The meeting was called to order at 3:32 p.m. by South Bend Common Council Member at Large Member Gavin Ferlic. Mr. Ferlic asked that everyone introduce themselves and to please sign in. Attendees included: City Council Attorney Kathy Cekanski - Farrand, City Council Members Karen White and Tim Scott, University of Notre Dame Representatives Tim Sexton, Jeff Shoup, Mike Seamon, Student Body Vice - President Brett Rocheleau, Campus Housing Manager Patrick Kulisek, Holy Cross College Representative Dan Cochran, Indiana University Medical School Representative Gail. Mancini, Ivy Tech Representative Tracie Davis, Robinson Center Adult Program Coordinator Marguerite Taylor, AmeriCorps Staff Member Luella Webster, Mark Kramer of Kramer Properties, Alcoholic Beverage Board Representative, Mike Carrington, South Bend Police Uniform Division Chief Jeff Walters, St. Joseph County Police Representatives Michael Grzegorek, and Attorney Eric Tamashasky, Attorney Richard Nussbaum, Notre Dame Graduate John Deckert, City of South Bend Employees, Assistant City Attorney Ann -Carol Nash, Paralegal Pamela Paluszewski, ADT Representatives, Linda Sokol and Tom Szekendi, South Bend Tribune Reporter Margaret Fosmoe and Marisa Tati from The Observer. The committee agreed to vote Assistant City Attorney Ann -Carol Nash in as Secretary. Gavin Ferlic asked the committee for updates, particularly relating to the grandfathered properties that may be used for student housing. Tim Sexton stated that they have joined with Cathy Toppel and Kathy Cekanski - Farrand to collaborate on the updating of the properties. Mike Carrington inquired if some of the areas are zoned for multiple - person housing and some for family housing. Kathy Cektanski - Farrand stated that Area Plan should have maps relating to housing. Mark Kramer added that there are sometimes certain exemptions too. Patrick Kulisek stated that wwwrentndu.com was not a Notre Dame affiliated site. It used to be a student initiative but it is no longer and Notre Dame is looking at getting the website name removed. HOLY CROSS Holy Cross Representative Dan Cochran stated that he had no updates. NOTRE DAME Brett Rocheleau stated that Communiversity Day was a great success. Tim Sexton stated that they were excited that the university had a new collaboration with St. Joseph County Council and particularly St. Pat's Park. There are plans for 3 buildings and ponds that students will use for research. Phase I will begin on May 21, 2012 with a groundbreaking. INDIANA UNIVERISTY MEDICAL SCHOOL Gail Mancini stated that lots of good things were going on at the medical school especially with cancer research. IVY TECH Tracie Davis stated that May 4th is graduation. Also there an event titled "Leveling the Playing Field" with Congressman Joe Donnelly scheduled. Tim Sexton complimented their culinary arts students for their recent dinner which was great. NEIGHBORHOODS Marguerite Taylor stated that the Blue -Gold game on April 21, 2012, in the Colfax Avenue area was tolerable. The noise was gone by 11 p.m., and the litter was cleaned up promptly. Mark Kramer stated that car break -ins were up in the last couple of weeks, especially during the Blue -Gold game time. In addition, there were 4 larcenies as well. Sheriff Grzegorek and ND Student Body Vice President Brett Rocheleau stated that empty boxes from electronics and other types of larger purchases should not be put out by the trash. Mark Kramer inquired of SBPD Uniform Division Chief Jeff Walters if they could have a neighborhood watch within a complex. Officer Jeff Walters said yes and that they should get a captain. Alcoholic Beverage Board Member Mike Carrington reminded everyone that in summer time there are often big parties and to keep in mind that local police and excise police will be on patrol. Sheriff Grzegorek stated that he plans to meet with student governments to make sure that students know the laws about drinking. Mike Carrington stated that often at "student bars" where students use often fake ID's, the establishment can be brought up before the Alcoholic Beverage Board and fined up to $1000. He encouraged students to be safe and cooperative. He also stated that the Alcoholic Beverage Commission meets every 4th Wednesday morning of the month in the Council Chambers informal meeting room. Sheriff Grzegorek stated that there has been a lot of noise in the Eddy Street Commons area. He knows of a police officer who lives in the apartments. One bar in particular, Brothers Bar is loud and wakes the residents. The bar's owners have met with the City and police to address the issue. They have an outside seating area and music can be 2 loud. Assistant City Attorney Ann -Carol Nash stated that Brothers is currently trying to address the problem. Their restaurant license could be in jeopardy as well. The problem mostly seems to be at the time of night when the bar is closing down and all the patrons are leaving for the night. Sheriff Grzegorek stated that Brothers Bars are a chain and most of them are located in stand alone buildings rather than in a complex. SBPD Uniform Division Chief Walters stated that he was pleased with the relationship and communication that has developed with the local universities. Ann -Carol Nash praised Heidi Prescott's article about attracting young adults to the City. Gavin Ferlic would like more information from students as to what do they need to live, work and play in the in the downtown area, and, what do we need to do to keep them living in the area. Mike Carrington stated that they needed safety for one thing. Gavin Ferlic and Tim Sexton would like to see a survey of students from 20 — 30 years old, and find out what attracts them to stay. Luella Webster thanked the South Bend Police Department for their good work at Howard and St. Louis. There were kids trying to cross the street to the park and vehicles were speeding and not yielding to them. She stated that 3 police officers were assigned to that corner and 11 vehicles were given citations. May 18th, 19th and 20th is the graduation weekend for Notre Dame and St. Mary's. There will a lot of attendees for the graduation and within the city, as there is an average of 8.5 tickets for each grad. Tom Szekendi of ADT Security Systems introduced himself and stated that he would be happy to help with the security of student residences. The next meeting will be when the students return to school for the fall. The fall meetings will focus on housing strategy, surveying the students, perspective of the summer and mentoring. The next meeting is scheduled for Wednesday, August 15, 2012 at 3:30 p.m. at the IU School of Medicine's Harper Hall Multipurpose Room located on the eastern side of the campus.
