Attached is a proposal from Hull & Associates for installation of permanent monitoring wells in
Ignition Park, Soil Gas Sampling, Groundwater Sampling and preparation of a Remediation Work
Plan for the Indiana Voluntary Remediation Program (VRP). Last month you approved a proposal
for groundwater sampling in the former Studebaker Area north of Sample Street. This area, now
known as Ignition Park, is enrolled in the Indiana Department of Environmental Management's
Voluntary Remediation Program (VRP). The sampling under that proposal has been completed and
it is now time to install permanent monitoring wells for sampling both now and over the next few
years in conjunction with the remediation that will be proposed in the Remediation Work Plan. This
Remediation Work Plan needs to be submitted to the Indiana Department of Environmental
Management by June 30`"
The staff recommendation is to approve the proposal from Hull & Associates in the amount of
$128,469.00. This will allow us to move forward with the installation of the permanent monitoring
wells, complete the next round of sampling and prepare the Remediation Work Plan to IDEM by the
June 30 deadline.

Dear Ms. Kolata:
Hull & Associates, Inca (Hull) is pleased to present the City of South Bend Redevelopment
Commission (Client) the following proposal to provide professional engineering services for the
above referenced project. The purpose of this document is to establish the Scope of Work as
we understand it and to provide a fee schedule for the project.
The Site, known as Ignition Park, and formerly known as the Studebaker Complex, is enrolled in
the Indiana Department of Environmental Management (IDEM) Voluntary Remediation Program
(VRP). As impacts to groundwater were previously identified, but since no previously - installed
monitoring wells remain following demolition activities, installation of a permanent monitoring
well network to evaluate groundwater is necessary prior to completion of a Remediation Work
Plan, which is a necessary milestone of the VRP toward closure of the Site.
Task 1 Monitoring Well Installation
Hull will install monitoring wells at up to ten (10) nested well locations at or in the vicinity of the
previous temporary sampling locations (installed in April 2012) shown on Figure 1, as discussed
below.
In general, our proposed approach entails installing permanent monitoring wells to evaluate the
vertical and horizontal extent of chlorinated volatile organic compounds (VOCs) across the Site.
The nested wells will be installed at a deep interval (roughly 40 to 50 feet below ground surface
(bgs)); an intermediate interval (roughly 30 to 40 feet bgs); and a shallow interval (roughly 20 to
30 feet bgs) at each location. Certain locations may only require the installation of wells to the
shallow and intermediate intervals, and other locations may require that the deeper interval be
installed to depths roughly ranging between 50 and 60 feet bgs (especially in the south -
southwest portion of the site to evaluate a potential off -site source). The locations will be
determined during a forthcoming meeting with you and /or Mr. Jitin Kain at the Site to evaluate
the status of current construction activities, and may be adjusted slightly in the field based on
field observations such as utility locations, etc.

