2007 South Bend Common Council
The October 22, 2007 meeting of the PARC Committee of the South Bend Common
Council was called to order by its Chairperson, Council Member Ann Puzzello at 3:33
p.m. in the Council's Informal Meeting Room.
Persons in attendance included Council Members Dieter, Pfeifer, Kelly, Varner, Rouse,
Kirsits, White and Puzzello; Citizen Member Mark D. Tulchinsky, Dennis Andres, Bernie
Feeney, Shawn Peterson, City Clerk John Voorde, Carl Littrell, Martha Lewis, Jamie
Loo of the South Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Puzzello noted that the Committee consisted of Council Members
Dieter, Kuspa, Kirsits and herself; and Citizen Member Mark D. Tulchinsky.
Biill No. 65-07: Proposed Ordinance To Appropriate $3,500 from the Morris
PerOforming Arts Center &Palais Royale Marketing Fund $ 273
Council Member Puzzello called for a formal presentation on Bill No. 65-07 which
would appropriate $3,500 from the Morris Performing Arts Center and Palais Royale
Marketing Fund (Fund # 273) for the purchase and printing of Morris Performing Arts
Center ticket envelopes.
Dennis J. Andres, Executive Director of the Morris Performing Arts Center located at
211 North Michigan Street in downtown South Bend made the formal presentation. He
cir~alted the 2007 Fall edition of Wedding Day magazine which had an article and an
advertisement on the Palais Royale..
Mr. Andres stated that the revenues from Fund # 273 are generated from the solicitation
of funding for commercial promotion sponsorships and the Morris marquee
sponsorships. He noted in response to a question from City Clerk John Voorde that the
appropriation would permit 50,000 envelopes to be ordered.
Dr. Varner noted that the renovations to the Morris and Palais make them great
downtown venues. He inquired about proposed developments to the north of the Morris
involving the old LaSalle Hotel.
Mr. Andres stated that he, Jeff Gibney and others met Friday with a person from
Chicago who is interested in developing that structure. 1St and 2"d floors would have
catering and meeting spaces, with living venues on the above floors. He stated that the
meeting was very "positive and amicable". Mr. Andres noted that performers and their
crews need space to live when they perform at these downtown venues.
Dr. Varner stated that such developments would make other downtown operations more
successful

Council Member Pfeifer complimented Mr. Andres and his staff for making his venues
available for the Red Ribbon campaign held last 'Friday, noting that it was a very
positive experience for youth.
There was no one from the public to speak in favor or in opposition to the Bill.
Following discussion, Dr. Varner made a motion, seconded by Council Member Kirsits
that Bill No. 65-07 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member
Puzzello adjourned the meeting at 3:40 p.m.
