HomeMy WebLinkAbout02/15/12 Board of Public Safety MeetingAGENDA SESSION FEBRUARY 15 2012 11 The Board of Public Safety met in the Public Agenda Session at 8:07 a.m. on Wednesday, February 15, 2012 with Board President Patrick D. Cottrell, and Board Members Laura Vasquez, Eddie Miller, John Collins, and Luther Taylor present. Also present were Police Chief Darryl Boykins, Fire Chief Steve Cox, and Board Attorney Andrea Beachkofsky. The meeting was held in the Board of Public Works Meeting Room, 13th Floor County City Building, South Bend, Indiana. Board members discussed the following items from the agenda: - Acknowledge Assistant Chief Appointments — Fire Department Fire Chief Steve Cox stated two Assistant Chiefs would have their badges pinned by the Mayor today. He stated Andy Meyer would be appointed the EMS Chief, and Todd Skwarcan would be the new Chief of Services. - Annual Statistical Analysis — Fire Department Chief Steve Cox informed the Board that two changes within the Fire Department have had a big effect on response time. The first is the re- districting of the Medics. He stated Medics Nos. Two, Three, and Four were re- districted to even out the number of runs and reduce response time. Chief Cox noted that Medic. One was not changed because it was found that due to their location they have the best response time for their entire district. The second change made this year, Chief Cox noted was a change to the ladder truck districts. They looked at the drive time and found the airport districts could be improved. These changes were made over the last year and have resulted in quicker response time. - Special Police Commissions — Police Department Chief Darryl Boykins stated these Police Commissions are for parking enforcement that is now being handled by Downtown South Bend who is subcontracting this service to a company named "Block by Block ". Ms. Beachkofsky asked if there is a map available that shows which blocks are being enforced. Chief Boykins stated that is held by a private company and he has never seen one. The Chief stated that enforcement is now also being done at Eddy Commons due to problems with extended parking by residents, taking up on- street business parking. Ms. Beachkofsky noted that parking enforcement is one of the biggest complaint calls her office receives. She explained there is a little known Ordinance that prohibits parking in the same block more than once within the stated time limit for that block. - Promotion in Special Assignment — Police Department Chief Darryl Boykins stated Bryan Miller will be promoted to Sergeant in Special Assignment in the K -9 Unit. He stated PFC Miller is the main trainer of the dogs. Chief Boykins noted the department recently instituted a new program that few people are aware of. He stated they have been training their dogs to sniff for weapons and are using them to search school parking lots. If any weapons are found, the students are pulled out of school and they will be prosecuted. Chief Boykins noted the schools are placed under lock -down during the search. Mr. Collins asked if they notify the school leaders ahead of time. Chief Boykins stated he doesn't even know when or where they are going until an hour before they go. Ms. Beachkofsky asked who makes the decision on what school and when. Chief Boykins stated it is just a toss of the coin, but they try to rotate every school once a month. - Employee of the Month — Police Department Chief Darryl Boykins stated Patrolman I" Class John Ryans was selected as employee of the month for December, 2011, due to his apprehension of two suspects in a Taco Bell robbery. Chief Boykins stated Patrolman Ryans noticed a suspicious looking vehicle parked and running in the back of the Taco Bell parking lot while making a routine drive and moved toward it. When the call came in of the robbery of the Taco Bell with a sawed -off shotgun, he began pursuing the vehicle which had taken off when the second suspect jumped in the car. Patrolman Ryans pursued the vehicle until it pulled over and the pursuit continued on foot. He was able to apprehend both suspects and make arrests. - Monthly Statistical Analysis — December, 2011 — Police Department Chief Darryl Boykins stated there have been numerous arrests for burglaries, explaining the decrease in the statistics. He noted a lot of them are drug related. Chief Boykins informed the Board that the