Hull will work with the drilling subcontractor and the appropriate City and St. Joseph County
authorities to arrange for access for the work and to clear utilities and to prepare appropriate
permits for drilling in the right -of -way. Drill cuttings and sample purge and decontamination
water will be containerized and placed at a location designated by the City.
Monitoring wells will be constructed of Schedule 40 PVC slotted screens and risers. Once the
targeted depth has been reached, the well column will be slowly lowered to the base of the
borehole. A clean silica quartz sand filter pack will be placed around the screen and will extend
no more than two feet above the top of the screen. Sodium bentonite chips or pellets will then
be placed on top of the sand pack. Above the chips or pellets, a thick bentonite slurry will be
pumped into the annular space using a tremie pipe to a depth of approximately three feet below
ground surface. The remaining three feet will be filled with concrete to anchor an above - ground
(i.e., "stick -up ") protective casing (please note that these above - ground protective casings may
be removed and replaced with flush -mount manhole covers if desired by the City in the future).
Monitoring wells will be developed following installation to remove fines that may have entered
the well screen or filter pack during installation. Well development activities will continue until
pH, temperature, and conductivity have stabilized for three consecutive well volumes, or until
five well volumes have been removed, whichever is greater. Development waters will be
collected and stored in a DOT approved 55- gallon drum.
Task 2 Soil Vapor Probe Installation
The recent temporary groundwater sampling completed in April 2012 identified that groundwater
exhibiting concentrations of chlorinated VOCs at concentrations exceeding groundwater to
indoor air screening levels is leaving the Site at the northeastern boundary along Sample and
Franklin Streets. To evaluate the necessity of installing monitoring wells off -Site, under the
assumption that the groundwater to indoor air exposure pathway will likely drive any remedial
and /or monitoring approach recommended in the forthcoming RWP, Hull recommends sampling
soil gas above groundwater along Sample and Franklin Streets to evaluate whether any existing
or future groundwater to indoor air exposure pathway is potentially complete.
A total of eight soil gas samples, two from each of four locations, will be collected from points
located generally along the rights -of -way of Sample and Franklin Streets in the northeast portion
of the Site. The samples will be collected at approximate depths of six feet below ground
surface (bgs) and 14 feet bgs, which is approximately four to six feet above the uppermost
saturated unit at the Site. Soil gas sampling will not be conducted within 48 hours of a
significant precipitation event ( >0.1 inches).
The soil gas sampling point installation will be performed using a direct push drilling unit (i.e.,
GeoprobeTM unit). Soil borings will be logged continuously to a depth of approximately 14 feet
at each location and screened with a photoionization detector (PID) during installation. Soil
cuttings, acetate liners, gloves, etc. will be containerized in a drum onsite.

After logging, a small diameter stainless steel screen of approximately 12 inches in length,
connected to a piece of flexible tubing of sufficient length to extend above ground surface and
allow for sample collection, will be emplaced in the borehole. The borehole surrounding the
screen will be filled with appropriately sized sand pack to a depth of six to 12 inches above the
top of the screen. A hydrated bentonite seal will be placed above the sand pack. A second
shallow sampling point will be similarly installed to a depth of approximately six feet at each
sampling location. The locations will be sampled concurrently with the newly - installed
monitoring wells as proposed below.
Task 3 Groundwater and Soil Gas Sampling Event
Groundwater samples will be collected from all newly installed monitoring wells and submitted to
the laboratory for VOC analysis using U.S. EPA Method 8260.
Prior to sampling, the monitoring wells will be purged until pH, temperature, and conductivity
measurements have stabilized, or until three well volumes have been removed, whichever is
greater. Following purging, groundwater will be collected using low -flow methods and
transferred to laboratory- preserved sample containers at rate of less than 100 ml /min and
placed on ice in a cooler.
Duplicate samples will be collected at randomly selected monitoring well locations.
Field /equipment blanks will also be collected and submitted along with a trip blank for analysis
as part of QA/QC of field procedures. Purge and decontamination waters will be collected and
stored in U.S. DOT - approved 55- gallon drums. As described above, drill cuttings, excess
samples, purge water and decontamination water will be drummed and staged at a location
acceptable to the Client.
Costs to remove, transport, and dispose of approximately 100 55- gallon drums of containerized
groundwater and drill cuttings (which are presumed to be non - hazardous) are included in this
task.
Approximately 24 to 48 hours following installation of the soil vapor probes, each sampling port
will be purged in accordance with IDEM's Draft Vapor Intrusion Pilot Program Guidance, and a
sample will be collected via vacuum through a time - weighted flow regulator into a 6 -L stainless
steel Summa canister. One duplicate will also be collected. The sealed soil gas samples will be
analyzed for volatile organic compounds (VOCs) by EPA Method TO -15. For the purposes of
this cost estimate, it is assumed that the soil will be disposed of as a non - hazardous waste.
Task 4 Remediation Work Plan Preparation
The RWP that was submitted to IDEM in April 2004 will be revised to include additional
narratives that describe all past environmental sampling programs completed at the Site. In
addition, this revised RWP will include a description and analytical results of the impacted soil
areas discovered during demolition activities throughout the former Studebaker Complex.
Furthermore, references to groundwater (previously removed when groundwater was to be
remediated through a separate VRP number in conjunction with other areas within the City) will
be reincorporated into the RWP. To the extent possible, the revised RWP will include copies of
analytical reports, summary tables, and location plans for historical soils investigations. Note

