HomeMy WebLinkAbout01/31/12 Board of Public Works Claims ReviewCLAIMS REVIEW MEETING JANUARY 31, 2012 27 A Claims Review Meeting of the Board of Public Works was convened at 8:30 a.m. on January 31, 2012 by Board President Gary A. Gilot with Board Member Donald E. Inks present. ADDITION TO THE AGENDA Mr. Gilot noted the addition to the agenda of a request for the street vacation of United Drive. APPROVE CLAIMS Mr. Inks stated that a request to pay claims has been received by the Board; each claim is fully supported by an invoice; the person receiving the goods or services has approved the claims; and the claims have been filed with the City Fiscal Officer and certified for accuracy. Mr. Inks stated the following claims were submitted to the board for approval: Name Amount of Claim Date St. Joseph County Housing Consortium $166,935.24 01/09/2012 City of South Bend $2,245,209.79 01/27/2012 City of South Bend $2,147,439.46 01/31/2012 Mr. Inks stated he wanted to review further why the amount of the St. Joseph County Housing Consortium claim was so high. Therefore, Mr. Inks made a motion to approve the claim subject to authorizing the Redevelopment Director to investigate the amount of the Claim and bring it back before the Board if necessary. Mr. Gilot seconded the motion, which carried. After review of the other expenditures, Mr. Inks made a motion that the City of South Bend claims be approved as submitted. Mr. Gilot seconded the motion, which carried. FAVORABLE RECOMMENDATION - PETITION TO VACATE UNITED DRIVE Mr. Gilot indicated that Community and Economic Development has submitted a request to vacate United Drive from Scott Street, northeast to the Penn Central Railroad. Mr. Gilot advised the Board is in receipt of favorable recommendations concerning this Vacation Petition from Community and Economic Development, Engineering, the Fire Department, and the Area Plan Commission. Engineering stated access must be provided to the former MEI Site for demolition. Area Plan stated the vacation would not hinder the growth or orderly development of the unit or neighborhood in which it is located or to which it is contiguous. The vacation would not make access to the lands of the aggrieved person by means of public way difficult or inconvenient. The vacation would not hinder the public's access to a church, school or other public building or place. The vacation would not hinder the use of a public right -of -way by the neighborhood in which it is located or to which it is contiguous. Mr. Gilot questioned if a Memorandum of Understanding had been agreed upon between the City and the owner of the property, Mr. Kevin Smith. Mr. Inks stated it is in the process, not yet finalized. Therefore, Mr. Inks made a motion that the Clerk send a letter to the petitioner recommending approval of the request for vacation subject to the Memorandum of Understanding. Mr. Gilot seconded the motion which carried. ADJOURNMENT There being no further business to come before the Board, upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the meeting adjourned at 8:35 a.m. ATT ST: da M. Gilot with Board Member Donald E. Inks present. ADDITION TO THE AGENDA Mr. Gilot noted the addition to the agenda of a Request to Advertise for bids for the ACSNA Site Improvements, Project No. 112 -009. APPROVE CLAIMS Mr. Inks stated that a request to pay claims has been received by the Board; each claim is fully supported by an invoice; the person receiving the goods or services has approved the claims; and the claims have been filed with the City Fiscal Officer and certified for accuracy. Mr. Inks stated the following claims were submitted to the board for approval: Name Amount of Claim Date City of South Bend $1,204,460.61 01/31/2012 City of South Bend $4,144,123.51 01/20/2012 City of South Bend $4,001,360.39 02/03/2012 City of South Bend $1,409,749.80 02/07/2012 City of South Bend $2,241,401.46 01/31/2012 After review of the expenditures, Mr. Inks made a motion that the City of South Bend claims be approved as submitted. Mr. Gilot seconded the motion, which carried. APPROVAL OF REQUEST TO ADVERTISE FOR THE RECEIPT OF BIDS — ACSNA SITE IMPROVEMENTS —PROJECT NO. 112 -009 (SBCDA TIF) In a memorandum to the Board, Mr. Carl Littrell, Engineering, requested permission to advertise for the receipt of bids for the above referenced project. Therefore, upon a motion made by Mr. Gilot, seconded by Mr. Inks and carried, the above request was approved.
