2007 South Bend Common Council
The November 26, 2007 meeting of the Public Works and Property Vacation Committee
of the South Bend Common Council was called to order by its Chairperson, Council
Member David Varner at 3:19 p.m. in the Council's Informal Meeting Room.
Persons in attendance included Council Members, Pfeifer, Kelly, Rouse, Varner, Kirsits,
White, and Puzzello; Public Works Director Gary Gilot, Interim City Controller John
Murphy, Martha Lewis, Mrs. Kopola, City Clerk John Voorde, Pam Horvath, Bill
Schalliol, Jamie Loo of the South Bend Tribune and Kathleen Cekanski-Farrand,
Council Attorney.
Dr. Varner noted that the Committee members include Council Members Pfeifer, Dieter,
Kelly and himself and that J. Edward Talley is the Citizen Member.
Dr. Varner then called for a presentation on Bill No. 76-07 requesting a vacation of a
portion of the northwest corner of Lafayette Street north of Ireland Road.
Bill No. 76-07: Request to Vacate a portion of the northwest corer of Lafayeet
Street north of lreland Road:
Pam Horvath of Danch, Harner & Associates with offices located at 1643 Commerce
Drive in South Bend made the formal presentation. She noted that their company
represents the City of South bend, Gages & Gates Realty LLC and the Caroline
Partners LLC. The vacation is needed as a result of the recent relocation of Lafayette
Boulevard.
Public Works Director Gary Gilot noted that the Board of Public Works gave a favorable
recommendation to this request.
Bill Schalliol of the Department of Community and Economic Department spoke in favor
of the proposed vacation.
Council Member Pfeifer made a motion, seconded by Council Member Kelly that Bill No.
76-07 be recommended favorably to Council. The motion passed.
Bill No. 80-07: Proposed Appropriation of $250,000 from the Local Road & Street
Account:
Dr. Varner then called for a presentation on Bill No. 80-07 which would appropriate
$250,000 from the Local Road and Street Account (Fund 251) for preconstruction costs
to improve streets at and near the intersection of Ironwood Drive and McKinley Avenue.

Public Works Director Gary Gilot made the formal presentation. He stated that Council
member Puzzello is very familiar with this issue. The appropriation is from the $2
millions of INDOT funds to improve the Ironwood Drive and McKinley Avenue
intersection. The project has been transferred from the state to the city. The proposed
$250,000 appropriation would be for engineering, right-of-way acquisition and geo-
testing as part of the needed pre-construction services.
Council Member Puzzello noted that this matter has taken a long time, and that a new
neighborhood organization was created as a result. She is pleased that the jurisdiction
has been transferred from the state to the city and recommended that the ordinance be
recommended favorably to Council.
Council Member Kelly made a motion, seconded by Council Member Pfeifer that Bill No.
80-07 be recommended favorably to Council. The motion passed.
There being no further business to come before the Committee, Dr. Varner adjourned
the meeting at 3:24 p.m.
