Board members discussed the following items from that list.

Police Chief Bor_ kips submitted all additional promotion in the Police Department to the
agenda.
- Re- structurin11 of the Police Department
Mr. Bodnar noted that there was no action required by the Board other than to accept Chief
Bo,, kips re structuring of the Police Department. Chief Bo\ kills stated that the rest ucrurinu
did not eliminate au\ services; thcv iust tell under difl-ereut divisions and different Chief's.
- Promotions - Police Department
Mt. Bodnar noted that the two promotions in the Police Department are in the; three highest
tanks, so they do not require any Board action other than to accept them. These positions are
in the authority of th y
e Maor and the Police Chiefs approval.
- Declaration of Retirement - hire Department
Mr. Bodnar made note of an error in the date of the retirement in the letter from Fire Chief
Buc.hanon. the letter states that Pump Engineer Larry Lekarczyl:'s cffecti�c date of
retirement vv °as December 8, 2007, when in fact it should state Janual-v 8, 2008. Assistant
Chief Lopez stated that En-ineer LekarczvK had originally- planned on taking the DROP
program and retirnu, a veau ago, but decided he would hcarcfit by vN aitima one V ear, arid chose
to retire this veal Assistar11 Chief Lopez noted that tile-, are only given one opportittim to
take part in the program. T'he program v,,as originally designed for one sear. but the Tire
Department has continued to renew it.
- Monthh and Annual Statistics Fire Department
Assistant Chief Lopez rioted the decline in arsons in December and stated that lie feels the
v%cather is partly responsible for the down v °aid bend.

Chief Darrel Bo�kins submitted to the Board a letter with a dia�uram attached showing the
restructurim, ofthe South Band Police Department. Chief Boykins stated he has placed the Bomb

Squad and Crime Prevention under the Uniform Division. Under the Services Division, be has
placed Training and Planning.. and tinder the Investigative Division, Crime Stoppers and the

Chief Bovkins noted that none of these changes veiII change the number of sworn police. officers.

Ina letter to the Board, Chief Boykins recommended that Di vision Chief Gary Horvath be moped to
the Services Division effective January 23, 2003. Chief Bovkins stated in his letter, that tbrOU(Ilt the
restructuring ofthe Department, there trill no Ion7acr ba a Community Relations Chief. The transfer
\\ as acknovtledged by the Board.

In a letter to the Board, Chid Bovkins recommnended that Sergeant Geoff Fortzs be promoted
perinanentiv to the rank of Lieutenant eileetive Febnrary 19, 2003. Chief Bovkins stated in his letter
that Sergeant Forizs vN as placed in a special assignment as a Lieutenant in the Uniform Division on
February 19. 2007. His superN isor. Captain James Andrews, made an c\ ahaation oftbe progress of
Sergeant Forizs. and recommended permanent promotion based on his progress. l�pon a motion
made by Mr. Cottrell, seconded bY Mr. Reed and carried. the recommended permanent promotion
was approved.

In a Iettcr to the Board, Chief Boy kins recommended that Captain Jeffer} Walters be promoted to (lie
rant: of Division Chief of the Uniform Division effective January 14, 2005. In his letter Chief
Bovkins stated that Captain Walters was sworn on the Department on September 16, 1957, and has
been a member o Cthe S ' -� 1' team. Tlie recommended promotion was acknovv lodged by the Board.

promotion.

noted by urpery -isors or citizens from both a processional last entorccment position and in support of
the commnunitN policing efforts «ith citizens of South Bend. Captain Jelirel Walters noted in his
Officer's Report thatthese officers N\ ere instrumcmat in apprehending a dangerous suspect involved
in a possible sexual hatter labduction and robbery of the Fun Tan Salon. When these officers
responded to a silent alarm at the husittess, it appeared to be closed, however the 01,icers felt
somethinu amiss. Due to theirprompt tactical rosponse two Icmale emplocccs wwc rescued
ti-ont possible abduction and sexual battery, and a criminal prc�iousl� comictcd of rape and
