07/14/1920 Board of Public Works Minutes
Board met in regular session at 7:15 P.M. H. F. Rostiser absent. Property owners on Bertrand Street from- Olive Street to aohnson Street appeared before the Board and requested that sewer be put in on Bertrand Street from Johnson Street to Olive Street. The resolution which was adopted and sat for hearing in 1919 and deferred for hearing until this year, was rescinded by the Board and a new resolution ordered prepared. This being the date set for the deferred hearing on the Sample Street Pavement improvement Contract. Property owners residing and owing property on Sample Street between Walnut and Olive Street, also Councilman, Olejniczak, and Kuss of the 6th., Ward F. C. Raff and L, G. Couter of the Oliver Chilled Plow Works present. The Board read 13th.9 1920 from the Chicago, To the Board of Public Works, South Band, Indiana. Gentlemen: - the following communication filed with the Board July South Bend & Northern Indiana Railway Company. South Bend, Indiana. July 12th., 1920. As requested by your Board, I beg to submit herewith my report on the extension of street railway tracks on Sample Street froze Kosciusssko Street to Olive Street. ANALYSIS OF EXTENSION OF STREET RAILWAY TRACK ON SAMPLE STREET'FROM KOSCIUSZKO STREET TO OLIVE STREET. Length of extension 2400 ft. Cost of paved track $20250 " " Add it ional passing track P500 " " Overhead line 2500 TOTAL COST OF CONSTRUCTION $26250 V on above (cost of•money) 1837.50 COST OF OPERATION FOR ONE YEAR OF ONE ADDITIONAL CAR OVER THE.NUMBER NOW IN USE.F Wages $5172.80 Cost of Maintenance of car equipment @ 3 cts . per car mile 1723.92 Cost of power @ .035 per car mile 2011,24 COST OF OPERATION $8907.96 7% interest on investment 1837.50 $10745.46 Note: No account taken of •cost oia accidents, insurance or overhead expense. Therefore the extension must produce in new business over and above what would be accommodated by the line stepping • at Kod.sdxiszks Street $10745.46 to pay for actual cost of operation. $10745.46 .-- 214909 revenue passengers per year. POPULATION The tracks of the New York Central Railroad Company are a natural barrier to prevent people 1 iv ing north of the tracks from going toward Sample Street for street car service. There would be a number of people however living north of the tracks in the vicinity of Olive Street who would undoubtedly do south on Olive to take cars. This nuber cannot be determined with any accuracy. The population between the New York Central tracks and Sample Street west of Pulaski is 350. There is no riding population south of Sample Street west of Rulaski as this is occupied by Oliver Factory Sites. There is a scattered population west of Olive Street which would be served by the extension. The developement of the tract between Grant Street and Olive Street and between Indiana Avenue and Prairie Avenue will not reach the point of building houses until 1921. In this development there are 400 lots on which it is expected houses will be built. The Oliver tract west of Kosciuszko Street and south of Sample Street will not be platted in the near future. CONCLUSIONS. It has been shown that to pay the actual cost on the investment and the operation of the extens ions from Kosciuszko Street to Olive Street will require 214909 revenue passengers per year. At the present time there is not a sufficient. population to produce this number' of passengers. However, if next. year the development of prop rty immediately west of Olive and south of Sample Street is carried out, it is probable that a sldff iennt populat ion would result to warrant the extension of the line. In this report we have considered only the extension of street' car facilities from Kosciuszko Street to Olive Street as we have prev fouls ly agreed to extend the street railway tracks from Walnut Street to Kosciuszko Street. On account of present high costs of construction and on account of its impaired f inane ial condition, this c ompagy cannot make any, definite promise in regard to making the extanddon from Kosciuszko Street to Olive Street. In the above matter No remonstrators appeared and no written remonstrance was filed. The.Board therefore find that the property assessed in said roll filed June 29th.,1920 is benef itted in the amount of assessments as show shown on said assessment roll and the Beard further find that the assessment roll filed June 29th.,1920 and the final estimate allowed June 29th.,1920 should be and the same are aXnftjtmsd �n all things, ratified, confirmed and approved. The following resolutions were adopted by the Board. STREET OR ALLEY IMPROVEMENT RESOLUTION NO. 816. Be It Resolved by the Board of Public Works of the City of South Bend, St. .Joseph County, State of Indiana, that it is desired and deemed ne cessary to improve Gars t Street from Michigan Street to the west line of South Bend City Add it ion as follows,to-wit:- Said street shall be gragded and the roadway thereof shall be paved; and also the roadway of certain portions of the streets and alleys which enter or intersect said street shall be graded and paved. The paving material to be used in making said improvement shall be Sh eet Ashalt, Bitulithic, asphaltic concrete or brick and the foundation shall be Portland cement concrete six (6) inches thick for the Sheet aslahalt, bitulithic, asphaltic concrete and brick or rolled gravel six (6) inches thick for the brick; also cement curb shall be constructed along said street where same is not already constructed; storm water inlets and conduits shall be con- structed .where necessary; all manhole tops and storm water inlets shall be set to the proper grade; marginal curb shall be constructed at all street and alley intersections where necessary, all as is more particularly shown and all in accordance with the plans, profiles, detail drawings and specifications on file in . the office of the Department of Public Works of the *C ity of South Bend, Indiana.
