Additional funding for project completion

On February 19, 2010, the Commission approved funding of $1.5 million for a new South
Bend Animal Care & Control Shelter at 521 Eclipse Place. When bids were received, the
project came in much above that amount, and it was apparent additional funding was
required.
On August 9, 2011, the Commission approved $400,000 in additional funding, which
allowed the project to be awarded to the low bidder. This funding allowed the project to
move forward, but left no budget contingency.
As construction progressed, five items were discovered that need to be addressed. They
are:
• contaminated soils were found (removal cost $10,000)
• skim coat original wood floor to make it level ($12,000)
• fiber optic line to the building ($11,000)
• design modification requires a new water heater ($1,800)
• night drop off area cages ($2,240)
To address these items and complete the project, $43,000 in additional funding is needed.
This allows approximately $6,000 in additional funds in case another item is discovered.
Staff requests Commission approval of an additional $43,000, to complete this important
project for the care and control of the animal population in South Bend.
