The Board ordered two 9 Bank Electric Burrough's Add it ion Machines for the Board 4f Works office and the Eng ineer ing Dept. office the present machine in the Beard of Works office to be traded in and an allowance of Fifty ($50. 00) Dollarw *as made The present machine in' the Engineering DepartmenT, to be placed in the Controller's" office as a utility machine to be used whereever needed in the City Hall. Mr. Irwin would make a good assistant. In fact, I would like to place him in full charge of inspection. therefore recommend that Mr. Trwdn be promoted to the 'pos itioa of Assistant Commissioner under Sec. 7 of Ordianneo #18180,``which will fix his salary at $125.0.0 per month, under, Ordinance #1857 , sec. The Honorable Board of Pub 1 is Works, South Bend, Indiana, -Gent lellIen: - • _ The office is in receipt of numerdous complaints of •a smoke Nuisance at 824 Harr is on Ave. , Farmer's Dairy Co. Inspection 10- %-�19 showed an unlawful smoke from their chim mey during daylight hours. This is not .the first complaint as one was made June 1918 to --Mr. Rost iser at which time Dept.,, made Inspection and as no structurally unlawful ,condition as to chimney was found nothing was done. Examining records ,re, this concern I find ::an interesting derdAtion in general as follows: - Bldg. Pmt. #20, March 1916 Inspection :very unsat-isfactory 2 sty. frame bldg. with inadequate f ireblockixg, partly knocked out to pass electric wir ing.- B1dg,g pmt #2445 May 1918 Taken Only after suimnary orde-r to do so. Only inspection. after building pract icully completedi Hgt. Pmt. #2967 Bailer never had -final inspect ion. Elevator # taken only after summary order to do so. Has as yet no final inspection. Garage permit #3333, 4-29-19. Passed as an unloading shed. Does not comply as garage, and is only temporarily used as such. Saoke inspection sheet attached, shows: clear violation as defined by code. There is actually a nuiance in fact as well. Evidence goes to show careless firing with low-grade- coal. Smoke and soot are ruining neighborhood linen in bedrooms wt1k and family .washing is s risky propositiox. Commis ioner's only power is to summarily abate ; pr9sumably by drawing fires and shutting sown plait. Such action would probably bring on litigation.. Wish legal advice before -doing th t. This is now and was before installat.iox of pLaxt a residence neighborhogd, closely built up.