that there may be inaccuracies in historical sampling locations, as presented on the maps, due
to a lack of survey data and /or detailed historical site plans. Hull envisions that multiple figures
will need to be prepared to clearly show the previous sampling locations and analytical
summaries.
Hull will revisit and update as necessary the draft health and safety plans, quality assurance
project plans and the community relations plans that were submitted in April 2003 into a single
set of project documents that will be inclusive of all anticipated activities associated with the
general remediation approaches for soil and groundwater.
A minimum of two hard copies and four electronic (PDF on compact disc) copies of the final
deliverables will be prepared and submitted to the City and the IDEM VRP Project Manager for
the Site.
SCHEDULE
Hull has tentatively scheduled the monitoring well installation to begin the week of May 14,
2012, subject to the Redevelopment Commission's approval of this proposal. Permanent
monitoring well installation and development will likely require up to three weeks to complete.
Assuming groundwater sampling and soil gas sampling are completed immediately thereafter,
we anticipate all drilling and sampling activities will be completed by June 8, 2012. This
schedule will allow for completion of the RWP by late June in accordance with the June 30,
2012 deadline you have agreed to with Mr. Jeffrey Kavanaugh of IDEM.
COMPENSATION
A breakdown of costs is attached as Table 1. The fees have been developed based on our
estimate of hours for each labor category expected to be involved in the project. The project will
be billed on a four -week basis with payment due to Hull within thirty days after receipt of an
invoice.
ADDITIONAL WORK
Additional work beyond the Scope of Work defined herein shall not be performed until such time
as an amendment to this proposal, including the scope of the additional work and associated
costs, has been prepared in writing to address the additional work and said amendment has
been approved by the Client in writing.
Specific items not within the Scope of Work on this project include, but are not limited to the
following:
Installation of more than ten (10) nested well locations at the Site;
2. Installation of more than eight (8) soil vapor probes at the Site;
3. Collection of more than nine (9) soil gas samples to be analyzed for VOCs in
accordance with U.S. EPA Method TO -15;
4. Collection of more than 60 soil samples (including QA/QC samples) to be

analyzed for VOCs in accordance with U.S. EPA Method 8260;
5. collection of more than 60 groundwater samples (including QA/QC samples) to
be analyzed for VOCs in accordance with U.S. EPA Method 8260;
6. disposal of groundwater that is determined to be hazardous; and
7. communication with regulatory agencies regarding the Site.
No amendment to this proposal shall be required in situations where additional work may be
necessary, as a result of unanticipated or unidentified conditions including, but not limited to, the
presence of unidentified or mislocated buried utilities, structures, or objects and unanticipated
hazardous materials and /or hazardous or dangerous circumstances, to complete previously
identified tasks. Hull shall be compensated for the actual time spent performing this additional
work and other direct expenses and subcontractor fees at the billing rates outlined in Table 2.
STANDARD OF CARE AND LIMITATIONS
Hull shall perform its services using that degree of care and skill ordinarily exercised under
similar conditions by reputable members of its profession practicing in the same or similar
locality at the time of service. No other warranty, expressed or implied, is made or intended by
our proposal or by our oral or written reports. The work will not attempt to evaluate past or
present compliance with federal, state, or local environmental or land use laws or regulations.
Conclusions presented by Hull regarding the Site to be investigated shall be consistent with the
Scope of Work, level of effort specified, and investigative techniques employed. Reports,
opinions, letters and other documents will not evaluate the presence or absence of any
compound or parameter not specifically analyzed and reported. The presence of radiation,
radon, lead, electromagnetic fields, and indoor air pollution will not be investigated, unless
specifically stated in the scope of work. Hull makes no guarantees regarding the completeness
or accuracy of any information obtained from public or private files or information provided by
subcontractors.

preparing for such meetings, project coordination time, design activities, field and office
investigations, and travel time when job - related.
2. If personal vehicles are utilized, travel mileage is billed at the federal mileage reimbursement rate.
If company -owned vehicles are utilized, rental rates of $75 /day, $300 /week, or $1,000 /month are
used in lieu of travel mileage. If rental vehicles are utilized, the actual cost of the rental and
gasoline will be billed directly with no mark -up.
