Public Works approved everything and the petitioner actually owns the property on both sides. Committeemember Gavin Ferlic asked, Did anyone use that alley on a regular basis? Councilmember Oliver Davis left the meeting at 4:34 p.m. Mr. Danch replied, No, it didn't look like it. The property owner owns both sides of it right now so they may have used it. We were going to actually pave it at one (1) point but because we're now going to use some additional residential development, that hasn't been approved yet, as of now. Committee Chair Voorde then opened the floor to members of the public wishing to speak in favor of or in opposition to this legislation. There were none. He then turned the floor back to the Committee for further comment or main motion. Councilmember Oliver Davis arrived at the meeting at 4:35 p.m. Committeemember Ferlic made a motion to send Bill No. 57-18 to the full Council with a favorable recommendation. Committeemember Jo M. Broden seconded this motion which carried by a voice vote of four(4) ayes. Bill No. 58-18- Alley Vacation- Sampson Street between Randolph St. and East/West Alley Aaron Perri, Executive Director of Venues, Parks & Arts with offices located at 301 S. St. Louis Boulevard, stated, Randolph Park is in the third (3rd) district and I think has been toured recently. We talked about plans for this park and I think I presented these once before, as well. Part of this involves taking the two (2) halves of Randolph Park that are bisected by Sampson Street and joining them by vacating Sampson Street from Randolph Street (referencing a slide in a presentation which is available in the City Clerk's Office). Part of the My SB Parks & Trails Initiative was to address some of the areas that are underserved by the Parks System. In some instances we identified new park properties. This neighborhood is very dense and as you can tell, there really is nowhere to put additional property. But we look at Randolph Park and it is actually considered a mini park. We want to graduate it to a full park. That would involve vacating this portion of Sampson Street.There would be a pavilion in the middle,new sidewalks and playground and basketball courts. We are also exploring the retention basin for some kind of active recreation field. We will talk about that at another time. What we are asking for you to approve has already been approved by Public Works. Committee Chair Voorde opened the floor to questions from Committee and Council Members. Councilmember Karen White asked, On the cover sheet, it was mentioned that the Streets Department and Engineering revised their previous unfavorable recommendation, can you share what brought that about and what their concerns were? Mr. Perri replied, I think the initial paperwork got advanced before we even had conversations. When they saw it without the discussions they really needed to talk through it so they gave an unfavorable recommendation. Councilmember Tim Scott asked, Was this an outcome of the bus tours we had? Mr. Perri replied, Yes, it was definitely brought up as part of that. We had this in the works and that really advanced this project. It moved it up higher on the list. Committeemember Broden asked, So the dead-end hill, where is that? Mr. Pen-i replied, Sampson Street is actually on a decline. It is a little steep so actually, by doing this,it will make a safer park quite frankly. I don't know how it will be designed at the end but the only guy who uses this will now have his own private driveway of sorts. Committee Chair Voorde asked, Who owns that other green patch(referencing a picture in a slide of the presentation) up there? Mr. Perri replied, That is commercial property and I don't know the owner off the top of my head. Committeemember Broden then asked, And what about parking for this? Mr. Perri replied, I'm not sure where they park. It is a neighborhood park. I don't think people were parking on Sampson. I've seen parking on Randolph. Committeemember Broden stated, For the record, I'm all for the retention pond being converted to park space. Councilmember White asked, Is that the Monster House there? I don't know if someone is living there but there were some concerns brought up about that. Mr. Pen-i replied, Yeah I think we should approach the resident to see what we can do. Committee Chair Voorde then opened the floor to members of the public wishing to speak in favor of or in opposition to the legislation. There were none. He then turned the floor back to the 1 Committee for further comment or main motion. Committeemember Ferlic made a motion to send Bill No. 58-18 to the full Council with a favorable recommendation. Committeemember Jo M. Broden seconded this motion which carried by a voice vote of four(4) ayes.
