PETITION OF THE NEW JERSEY, INDIANA & ILLINOIS RAILROAD - COMPANY FOR FRANCHISE FOR INDUSTRIAL SPUR .TRACK To the Honorable pia yor, ' Common Council and Board of Pub 1 is Works of the City. of South Bend; Your petitioner, the New Jersey, Indiana &.J111191s Railroad v Company, respectfully shows 'by this petition; ( 1. That said petitioner is a corpot at ion duly organized and existing under and by virtue --of the laws of the State of Ind Tana for the purpose of operating a steam railroad, and particularly orgattzed and; existing under and by virtue of the generallaws of said state pertaining to the organisation and existanee of steam re, ilraads. 2. That said petitioner is duly authorized and permitted` to maintain and operate 'its present steam railroad in the City of South Bend under and `by vittu.e of Ordinance Number 1260 adapted by the Common C ©une it of the City of South Bend, February 28th.1904. ' 3. January 9,1920, Honorable Beard of Pub 1 is Works,, South Bend, Indiana. Gentlemen: - We hereby offer to test and inspect, in the same intelligent and sc ient if ie manner as heretofore, the asphalt paving constructed and awarded in your city during the year 1920, on the same basis as last year, viz two and one (2�) cents per square yard for one course asphaltic concrete and three (3) cents per square yard for Sheet Asphalt , or two course construction. The character of our service will be similar, in every respect, to that rendered last year. In Add it ion, should ydlu desire any change or modification of your present asphalt specifications we will preform this service for you without add it i ona 1 charge. Raff appeared before the Board and requested the Board to start a resolution for the Vacation of Walnut ass per petition filed with the Board on December 3rd.,1919 and approving af,plat-show ng Pulaski Street opened upi The Beard ordered a resolution prepared xs for the Vacation of Wa,InAt Street from lsti alley north of Indiana Avenue to Sample Streetk Mr. W.m Sibley appeared before the Board in regard to making manhole covers for the City, the Board decided to take this;matter up with Mr. Layton Street Cormmissioner. _. Thssmas Turnock, Plumbing Inspector with Dr, Freyermuth of the Haalth Beard appeared before the Board and took up the matter of placing Bess pools between curb And walk on O'Brien Street and Eighth Street and streets where there are no sewers, asthe Health Board does not recommend the placing of cuss pools in front yards. The Board granted the right to place cess pools where needed between curb and -walk temporarily or until eewera are constructed and then same must be connected with sewers,;and Mr., Thomas was requested by the Board too take these cases up with the Board whenever one is requested. i City Electrician Henry appeared before the Board and discuss the matter of re -wiring of old hotels in South Bend not aecording'to the code. The Board instructed Mr. Henry to have :;firing put in right. The Beard appointed H. W. rla�ffman, F._ C Raff and H. G.