latest trend the Department is working on is store fronts being hit hard. He noted they have a new fingerprinting system that puts fingerprints into their system and allows the Police Department to check comparisons. He added that most burglary suspects have been previously arrested for something. AGENDA SESSION FEBRUARY 15, 2012 12 Quarterly Report for Specialized Training — Police Department Chief Boykins stated the Police Department is currently undergoing re- certification on the use of tasers. He noted there are situations where the officers have both hands full and if the suspect attempts to grab the taser away, the officer needs to know how to respond, and when it is appropriate to use the taser. Ms. Beachkofsky added there are new laws coming out of the Ninth Circuit Court that say you can't just taser someone without good cause. She noted it is important for the Police officers to be trained on when and how to use the tasers legally. Board Members Patrick Cottrell, Laura Vasquez, Eddie Miller, John Collins, and Luther Taylor were present. Also present were Police Chief Darryl Boykins, Fire Chief Steve Cox, and Attorney Andrea Beachkofsky. Martin, lerk 1 FEBRUARY 15 2012 13 REGULAR MEETING FEBRUARY 15 2012 The Board of Public Safety met in the regular meeting at 9:18 a.m. on Wednesday, December 15, 2012, with Board President Patrick Cottrell, Laura Vasquez, Eddie Miller, John Collins, and Luther Taylor present. Also present were Police Chief Darryl Boykins, Fire Chief Steve Cox, and Attorney Andrea Beachkofsky. The meeting was held in the Common Council Chambers, 4th Floor, County City Building, South Bend, Indiana. ACKNOWLEDGE APPOINTMENTS OF ASSISTANT CHIEF OF SERVICES AND ASSISTANT CHIEF OF EMS FOR THE FIRE DEPARTMENT Fire Chief Steve Cox stated he is requesting the Board of Safety acknowledge two promotions to Assistant Chief positions. He stated Captain Todd Skwarcan is being promoted to Assistant Chief of Services and Captain Andrew Myer is being promoted to Assistant Chief of EMS. Mayor Pete Buttigieg was present to pin the badges on newly appointed Assistant Chiefs. Mayor Buttigieg congratulated both Chief's and thanked their families and those firefighters and policemen present for their service and dedication to the City. The Board congratulated the newly promoted Chiefs. APPROVE PROMOTION TO SERGEANT IN SPECIAL ASSIGNMENT — BRYAN MILLER — POLICE DEPARTMENT In a letter to the Board, Chief Darryl Boykins recommended that Private First Class Bryan Miller be promoted to the rank of Sergeant in Special Assignment in the K -9 Unit effective February 15, 2012 with a probationary period of one (1) year. Chief Boykins stated in his letter that PFC Miller was sworn on the department on March 22, 2000. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the recommended promotion to special assignment was approved effective February 15, 2012. Mayor Pete Buttigieg was present and pinned PFC Miller's badge on him. The Board joined the Chief and the Mayor in congratulating him. ACCEPT MINUTES OF PREVIOUS MEETINGS President Cottrell stated the Board would accept the Minutes of the Public Agenda Session, Executive Session, and Regular Meetings of the Board held on January 18, 2012 and the Special Meeting of January 26, 2012 as presented. FIRE DEPARTMENT ACCEPT AND APPROVE RETIREMENT — MARK NOWICKi President Cottrell advised that Fire Chief Steve Cox has submitted to the Board the Application and Declaration for Retirement for Assistant Chief of Services Mark Nowicki effective February 6, 2012. In his letter to the Board, Chief Cox noted that Chief Nowicki has served the Department with loyalty and distinction during the last thirty -two (3 2) years, and two (2) months. Chief Cox joined the Board in thanking him for his commitment, dedication and years of distinguished service to the South Bend Fire Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Taylor and carried, the retirement was accepted and approved effective February 6, 2012. ACCEPT AND APPROVE RETIREMENT HOWARD BUCHANON President Cottrell advised that Fire Chief Steve Cox has submitted to the Board the Application and Declaration for Retirement for Fire Chief Howard Buchanon effective February 1, 2012. In his letter to the Board, Chief Cox noted that Chief Buchanon has served the Department for the last thirty - eight (3 8) years, and two (2) months. Chief Cox joined the Board in thanking him for his years of service to the South Bend Fire Department and the citizens of South Bend. Upon a motion made by Mr. Miller, seconded by Mr. Taylor and carried, the retirement was accepted and approved effective February 1, 2012. President Cottrell stated if there were no objections, the Board would accept the report for filing as presented. These Commissions are issued for the on- street patrol parking enforcement personnel and they do not include the carrying of a weapon or the powers of arrest. The aforementioned individuals have met the Commission requirements of the South Bend Police Department. