Attached is a proposal from Hull & Associates for groundwater sampling in the former Studebaker
Area north of Sample Street. This area, now known as Ignition Park, is enrolled in the Indiana
Department of Environmental Management's Voluntary Remediation Program (VRP). Now that all
previous structures have been removed, we need to submit a Remediation Work Plan to VRP by the
end of June. This Work Plan will describe the environmental conditions at the site and our proposed
remediation plan. Some environmental remediation and soil sampling has taken place as buildings
have been demolished. However the groundwater has not been sampled in a number of years. This
proposal covers the sampling of the groundwater using temporary sampling techniques. Once
sampling results are received, Hull may propose the installation of permanent groundwater
monitoring wells. This would be covered by a separate proposal from Hull.
The staff recommendation is to approve the proposal from Hull & Associates in the amount of
$56,702.00. This will allow us to move forward with the groundwater sampling in order to submit
our Remediation Work Plan to IDEM by the June 30 deadline.

RE: Proposal to Conduct On -Site Temporary Groundwater at Ignition Park (the Former
Studebaker Manufacturing Complex), South Bend, Indiana (the Site); SB1067.400.0001.
Dear Ms. Kolata:
Hull & Associates, Inc. (Hull) is pleased to present the City of South Bend (Client) the following
proposal to provide professional engineering services for the above referenced project. The
purpose of this document is to establish the Scope of Work as we understand it and to provide a
fee schedule for the project.
The Site, known as Ignition Park, and formerly known as the Studebaker manufacturing
complex, is enrolled in the Indiana Department of Environmental Management (IDEM) Voluntary
Remediation Program (VRP) as VRP Site #6020803. As groundwater has not been sampled
from portions of the Site since 2006 (and from the majority of the Site since 2003, updated on-
Site delineation of chemicals of concern (COCs) in groundwater is necessary prior to installation
of a permanent monitoring well network, and prior to preparation of a Remediation Work Plan
(RWP), which is a necessary milestone of the VRP toward closure of the Site. Hull understands
that a comprehensive RWP addressing impacts to soil and groundwater beneath, and
downgradient of, the Site is due June 30, 2012. The Scope of Work as proposed herein will be
implemented quickly to allow for subsequent tasks to be completed timely towards completion of
the RWP by June 30, 2012.
Task 1 Groundwater Sampling Event
Hull will install temporary groundwater sampling points at or in the vicinity of the sampling
locations shown on Figure 1, as discussed below. The proposed sampling points correspond to
areas where prior or known existing impacts to soil and /or groundwater have been identified
during the various stages of assessment, remediation, and demolition activities that have been
completed at the Site. Note that the sampling locations may be adjusted based on conditions
encountered in the field such as access to rights -of -way, other ongoing construction activities,
utilities, etc.

Petrie to survey and stake the locations of the prior or known existing impact locations. The
staked locations will serve as the primary basis for locating the installed sampling points; final
locations will be subject to relocation in the field as discussed above. Following staking of these
points, the Indiana Utility Plant Protection Service (IUPPS) one -call number will be contacted to
mark the location of known utilities in the vicinity of the proposed sampling locations.
In general, our proposed approach entails defining the horizontal and vertical extent of various
chemicals of concern (COCs) in the vicinity of prior or known existing areas of environmental
impacts to soil and /or groundwater at the Site. COCs to be investigated include volatile organic
compounds (VOCs), semi - volatile organic compounds (SVOCs), U.S. EPA Resource
Conservation and Recovery Act (RCRA) metals (both total and dissolved), and polychlorinated
biphenyls (PCBs). Not all COCs will be analyzed for at each sampling location, and the
sampling scheme is based on the history of use or current or prior presence of these COCs at
each location.
This task will begin with the advancement of temporary screens using direct -push technologies
(e.g., a ST -15 Hydropunch) to a shallow depth (i.e., 26 to 30 feet below ground surface (bgs)),
an intermediate depth of approximately 35 to 39 feet bgs, and a deeper depth of approximately
45 to 49 feet bgs at each of thirteen (13) locations. At approximately eight (8) additional
locations, temporary screens will be advanced to the shallow and intermediate depths only. As
stated above, the locations may be adjusted slightly in the field based on field observations such
as utility locations, etc.
If necessary, Hull will work with the drilling subcontractor and the appropriate City and St.
Joseph County authorities to arrange for access for the work and to clear utilities and to prepare
appropriate permits for drilling in the right -of -way. Drill cuttings and sample purge and
decontamination water will be containerized and placed on -Site at a location designated by the
City.
At each location where groundwater sampling is to be conducted, the borehole will initially be
advanced to the deeper depth (i.e., between approximately 45 and 49 feet bgs), at which point
the outer casing of the sampling system will be withdrawn to expose a four foot long stainless
steel wire wrapped screen. Once the screen is exposed, Hull will measure the static water level
and lower a decontaminated Waterra foot -valve sampling pump or peristaltic pump to purge the
equivalent of five well volumes of water to develop the aquifer surrounding the screen.
Following extraction of each well volume, Hull will measure pH, temperature and conductivity to
demonstrate that representative groundwater is being sampled. In addition, Hull's
representative will note if there is a visible sheen on the extracted water. After development, the
temporary well will be allowed rest for approximately 20 minutes prior to sample collection.
Following purging, Hull will collect groundwater samples that will be pumped through the
Waterra or bladder pump tubing at a flow rate of less than 100 ml /min. Samples will be
transferred directly into laboratory- preserved sample containers and placed on ice in a cooler.
Following collection of each sample, Hull will retrieve and decontaminate the Waterra foot -valve
pump by washing it with Alconox and water and rinsing it with deionized water. In addition, the
sample tubing will be replaced between each sampling interval.
The groundwater samples in the shallow and intermediate portions of the aquifer will be
collected by withdrawing the screen to the appropriate depth and purging and collecting a
groundwater sample as described above. The process for purging and collecting the shallow

