Personnel and Finance Committee
2007 South Bend Common Council
The December 10, 2007 meeting of the Personnel and Finance Committee of the South Bend
Common Council was called to order by its Chairperson, Council Member Charlotte D. Pfeifer
at 3:30 p.m. in the Council's Informal Meeting Room.
Persons in attendance included Council Members Kelly, Varner, Kirsits, Pfeifer, Rouse,
Dieter, White and Puzzello; Mayor Stephen Luecke, City Clerk John Voorde, Public Works
Director Gary Gilot, Martha Lewis, Mrs. Kopola, Interim City Controller John Murphy,
Raxanne Lawson, Carol Kurzhal, Stephanie Achterberg, Rahman Johnson, Yogini Costello,
John March, Marika Hegedus, Stacey Church, Jo Anne Pruett, Don Pinckert, Charles Bulot,
Jack Dillon, Bill Carleton, Beth Leonard, Mark Nowicki, Gary Libby, Mark Lyons, Jamie Loo of
the South Bend Tribune and Kathleen Cekanski-Farrand, Council Attorney.
Council Member Pfeifer noted that the Committee Members include Council Members
Varner, Kuspa, Kirsits, and herself as Chairperson; and that the Citizen Member of the
Committee is Diana Hess. She noted that a quorum of the Committee was not present.
Substitute Bill No. 78-07: Transferring Monies Among Various Accounts:
Substitute Bill No. 79-07: Appropriating Monies From Various Accounts
Council Member Pfeifer called for a presentation on Substitute Bill No. 78-07 which is a
request to transfer monies from various accounts to various accounts within departments for
the 2007 calendar year and Substitute Billl NO. 79-07 addressing appropriations (copies
attached).
Interim City Controller John Murphy made the formal presentation. He presented a 3-page
handout entitled "Year End Budget Adjustments" which he highlighted noting that $933,684 is
the total additional appropriation; that the budget transfers from the General Fund total
$326,024; and that the total budget transfers are $721,138. (Copy attached)
Jack Dillon noted in response to questions from Dr. Varner that about % of the fleet is over
ten (10) years old and that the $160,000 of repairs is needed for the trash trucks with the
oldest ones being replaced first.
Dr. Varner noted that he again believes that this is an area where privatization should be
considered.
Council President Rouse asked that Mr. Dillon share written information on a comparison of
costs in the private industry and compare them to the costs spent by the city in this area.
Mr. Dillon stated he would have that information ready for the Council in January of 2008.

In response to questions from Dr. Varner, Mayor Luecke stated that the Sports Commission
brings events to the community. Greg Ayers has been replaced by Gary Wheat. Bill
Carleton noted that all pro shops are included and that the repairs are for the Elbel irrigation
system.
Council Member Pfeifer stated that Mr. Murphy's handout was excellent.
Mr. Murphy then introduced all of his assistants.
Council Member Pfeifer noted that Council Member Kirsits was now present and that a
quorum of the Committee was now present.
Council Member Kirsits made a motion, seconded by Dr. Varner that Substitute Bill No. 78-07
be recommended favorably to Council. The motion passed.
Bill No. 84-07: Establishing Fund No. 651 Sewage Works Revenue Bonds of 20076
Council Member Pfeifer called for a presentation on Bill No. 84-07 which would create a new
fund addressing the sewage works revenue bonds.
Interim City Controller John Murphy made the presentation. He noted that Ordinance No.
9767-07 was passed by the Council earlier this year. The State Board of Accounts
recommends that a separate fund be established.
The Council Attorney noted that she had discussions with Chief Assistant City Attorney
Aladean DeRose as to whether this ordinance should be codified into the South Bend
Municipal Code. It was decided that since the fund is of a short-term nature, that it would not
be necessary.
Council Member Kirsits made a motion, seconded by Dr. Varner that Bill No. 84-07 be
recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Council Member Pfeifer
adjourned the Committee Meeting at 3:56 p.m.
