Over the past several years, the City has instituted or planned a variety of infrastructure upgrades around the Erskine Golf Course area. Improvements project like the Erskine Plaza Pond project, proposed improvements to the intersection of Ireland - High, and the proposed Fellows- Chippewa connector project all create opportunities to improve the drainage and traffic circulation infrastructure improvements around the course. As part of both the proposed Fellows- Chippewa project and the proposed Ireland - High intersection project, there are opportunities to improve surface and overflow drainage that flows into the golf course area and reduce course flooding and damage as well as reduce the drainage feature costs associated with both of the proposed infrastructure projects. The opportunity to develop connected pond systems on the course can reduce the costs associated with pipe work and storm line constraints on the south side storm water network. The attached proposal contemplates survey services in two formats: Option 1. Survey services via aerial photography - $18,769.00 Option 2. Survey services via land based survey - $21,016.00 Staff would request approval of a budget cap limit of $22,000 for survey services with an overage allowance for #2 based on estimated costs for potential overage costs based on the amount of area to be surveyed. The preferred method for overland topographic survey would be the aerial survey ( #1), but because of the early spring and the budding of trees, it might not be practical to do Option #1 at this late point in the early Spring season. Staff requests approval of the proposal in a budget cap limit of $22,000.00. What We Do Today Makes A Difference! We have enjoyed working with you in the past and hope that we may assist you with this project. The following is a summary of the various survey tasks associated with this project. SURVEY ACTIVITIES I have reviewed the information provided by Jason Durr, P.E. with Christopher B. Burke Engineering at our meeting on Wednesday, February 1St, 2012 requesting topographic surveying services. Below is a brief summary of that meeting: • Mr. Durr provided an exhibit highlighting the specified areas that require survey data. The area does not entail the entire course but it does include specified areas throughout the entire course. • We discussed two (2) options for providing the survey data for this site. Option one is to have the entire golf course flown and mapped utilizing aerial photography. Option two is to perform conventional surveys of the specified areas without the use of aerial photography. OPTION ONE (ENTIRE SITE) This option includes the following tasks: 1. Provide approximately six (6) horizontal and vertical control points necessary for mapping the site. 2. Provide conventional survey methods to compliment those areas that were not readily visible from the aerial mapping. 3. Provide additional spot elevation shots for each green. 4. Perform field checks to verify existing features located from the preparation of the aerial mapping and conventional methods. 5. Digital files of the topographic surveys shall be furnished as well as paper copies for your review. The estimated fee for performing these services is $18,769.00. This estimated fee includes outside service fees associated with the aerial mapping. OPTION TWO (SPECIFED AREAS MEASURED CONVENTIONALLY) This option includes the following tasks: 1. Only those areas specified by Burke Engineering will be measured with conventional survey methods. 2. Establish horizontal and vertical control. 3. Provide additional spot elevation shots for each green. 4. Perform field checks to verify existing features. 5. Digital files of the topographic surveys shall be furnished as well as paper copies for your review. The estimated fee for performing these services is $21,016.00. Be assured that all of the above will be delivered in a timely manner with the timetable of the project held foremost. As you know, Wightman Petrie guarantees the best possible product provided in the most efficient manner and accordingly will strive to reduce costs wherever possible.