and intermediate groundwater samples will then be completed as described above. Between
each of the sampling locations, the drilling rods and well screen will be decontaminated by
washing with Alconox and water solution and rinsing with deionized water.
The following sample quantities (including trip blanks, matrix spike /matrix spike duplicates,
duplicates, and field blanks) and laboratory analyses are proposed:
1. Up to 105 samples for VOCs in accordance with U.S. EPA Method 8260;
2. Up to 27 samples for SVOCs in accordance with U.S. EPA Method 8270/8270 SIM;
3. Up to 23 samples for total RCRA metals in accordance with U.S. EPA Method
6010/7470;
4. Up to 23 samples for dissolved RCRA metals in accordance with U.S. EPA Method
6010/7470; and
5. Up to 21 samples for PCBs in accordance with U.S. EPA Method 8082.
Duplicate samples will be collected at randomly selected monitoring well locations.
Field /equipment blanks will also be collected and submitted along with a trip blank for analysis
as part of quality assurance /quality control (QA/QC) of field procedures. Purge and
decontamination waters will be collected and stored in U.S. DOT - approved 55- gallon drums. As
described above, drill cuttings, excess samples, purge water and decontamination water will be
drummed and staged at a location on -Site acceptable to the Client. Costs to remove, transport,
and dispose of approximately 12 55- gallon drums of containerized groundwater and drill cuttings
(which are presumed to be non - hazardous) are included in this task.
Following receipt of laboratory results, Hull will immediately evaluate the distribution of COCs in
groundwater and present the City with a proposal to install a permanent monitoring well network
on- and off -Site. A final report documenting this stage of work will be prepared with the
separate letter report documenting installation of the monitoring well network in May 2012.
SCHEDULE
Hull has tentatively scheduled the initial work (e.g., surveying, utility locates, etc.) for the
temporary groundwater sampling event to begin on or about April 11, 2012 subject to your
approval of this proposal. Temporary sampling point installation is scheduled to begin April 16,
2012. We anticipate all drilling and sampling activities, and laboratory analyses, will be
completed by April 27, 2012, and will immediately prepare a proposal for monitoring well
installation by Wednesday, May 2 for consideration at the May 8 Redevelopment Commission
meeting. This schedule will allow for completion of the RWP by June 30, 2012 in accordance
with the schedule you have proposed to IDEM.
COMPENSATION
A breakdown of costs is attached as Table 1. The fees have been developed based on our
estimate of hours for each labor category expected to be involved in the project. The project will
be billed on a four -week basis with payment due to Hull within thirty days after receipt of an
invoice.

ADDITIONAL WORK
Additional work beyond the Scope of Work defined herein shall not be performed until such time
as an amendment to this proposal, including the scope of the additional work and associated
costs, has been prepared in writing to address the additional work and said amendment has
been approved by the Client in writing.
Specific items not within the Scope of Work on this project include, but are not limited to the
following:
1. collection of more than 105 groundwater samples (including QA/QC samples) to
be analyzed for VOCs in accordance with U.S. EPA Method 8260;
2. collection of more than 26 groundwater samples (including QA/QC samples) to
be analyzed for SVOCs in accordance with U.S. EPA Method 8270/8270SIM;
3. collection of more than 46 (23 each for total and dissolved analyses)
groundwater samples (including QA/QC samples) to be analyzed for RCRA
metals in accordance with U.S. EPA Method 6010/7470; and
4. collection of more than 21 groundwater samples (including QA/QC samples) to
be analyzed for PCBs in accordance with U.S. EPA Method 8082;
5. disposal of groundwater that is determined to be hazardous;
6. submittal of soil samples for laboratory analyses; and
7. communication with regulatory agencies regarding the Site.
No amendment to this proposal shall be required in situations where additional work may be
necessary, as a result of unanticipated or unidentified conditions including, but not limited to, the
presence of unidentified or mislocated buried utilities, structures, or objects and unanticipated
hazardous materials and /or hazardous or dangerous circumstances, to complete previously
identified tasks. Hull shall be compensated for the actual time spent performing this additional
work and other direct expenses and subcontractor fees at the billing rates outlined in Table 2.
STANDARD OF CARE AND LIMITATIONS
Hull shall perform its services using that degree of care and skill ordinarily exercised under
similar conditions by reputable members of its profession practicing in the same or similar
locality at the time of service. No other warranty, expressed or implied, is made or intended by
our proposal or by our oral or written reports. The work will not attempt to evaluate past or
present compliance with federal, state, or local environmental or land use laws or regulations.
Conclusions presented by Hull regarding the Site to be investigated shall be consistent with the
Scope of Work, level of effort specified, and investigative techniques employed. Reports,
opinions, letters and other documents will not evaluate the presence or absence of any
compound or parameter not specifically analyzed and reported. The presence of radiation,
radon, lead, electromagnetic fields, and indoor air pollution will not be investigated, unless
specifically stated in the scope of work. Hull makes no guarantees regarding the completeness
or accuracy of any information obtained from public or private files or information provided by
subcontractors.
