The Department of Public Works Division of Utilities is requesting the Board of Public Works
approval of the request to advertise for the receipt of bids for Project No. 118-020 Wastewater
Treatment Plant Raw Sewage Pump No. 2 Rehabilitation.
Background
Over time Raw Sewage Pump No. 2 has exhibited a loss in pumping capacity. The current
pump and impeller is rated for 50 MGD. Over recent years full output of the pump has varied
between 45 — 48 MGD depending on the head conditions at the adjacent wet well and incoming
sewage flow rates.
Both Raw Sewage Pump No. 1 and Pump No. 3 are capable of 50 - 55 MGD flow rates. They
were both rebuilt in recent years and each has a larger impeller. A similar rehabilitation is
scheduled for Raw Sewage Pump No. 2. Raw Sewage Pump No. 2 was recently inspected and
overall, the condition of the volute is in good to fair condition. The pump does not require a
complete replacement but it does require rehabilitation so it can continue to provide the pumping
capacity needed for normal permitted flows.
This project is part of the Wastewater Treatment Plant's capital budget for 2018. This project
will be bid early in the fourth quarter with the intent to award the project prior to year's end.

NOTICE TO BIDDERS
Notice is hereby given that the City of South Bend, Indiana, Board of Public Works will receive sealed bids
at the Office of the Board of Public Works, County -City Building Room 1316, 227 West Jefferson Blvd,
South Bend, Indiana, 46601 until the hour of 9:30 a.m., Local Time, on Tuesday, November 27, 2018 for
the following:
WWTP Raw Sewage Pump No. 2 Rehabilitation
Project No. 118-020
Work includes the rehabilitation of Raw Sewage Pump No 2 at the Wastewater Treatment Plant. The project
generally consists of rehabilitating the existing Raw Pump No. 2 casing and replacing the existing pull-out
assembly (wet end) with the existing spare assembly. The existing assembly will be rehabilitated and
provided with a new larger impeller and other new components before installing in the rehabilitated Raw
Pump No. 2 casing. The work is more particularly described in plans and specifications prepared by
ARCADIS U.S., Inc. (317-231-6500).
The Contract Documents are on file and available for public inspection commencing on the first advertise
date during regular working hours at the Department of Public Works (1316 County -City Building, South
Bend, Indiana), and at MACIAF 3215-A Sugar Maple Court, South Bend, IN 46628. Additionally, the
Contract Documents will be available that same day for inspection or purchase at American Reprographics
Company ("ARC", located at 1303 Northside Blvd., South Bend, Indiana, 46615), http://www.e-arc.com,
(574) 287-2944, toll free at (800) 783-7231. There will be a non-refundable charge for reproduction as set
by ARC for every set of documents for all bidders.
Bids must be on the City of South Bend Contractor's Bid for Public Work Form, accompanied by a Certified
Check or Bid Bond in the amount of not less than five percent (5%) of the base bid plus any alternates, in
a sealed envelope noting the project name, number and your company's information on the front.
Each bidder or contractor (hereinafter the contractor) must comply with "City of South Bend EEO
Contracting Provision Diversity Utilization" included in the specifications as to each construction trade it
intends to use on this construction contract and all other construction work (both federal and non-federal)
in the St. Joseph County area during the performance of this contract or subcontract. The contractor
commits itself to the goals for minority manpower and all other requirements, terms and conditions of these
bid conditions by submitting a properly sealed bid. Woman and Minority -Owned Business Enterprises
(W/MBE) are encouraged to respond to this notification. It is the sole responsibility of the potential bidder
to comply with all submission requirements applicable to the bidder in Section 6-63 of the Responsible
Bidder Ordinance no later than the date of the public bid opening. Please note: The City reserves the
right to request supplemental information provided by the bidder, and may also conduct random
inquiries of the bidder's current and previous customers regardless of pre -qualified status.
A Pre -Bid Conference will be held on November 14 2018 at 8:00 A.M. Local Time at the City of South
Bend Wastewater Treatment Plant, 3113 Riverside Drive, South Bend, Indiana 46628. Any questions
about bidding conditions must be addressed to the Owner in writing no later than November 19, 2018.
The Board reserves the right to reject any or all bids or to accept a full or partial award of the bid or bids
which, in its judgment, will be to the best interests of the City of South Bend.
