Agenda: Bill No 15 -12 — Changes in Regulations for Alternative Fuels
Committee Chair Dr. David Varner with full Committee and Council present began the
hearing on Bill No. 15 -12 by calling upon co- sponsors Henry Davis and Oliver Davis for
the presentation.
The bill is designed they explained to encourage the City's use of alternative fuels to both
lower fuel costs and lower emission levels resulting in cleaner air. Their explanation
touched upon modeling "best practices: of other communities as well as an array of
grants for "green" initiatives from state and federal government. Supplementing the cost
savings rationale was a chart of potential savings for the City through 2023. (Hand out on
file in the Office of the City Clerk.) Oliver Davis spoke of TRANSPO's interest in
alternative fuels while Henry cited other city's successful experiences.
During Council Q and A, Valerie Schey wondered about up from implementation costs.
Gavin Ferlic advised coordination with the city energy manager, Jon Burke. Dr. Ferlic
suggested working with local colleges and urged caution in light of high costs of
conversion. Tim Scott urged further researching "best practices."
During the public portion, Gary Gilot said the city has long studied the viability of using
alternative fuels; but had been stymied by high capital start-up charges. Perhaps a federal
grant could be pursued to offset the costs countered Henry Davis.
The Davis' in summary reminded the Council that the bill does not commit the City to
alternative fuel use. The bill only encourages investigation and foes require semi annual
reports from the City outlining their efforts.
On that Oliver Davis moved the bill be forwarded favorably. Valerie Schey seconded
and all affirmed.
Under miscellaneous Oliver Davis asked that the fire chief report the status of the plan
for a new station #5. He also asked for an update from Public Works on the pavement
problems on W. Ewing Avenue.
There being no further business to come before the committee at this time, Chairperson
Dr. David Varner adjourned the meeting at 3:57 p.m.