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the Special Police Commissions were approved. APPROVE PERMANENT PROMOTION — KENNETH STUART In a letter to the Board, Chief Boykins recommended that Private First Class Kenneth Stuart be promoted permanently to the rank of Sergeant effective March 16, 2012. Chief Boykins stated in his letter that PFC Stuart was placed in a Special Assignment as a Sergeant in the Training Bureau on REGULAR MEETING FEBRUARY 15 2012 15 March 16, 2011. His supervisor, Captain David Hecklinski, made an evaluation of the progress of PFC Stuart, and recommended permanent promotion based on his progress. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the recommended permanent promotion was approved. ACCEPT AND APPROVE REQUEST FOR DEMOTION — JAMES ANDREWS In a letter to the Board, Chief Darryl Boykins requested the Board accept Lieutenant James Andrews request that he be demoted to Sergeant effective February 15, 2012. In his letter, Lieutenant Andrews stated he has requested this demotion in the hopes of being transferred to the St. Joseph County Metro Homicide Unit. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the request for a demotion was accepted and approved. APPROVE REQUEST FOR EXTENDED PAID MEDICAL LEAVE — RONALD MARCINIAK In a letter to the Board, Chief Boykins stated that Captain Ronald Marciniak requests the Board of Public Safety grant him a paid, extended medical leave of approximately thirty -nine (39) calendar days effective February 22, 2012. Chief Boykins noted Captain Marciniak is not eligible for sick buy back in 2012. Upon a motion made by Ms. Vasquez, seconded by Mr. Collins and carried, the paid, extended medical leave was approved effective February 22, 2012. ACCEPT RECOMMENDATION FOR EMPLOYEE OF THE MONTH — DECEMBER 2011 — JOHN RYANS In a letter to the Board, Chief Boykins stated that Patrolman First Class John Ryans was selected as Employee of the Month for December, 2011. The award is to recognize officers, civilian employees, on the South Bend Police Department who have demonstrated actions noted by supervisors or citizens from both a professional law enforcement position and in support of the community policing efforts with citizens of South Bend. There being no further discussion, President Cottrell stated the Board would accept the recommendation of Chief Boykins for filing. FILING OF MONTHLY STATISTICAL ANALYSIS REPORT — JANUARY 2012 President Cottrell indicated that unless there were questions or objections by members of the Board, the statistical analysis report for the month of January 2012, as submitted by the Police Department, would be accepted for filing. The report indicated the specialized training attended; the names of the officers who attended; and the costs involved. There being no questions concerning this report, the Quarterly Report for Specialized Training was accepted and filed as submitted. PRIVILEGE OF THE FLOOR Ms. Becky Badders, ASAP Towing, asked if the Board has any status update on the Towing Statistics. President Cottrell stated the Board is looking at the numbers and will have a statement at their next meeting of March 21, 2012. Ms. Badders asked what kind of statement, will they be announcing a new resolution regulating the towing list? President Cottrell reiterated they will have a statement, and what form it takes will be listed on the next agenda. Ms. Badders asked again if it would be in the form of a new resolution. Ms. Beachkofsky stated this is privileged information the REGULAR MEETING FEBRUARY 15, 2012 16 Board is in discussion about, not to be discussed at this time. She stated it will be posted on the next month's agenda and become public knowledge at that time and will give Ms. Badder's the information she is requesting. Ms. Badder's thanked her.
