Tuesday March 2101916.
Board met in regular session at 10:00 A.M. All members present.
Mr. C. M. Wenger appeared before the Board requesting that Broadway be
✓ paved from Miami Street to High Street. The Board informed Mr. Wenger that this could
not be paved until a sewer was placed in this block.
The following cmmmunication was received and placed on file.
To the Hon. Board of Public Works,
of the City of South Bend, Indiana.
Dear Sirs: -
The City of Grand Rapids, Michigan, through Mr. William S. Moore has offered
me a position in their engineering department with a salary to start with of 1,350.00
per year, with the promise of an increase in a short time to $1,500.00 per year. As
the minimum amount offered me is considerably more that I am receiving at present from
the City of South Bendq I feel that I ought to accept this offer unless your Board
would consider giving me an increase in salary.

RESOLVED9 By the Board that Mr. J. T. Neenan, Clerk of the Engineering
Department salary be increased from $1,250.00 per year to $1,300.00 per year,, txP_ same

Communication received from the State Board of accounts, in regard to
fo ms of proposal sheets to be used on bidding on City Contracts. The Clerk was in-
structed to write to the State Board of accounts and send then a copy of the Forms now
used by the City on the above work.
Communication received and placed on rile from Mr,, C. D. Emmons, Mgr-.
of the Chicago, South Bend & Northern Indiana Ry. Company in regard to the placing of
span wire attachments to buildings in downtown districts. The Clerk instructed to
call this communication up on Tuesday March 28'th.21916 at 10:00 A.M. for consideration.
Communication received read and placed on file from the Tribune Printing
Company, giving permission to attach trolly span wires to their building,by the Chicago
South Bend & Northern Indiana Ry. Company providing no damage is done to the building
and the attachment is in a neat and thoroughly workmanlike manner.
The Following communication was received and placed on file.

We completed the work on Vistula Avenue, Tuesday March 7,1916. We.
would like you to inspect it and if found satisfactory pass the ordinance which we
requested to comply with the work done.
We went as far as the Orphans Home and have made a nice looking
street out of Vistula .

The City Rngineer filed report that the cost of Pokagon Street
grading,and gravel roadway improvement from Tecumseh Ave. to the Michigan Central
✓ Railroad is #3,200.00 and the assessed valuation of the lots abutting on said street
is $9200.00

