HomeMy WebLinkAbout01-23-12 Personnel & Finance CommitteePERSONNEL AND FINANCE JANUARY 23, 2012 Committee Members Present: Karen White; Gavin Ferlic, David Varner, Henry Davis, Jr. Other Council Members Present: Derek Dieter; Tim Scott; Dr. Fred Ferlic; Oliver Davis; Others Present: George Lane; Peter Helland; Mark Neal; Don Inks; Mike Schmuhl; Rita Kopala; John Murphy Agenda: Bill No. 84 -11 Creates Certified Tech Park Fund Karen White, Chairperson of Personnel & Finance for 2012 with full committee in attendance called upon City Controller Mark Neal to explain Bill No. 84 -11. Mark began by enumerating the state law requiring the city to establish a "CTP Fund." This requirement was triggered by the city through the Redevelopment Commission entering into an agreement to receive tax proceeds and other revenues. The city did this as Neal with Don Inks providing background, explained the funding mechanisms allowing the creation of both Innovation and Ignition Parks. The "CTP Fund" monies could be used to develop the certified technology park subject to action by the S. B. Redevelopment Commission. This seemingly perfunctory action required of the Council by state law became anything but, prompting a number of questions. Councilmember Varner's questions were mostly about any state restrictions on use of the funds. Councilmember's Henry Davis and Oliver Davis both had concerns whether Ignition Park would be shortchanged by the Commission seen as possibly putting a greater emphasis on Innovation Park. An amendment to allay these concerns was considered without general satisfaction by Chairperson White. Councilmember Henry Davis motion the bill be continued until 2- 13 -12. Councilmember Varner seconded and all agreed to recommend continuance. Under miscellaneous Council President Derek Dieter indicated State Rep. Craig Fry had filed a bill to re- apportion the distribution of Hotel -Motel (Innkeeper Tax) funds at South Bend's expense. Much discussion as to how to appropriately react with a "wait and see" resulted. There being no further business to come before the committee at this time, Chairperson White adjourned the meeting at 4:33 p.m. Respectfully Submitted, Karen L.
