AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA
APPROPRIATING $100,000 WITHIN THE U.D.A.G. FUND (FUND 410) OF THE
DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT FOR THE PURPOSE
OF PROVIDING PREDEVELOPMENT COSTS FOR POTENTIAL DEVELOPMENT
PROJECTS WITHIN THE CITY OF SOUTH BEND
Statement of Purpose and Intent:
In order to assure the efficient and timely utilization of Urban Development Action
Grant Reimbursement Funds and to further the implementation of the redevelopment plans
within the City, certain appropriations are necessary.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South
Bend, Indiana, as follows:
SECTION I. The sum of $100,000 is hereby appropriated within Urban Development
Action Grant (UDAG) Fund 410 to pay predevelopment costs for existent and potential
development projects within the City of South Bend in calendar year 2008.
SECTION II. This Ordinance shall be in full force and effect from and after its passage
by the Common Council and approval by the Mayor.

The attached bill for your consideration and approval will appropriate $100,000 of Urban
Development Action Grant reimbursement funds for Predevelopment costs for pending
development projects within the City. As we have discussed previously, predevelopment
costs include items such as: market studies, appraisals, preliminary site plans, surveys, title
work, environmental studies, etc. which are necessary to determine the feasibility of a project
and determine whether it can/should proceed. In addition, this year we have a need to use
predevelopment funds to acquire right of way for two road projects, including Douglas Road
and the Napoleon Street extension. Total right of way acquisition costs are expected to be in
the $40,000 to $50,000 range.