STREET OR ArffjEY IMPROVERENT RESOLUTION NO. 423.
BE IT RESOLVED, by the Board of Public Works of the City of South Bend, St.
goseph County, State of Indiana, that it is desired and deemed necessary to improve Elmer
Street from the north line of Mayrts Michigan Avenue Addition to Keller Street as follows
to -wit :_
-By grading said street from property line to property line; by paving the
roadway from curb lime to curb line with gravel three (3) inches in depth; by curbing the
roadway with cement curb and by constructing a cement walk five (5) feet in width on both
sides of said street.. All as shown on the pl£.ns and in accordance with the profiles, detail
drawings and specifications on file in the office of the Department of Public Works of the
City of South Bend, Indian.
The cost of the improvement herein provided for, except street and alley
intersections, shall be paid by special assessment to be levied upon the property specially
bene fitted, to the amount that the same may be - legally assessed therefor, in accordance
with an Act_ of the general Assembly of the State of Indiana, entitled "" An Act Concerning
Municipal Corporations," approved March .6,1905, and in accordance with and pursuant to the
provisions of all acts amendatory and supplemental thereto.
The cost of all .street and alley intersections, including one -halt' of the
width of the improvement, opposite street and alleys which run into, but do not cross said
roadway herein proposed to be improved and that portion of such street or alley abutting
upon property belonging to said City, or upon property not sub feet to such assessment , shall
be paid by the City in cash out of its general fund, if able to do so, or from a fund created
by a spedial assessment to be le*ied under the provisions of Section 108. of the above entitled
Act .
Assessments of ten dollars and more against each lot, if deferred, are to
be paid in ten equal annual installments, with interest at the rate of Six per cent 4 per
annum. A bond or bonds will be issued. to the contractor to the amount of such deferred
assessments in pro rate payment for such improvement.
Under no etrcumstances shall the City of South Bend be, or be held re-
sponsible for any sum or suns due from said property owner or owners for said work, or for
the "collection of the same, or for the p_yyment of any bond, bonds, certificate or certi-
ficates, issued to said contractor in payment for such work, except for such moneys as shall
have been actually been received by the City from the assessments for such improvement, or
such moneys as said City is by said entitled Act and amendments and supplemnts thereto re-
quired "to pay. All proceedings had, and 'work done in the makin g of said improvement,
assessment of property, collection of assessments and Issuance of bonds therefor, shall be as
provided for in said "above entitled Act. and Acts amendatory thereof and supplemental thereto.
BE IT RESOLVED FURTHER, That the Board of Public Works fix the 18th. day
of Mpril,1916 at the hour of °7:45 P.E. at the ofrice of the Board of Public Works, of this
City, as the time and place for the public consideration of said proposed improvement, at which
said Board of Public Works, will hear all per ons interested, or whose rproperty is liable
to be assessed for said improvement, and will decide whether the benefits, to the property li ble
to be assessed for said improvement, and will decide whether hhe benefits to the prpperty liable
to be assessed for said improvement will equal the estimated cost thereof.
BE IT FURTHER RESOLVED, That notice of the time and place of such pblic
consideration be published Lind mailed in the manner provided by law. Notice of this resolution

be published on the 23rd. day of March 1916 and on the 30th. day of March 1916 in the South Be
Daily Tribune.

Hearing had on.improvement Resolution No-. 419 for Gravel pavement and grade
on_ Pokagon Street from right of way of the Michigan Central Ry. Coppany, In the City o.
South Bend, Indiana.
Upon said hearing no remonstrators appeared and no remonstrances were filed.
The Board after due consideration decided to defers all action until. Tuesday April
4th.,1916 at 7:45 P.M.
?fir. Lindner and Mr Neitzel appeared before the Bo¢ rd And =present edblue
print and, requesting that the Board vacate 12 feet off of Bena Court to allow for
alley at rear of lots racing on Bena Court. The same was referred to the City. Engineer
for investigation*
Petition received for pipe sewer on Francis Street. The same was referred to
the City Engineer for investigation.
Petitions presented by Councilman Smogor for lights at the following places.
Corner Ford Street and Kaley Street, Corner Huron Street ; nd Kaley Street and corner of
Kaley and Dunham Streets. The same were placed on -file to be investigated by the Board

RESOLUTION OF THE BOARD OF PUBLIC WVRKS.
On motion duly made and seconded, the following prewrble and resolu-
tions tions were unanimously adopted::
Whereas, This Board did on the 25th. day of Hanuary 1916 deem it
expedient and of public utility to permanently improve Indiana Avenue between Leer Street
and Kemble Avenue and on March Sth. 1916 to improve Indiana Avenue from Kemble Street
to Prairie Avenue, by paving the roadway of the same and did on said date pass and
adopt a resolution .authorizing said permanent improvement, and
WHEREAS, The City Engineer he. s prepare-1 4.�. nd v i l ed with this
Board a report showing the number and location, as well as the=f ;trial. t.o be used
and the manner of laying the same, of the service pip s mains, conduits, laterals and co -
connections which are, or will be, necessary to accommodate the abutting property
owners with gas, water,, heat, steam or any other product for which any person, firm
or corporation has been granted a franchise for supplying citizens of the Cityeiof South
Bend, Indiana, vbiph report is on file in the office of the Board of Public Works.
Be It Resolved, That said report of said City Engineer be and same is hereby adoppted,
And be it further Resolved, That it is contemplated by this Board to improve Indiana Ave.
