Agenda: Bill No. 12 -12 — Recommends thresholds and criteria developed for use of public
dollars as leverage
Update on process used to market city owned properties
Henry Davis, Chairperson of the Community & Economic Development Committee opened the
meeting at 4:40 p.m. noting full committee attendance before beginning to explain his initiation of
Bill No. 12 -12. Mr. Davis said in light of questions recently arisen regarding the appropriateness
of using public funds to stimulate private investment it was necessary to begin discussions that
would provide a framework or set of standards for such potential partnerships. Through a review
and discussion of current practices a set of criteria for involvement could result establishing a
framework or set of standards to help the public, potential developers and elected officials
encourage economic opportunities.
Some Council discussion followed questioning the ultimate intent or consequence of the
discussions. Both Councilmember's Gavin Ferlic and Valerie Schey endorsed the concept; but
cautioned that more focus was needed. Councilmember White and Oliver Davis agreed while
urging more discussion follow..
Councilmember White motioned, Councilmember Gavin Ferlic seconded and all supported a
favorable recommendation to Council.
Chairperson Henry Davis moved to the other item on the agenda, that being a report from Don
Inks on how the city markets property it owns. Who lists, for how long and typical terms of
listings.
Don Inks reported he was not yet ready to report. He needed clarification, he said, on what was
asked. Chairperson Henry Davis suggested if there were questions or confusion, they should
have been asked earlier. Chairperson Henry Davis said he expected a report at the next meeting
on February 27, 2012.
Chairperson Henry Davis also asked the Mayor if he would be ready to report any progress on
the Chase Tower issue by the next meeting. The Mayor said he doubted any progress would
have been made by then.
Pam Meyer offered a report on Community Development Activities for review and possible
discussion at a later date (attachment)
There being no further business to come before the Council at this time, Chairperson Henry
Davis, Jr. adjourned the meeting at 5:05 p.m.
