HomeMy WebLinkAbout02-27-12 Public Works & Property Vacation CommitteePUBLIC WORKS AND PROPERTY VACATION COMMITTEE FEBRUARY 27, 2012 Committee Members Present: David Varner, Oliver Davis, Gavin Ferlic, Valerie Schey Citizen Member: Vacant Other Council Present: Tim Scott, Henry Davis, Karen White Others Present: Mike Danch, Kevin Allen, Mayor Pete Buttigieg, Gary Gilot, Mike Schmuhl, Pete Kaminski, Kathleen Cekanski- Farrand Agenda: Bill No. 2 -12 — Vacate Alley LaSalle & St. Peter Bill No. 3 -12 — Vacate United Drive (Prairie Avenue) Update — Snow Removal Bill No. 2 -12 — Alley Vacation at LaSalle & St. Peter With a full committee present to conduct business Chairperson Varner called upon Mike Danch to make a presentation. A registered surveyor contracted by the City, Mr. Danch proceeded to describe the requested action. With the help of a diagram (attached) he explained this was the last vacation needed for the new St. Joe High School (SJHS.) Once the right -of -way and the utilities were vacated the City could proceed with consolidation and replat of the SJHS site. The motion to send favorably was made by Councilmember Gavin Ferlic, seconded by Councilmember Oliver Davis and supported by all. Bill No. 3 -12 — Vacation of a part of United Drive a/k/a Prairie Avenue Chairperson Varner noted a request from the petitioner to continue the vacation until the next meeting on March 12 had been received by the Clerk's Office. Councilmember Oliver Davis so moved. Councilmember Schey seconded and all supported a continuance recommendation to full Council. Update on the Cites Approach to Snow Removal Update on the City's Approach to Snow Removal Gary Gilot, Director of Public Works and Pete Kaminski the acting Street Commissioner made a power point presentation (attached) outlining the city's approach to snow removal. The presentation included the how, when, and where of the city's plan. Basically it involves dividing the city into quadrants, identifying primary and secondary traffic routes, and a progress report listing percentage of routes addressed by each unit on the street. The plan involves the combined coordinated effort of all departments including Parks, Water, and Solid Waste. Councilmember White wondered about the financial impact of the mild winter. Pete Kaminski said only 50% of the salt and sand budget had been used, but cautioned it had to last all of 2012. He also said there were 800 fewer overtime hours used this year. Councilmember Scott asked if brine was used prior to snowfall. Kaminski said brine was applied on the main routes this year. Four trucks had applied 60,000 gal. of brine. Councilmember Henry Davis asked if real -time GPS to track trucks had been considered. Gilot said it had' but the cost was prohibitive. Councilmember Henry Davis asked for a report on the cost estimates to be provided to the Council.
